04-13-1977 REGULAR MEETING OF THE PLANNING & ZONING COMMISSION APRIL 13, 1977 1. MEMBERS PRESENT: STAFF PRESENT: aohnnie Wise - Chairman Joe Garza - Administrative Assistant Betty Wise -Acting Secretary Bob Jacobson - City Inspector John Linebarger Adolph Aguilar INTERESTED PARTIES Ray Stanhope' Charles Sharp Virginia Stead - Homecraft Chris Outwin - Homecraft James McIver - Outdoor Ent. Tommy Pawley - Outdoor Ent. 2. The meeting was called to order at 7:00 P.M. by Chairman Wise. 3. The minutes of the preceding meeting were read and approved. 4. Northcliff Preliminary Plat Review: Northcliff Community Section 2. Northcliff Community Section 3. Northcliff East Community Section 2. A. The Commission reviewed the preliminary plats for Northcliff East Community Section 2, Northcliff °Comm~~ity Section 2 and 3. The preliminary plats on East Community Section 2 and Community Section 3 were found to be in compliance to our Subdivision Ordinance. A motion was made by Mr. Aguilar to accept the preliminary plats for Northcliff East Community Section 2, and Community .Section 3, it was seconded by Mr. Linebarger. All members were in favor. Discussion on Northcliff Community Section 2 was tabled until US Home representatives could be present to discuss the easement and sidewalk situation. 5. "SHOWTIME CITY" REVIEW Several residents of Garden Ridge were present including Mayor Pro-Tem Mr. Ben White to hear the briefing from Mr. McIver, President, Outdoor Entertainment Centers of America, Inc. in regards to possibility of. re-zoning a plat of 14 acres for erection of a park "Showtime City". Pros and cons were discussed, as to type of entertainment, length in time, number of spectators anticipated at each show and etc. This is, if the plat of land is rezoned and Showtime City is accepted by the Planning and Zoning Commission. A great deal of discussion was held as to the handling of the heavy load of traffic in and out of the parking area when entertainment is being held. Chief of Police, Gene Schoonover requested a meeting with Mr. McTvers engineer as soon as the ingress and egress to the park is preliminary laid out. Also, it was suggested that Mr. Sparks, Highway Department, be in attendance of this meeting. Mr. Garza in- formed Mr. McIver that the City would proceed with the re-zoning and keep him informed. B. At this. time, with US Homes representative present, the Planning and Zoning Commission began discussion on Northcliff Community Section 2. The problem of 12 foot utility easements which are in viola- tion of the 16 foot easement requirement still remained un- solved on this-plat. With this in mind, Mr. Outwin requested a variance to this requirement. After much discussion it was felt that the most logical move would be to grant the variance to the l6 foot requirement on Northcliff Community Section 2. This 12 foot easement would allow this area to be in conformity to the platted area which enclaves this unplatted land. Mr. Linebarger made a motion to accept both the variance to the 16 foot easement requirement for Northcliff Community Section 2 and acceptance of the preliminary plat for Community Section 2. This motion was seconded by Mr. Aguilar. All mem- bers were in favor. Mr. Outwin informed Planning and Zoning that in future plats, they would comply with all subdivision requirements of the City of Schertz. They further requested to be place on the mailing list for the Planning and Zoning Agendas and Minutes. The Commission then discussed the 4 foot sidewalk requirement with Mr. Outwin. It-was noted the US Homes was constructing 3 foot sidewalks, which are not in compliance to the subdivi- sion requirement of 4 feet. This matter will be further dis- cussed at the next regular meeting of the Planning and Zoning Commission. 6. APPOINTMENT RECOMMENDATION FOR PLANNING AND ZONING SECRETARY A motion was made and accepted by all members present that Betty Wise's name be presented to the City Council for appointment as secretary to the Planning and Zoning Commission of the City of Schertz. 7.
