03-09-1977 REGULAR MEETING OF THE PLANNING & ZONING COMMISSION

2. The meeting was called to order by Chairman Wise at 7:00 P.M.
3. Preliminary plat review of the following plats:
Northcliffe Country Club Estates Section 2
Northcliffe Community Section 2
Northcliffe East Community Section 2
Northcliffe Community, Section 3
The only remaining request by Homecraft regarding Northcliffe Sections
Community #2 and #3 and East Community #2, was in regard to utility easements.
Homecraft would like a variance to the City's subdivision ordinance, to
permit them to have the utility easements on one side of the property line.
In addition Homecraft would place slip fences or drop gates on the easement.
This would allow for utility vehicle ingress for maintenance and repair of
.utility lines. Ms. Stead said .that this would give the property oE~aners an
additional 500 square feet of yeard space. Whereas, putting the easement
centered on a 16 foot common property line would deprive use of the additional
space.
The City staff recommends that the easements be 16 feet wide, 8 feet on either
side of a common property line.
It was pointed out by Homecraft that easements are usually unlit and not
kept up by the property owners. With this point in mind, the Commission
requests that City Staff contact the police, fire departments and GVEC,
regarding police protection, fire protection and maintenance schedules of
utilities.
Mr. Lionbarber made a motion to accept the preliminary plat of Northcliffe
Club Estates, Section 2, and to dissapprove the preliminary plats of
Northcliffe Community Section 2 & 3 and Northcliffe East Community Section 2.
This motion was seconded by Mr. Sawyer and all members were in favor.
The disapproved plats will be placed on the next regular meeting
agenda of the Planning & Zoning Commission.
The Commission will meet again on March 23, and the first item on the
agenda will be a tour by the Commission of Homecraft's Northcliffe
subdivision.
4. The Commission was also presented with a curb-cut request from Mr. Arnold
Schneider.
Mr: Aguilar made a motion that the P&Z recommend to the City council
that they grant Mr. Schneider's request. Mr. Linebarger seconded
the motion, and all members are in agreement.
5. There being no further business to come before the Commission at this time,
the meeting was adjourned at 8:30 P.M.
