06-23-1976 PLANNING & ZONING COMMISSION JUNE 23, 1976 1. MEMBERS PRESENT: MEMBERS ABSENT: Johnny Wise - Chairman Adolph Aguilar Earl Sawyer - Secretary John Linebarger Ray Stanhope Sam Carey Chuck Sharp CITY STAFF: Denny L. Arnold, City Manager Joe C. Garza - Administrative Assistant 2. CALL TO ORDER: The Meeting was called to order by Chairman Wise at 7:30 P.M. 3. READING OF MINUTES: The minutes of the June 9, 1976 meeting were read and approved. 4. SITE SELECTION FOR PROPOSED MINICIPAL COMPLEX: The Planning and Zoning Commission is recommending to the City Council the following three possible sites for the proposed Municipal complex building: A. The first choice is in the general location where the present CCMA Administrative office is located. B. Second alternative choice is where the Police Department now exists, with further purchase of land to the rear of the P.D. to provide ample room for the complex. C. The third choice is the land located just north of the Henry Gutierrez property on F.M. 3009. It is the concensus of the Planning and Zoning Commission that these three selections are the most feasible for the current conditions. It was felt that for long range planning the most suitable location would be near FM 3009 and IH 35, but due to the distance from the present population center of Schertz, this area would not be sellable in a bond issue. Mr. Earl Sawyer made a motion that the City Council hire an architect to determine cost-size requirements fora Municipal Complex that will meet Schertz' present and future needs. Mr. Chuck Sharp seconded the motion. All members were in favor of the motion. 5. ZONING ORDIfdANCE REVISION REVIEW: The Planning and Zoning Commission reviewed the staff recommendations on further revisions of the Zoning Ordinance. It was felt that a pre- liminary draft be done with the revisions incorporated in the ordinance. The preliminary draft will be reviewed by the Planning and Zoning Com- mission as soon as the City Staff can incorporate the necessary changes. PLANNING & ZONING COMMISSION MEETING JUNE 9, 1976 1. READING OF MINUTES: The minutes of the preceding meeting were read and approved. 3. CALL TO ORDER: The meeting was called to order by Chairman Wise at 7:30 P.M. 4. PC-6 LOST MEADOWS Subdivision Unit 2. Dr. McMillian was present to discuss the maintenance of his road into Unit 2. Dr. McMillian was concerned as to who would maintain the road to Lost Meadows Subdivision. He further explained that Bexar County would not accept the maintenance of the road. Mr. Garza informed him that he (Mr. Garza) had spoken to Mr. Tomosini, Director of Bexar County Roads Department, about county maintenance for the Lost Meadows Subdivision Unit 2 road. He further advised Dr. McMillian that Schertz would o.k. the road if it met design criteria for County Roads. The Planning & Zoning Commission recommended that Dr. McMillian get to- gether with City Staff and Mr. Tomosini on this matter so that there would be no misunderstanding in the future as to who would maintain the road at Lost Meadows Unit 2. 5. The P&Z Commission advised the City to proceed with administrative action on the rezoning of E1 Rancho and Mobile Villa Trailer Parks from Pre- development classification to Mobile Home Park District. The rezoning criteria must conform to the format laid out in the Zoning Ordinance. 6. Revisions to the Zoning Ordinance were presented, and Commission members will make their recommendation at the next meeting. 7. The proposed Community Center was discussed at length and the Commission hereby makes the following site location recommendations: A. At the corner of Elbel Road and FM 3009 at the current site of CCMA. B. At FM 3009 and IH 35. C. Live Oak Road at FM 3009 in the vicinity of the Gutierrez Home. D. At the corner of Live Oak Road at Exchange. Locations A, B and C would seem desirable from a planning standpoint because the City will definitely grow, population wise, to the north. Location D was also selected due to its proximity to nearby facilities.
