04-16-1985 PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission and City Council conducted a
Joint Public Hearing on Tuesday, April 16, 1985 in the Municipal Complex
Council Chambers, 1400 Live Oak Road. Present were as follows:

#1 CALL TO ORDER
Mayor Sawyer called the Joint Public Hearing to order at 7:00 P.M. and
turned the meeting over to the Chairman of Planning and Zoning, John
F_ Linebarger.
#2 PUBLIC HEARING: Zoning Change #69
To receive input from the public on a proposal to establish a Special
Overlay District along Jack Hays Boulevard (FM 3009).
Minutes of this Public Hearing are a duplication of City Council minutes.

#4 ADJOURNMENT OF PUBLIC HEARING
Chairman Linebarger turned the meeti-n~ back over- tp the 7~ay~r who adjpurned
the Public Hearing at $;00 P.M.
The Schertz Planning and Zoning Commission convened in a Special Session,
after the Joint Public Hearing, in the Municipal Complex Conference Room.
#5 CALL TO ORDER
Chairman Linebarger called the meeting to order at 8:06 P.M.
#6 CONSIDER AND MAKE RECOF9MENDATION: Zoning Change #69
After a brief discussion, Darwin Peek made a motion to recommend the FM
3009 Special Overlay District be adopted by City Council. James Harden
seconded the motion and the vote was unanumous in favor.
#7 CONSIDER AND MAKE RECOP~MENDATION: Applicants for Planning & Zoning
Commission
The following applicants were at the meeting and interviewed by the
members:
David Allen - 1300 Colony Drive
George Vick - 508 Marilyn Drive
Ty Brisgill - 2608 Hidden Grove
Earl Hartzog advised the Commission that the following applicants were on
file and they had been notified of the meeting. It was agreed to notify
them of the next meeting, and if they do not attend, pull their applications.
Trudy Foster - 77 Robert Stevens
Robert Booth - 4312 Spanish Oak
J.R. Wyatt - 109 Richardson Drive
It was agreed to defer action until the next meeting on the selection of the
replacement for Raymond Stanhope until the other applicants have a chance to
F appear before the Commission. The Staff was asked to notify these individuals
again.
#8 GENERAL DISCUSSION
Merwin Willman advised the Commission that he would not be at the May 14, 1985
meeting.
There was discussion about the fact that a quorum of four is needed in order
for the Commission to vote on items and the number of those planning to attend
the next meeting.
Councilmen Greenwald and Stanhope arrived at the meeting at 9;21 P.M.
Councilman Greenwald advised the Commission on items before the Council. and
action being taken. Also, there is a workshop in Galveston on dune 21, 22 and
23, and Council would like some of the plannl~ng people to maybe attend.
Mayor Sawyer arrived at the meeting at 9:29 P,M: He thanked•the Comroissi~on for
the work they had done on the Special Overlay District along crack Hays Boule~.
vard. He told and thanked John Linebarger for the super fob he did on chairing
the Public Hearing. The ordinance will provide the guide lines we need in order
to have a safe and attractive entrance to the city.
There was discussion about the Sign Ordinance, and it appears a number of
new billboards or large signs are being placed in the City in violation of
City ordinances. There are five new billboards in front of Northcliffe,
one being erected at Plobile Villa and one along FM 78 across from the .Texaco
Service Station.
