2. The meeting was called to order by Chairman Wise at 7:30 P.M.
3. Minutes of the preceeding meeting were read and approved.
4. Ms. Betty Wise, a new Commission member, was introduced to the Commission.
5. Preliminary Plat review of the following plats:
Northcliffe Country Club Estates, Section 2
Northcliffe Community, Section 2
Northcliffe East Community, Section 2
Northcliffe Community, Section 3
The City Staff presented the following items which are not inaccordance
with our subdivision ordinance.
A. Easements; The following plats do not have easements centered
on the rear property lines, and are 12 feet deep instead of 16
feet wide.
(1) Northcliffe Community, Section 2
(2) Northcliffe East Community, Section 2
(3) Northcliffe Community, Section 3
Homecraft at present wishes to place the utility easements on one side
of the lots. Futhermore, any fences to be built across the easements will
be furnished with drop gates at each side yard property line. This would
allow ingress to utility companies for maintenance and emergency repair of
utilities.
The Commission and City Staff stated that easements should be centered on the
rear property line, 8 feet on either side of the common rear property line.
The Homecraft staff will work with Schertz City Staff to resolve the problem
of easement locations.
B. Corner lot side yard setbacks: The following Northcliffe plats
are not in accordance with our subdivision ordinance:
(1) Northcliffe Country Club Estates, Section 2
(2) Northcliffe Community, Section 2
(3) Northcliffe Community, Section 3
(4) Northcliffe East Community, Section 2
These plats have corner lot side yard setback of 10 feet. Our ordinance
calls for 20 feet side yard setbacks on minor streets (50' ROW) and 25
feet side yard setback on secondary street (60 feet ROW).
Homecraft representatives said that the side yard setbacks on corner
lots abutting Country Club Boulevard would be made to comply to our
subdivision ordinance.
A variance to the 20 foot side yard requirement for the interior corner
lots was asked for by Homecraft representatives. They stated that it
would be too costly to comply with the 20 feet side yard setback on
corner lots.
If Homecraft were to comply with Schertz' Subdivision regulations,
Homecraft representatives stated it would mean that 1 to 2 lots would
have to be deleted from each block. The variance Homecraft seeks is to
allow them to have a 10 foot corner lot sideyard setback. This would
only apply to interior corner lots in Northcliffe Country Club Estates
Section 2, Northcliffe Community Sections 2 and 3, and Northcliffe
East Community Section 2.
C. Lot Size Below Minimum Subdivision Requirements. The following
plats are not in accordance with our minimum lot size requirements:
(1) Northcliffe Community Section 2
(2) Northcliffe East Community Section 2
Homecraft representatives mentioned to the Planning and Zoning Commission
that the current trend on lot sizes is for smaller lots. Most people
now days cannot afford large size lots; thus, the trend now is for smaller
lots and houses. With this in mind, Homecraft is asking for a variance
to the 7500 square foot lot size diemnsion requirement. This variance
would apply only to those two Northcliffe plats mentioned above.
A motion was made by Mr. Stanhope to grant Homecraft's request for two
variances:
1. A variance on lot size dimensions for certain lots which are
substandard in size with minimum size of 7200 square feet.
a. Northcliffe Community Section 2
b. Northcliffe East Community Section 2
2. A variance for Interior corner lots side yard setback require-
ments from 20 feet to 10 feet.
a. Northcliffe Country Club Estates Section 2
b. Northcliffe Community Sections 2 and 3.
c. Northcliffe East Community Section 2.
This motion was seconded by Mr. Aguilar and all members were in favor.
One of the primary items of concern of the P&Z Commission was the availability
of open spaces in this development, i.e. park areas, church space, police
and fire department space, play grounds, swimming pools, etc.
The Commission was assured by Mr. Outwin (Homecraft representative), that
it .was standard policy of Homecraft Corporation to set aside certain lots
in their subdivision for public use. Mr. Outwin also stated that he would
send the city a copy of their policy in writing.
6. LOST MEADOWS SUBDIVISION, Unit 2. Dr. McMillian presented his plat
of Lost Meadows Subdivision Unit 2, which is located in Bexar County and within
Schertz' ETJ. City Staff advised the Commission that all discrepancies noted
on Dr. McMillia~s original request had been cleared except one. This
discrepancy is the lack of fire hydrants. The City staff recommends that
two hydrants be installed. Dr. McMillian said that he is willing to comply
with this requirement.
Mr. Sawyer then made a motion to accept the preliminary plat on Lost Meadows
Unit 2. Mr. Stanhope seconded this motion, and it passed unanimously.
7. CHANGE OF MEETING TIME:
Mr. Aguilar made a motion to change the time of the P&Z meeting from
7:30 P. M. to 7:00 P.M. This motion was seconded by Mr. Sawyer, and all
members were in agreement. Therefore, the P&Z Commission will meet on the
second and fourth Wednesday of each month at 7:00 P.M.
8. There being no further business to come before the Commission at
this time, it was adjourned at 9:37 P.M.
