07-02-1985 PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission and City Council conducted a Joint
Public Hearing on Tuesday, July 2,'1985 in the Municipal Complex Council Chambers,
1400 Live Oak Road. Planning and Zoning Commission members present were as follows:

#1 CALL TO ORDER
Mayor Sawyer called the meeting to order at 7:00 P.M. and turned the public hearing
over to Chairman Yarling.
#2 PUBLIC HEARING: Zoning Change #71
To receive input from the public on a rezoning request for an eleven acre tract of
land from Multi-Family Dwelling District (R4) to Neighborhood Service (NS). Said
land is out of the G. Malpaz Survey No. 67, Abstract 221, Guadalupe County, located
on the Southerly side of Elbel Road between Schertz, Cibolo, Universal City ISD
Administrative Office and the Sycamore Creek Apartment Complex (Sycamore Creek Sub-
division Unit I) with The Village, Unit 3 Subdivision as the Southerly border of
this property.
Minutes of this public hearing is a duplication of the City Council minutes.
#3 GENERAL DISCUSSION
There was none.
#4 ADJOURNMENT OF PUBLIC HEARING
Chairman Yarling turned the meeting back over to h1ayor Sawyer who adjourned the
public hearing at 7:27 P.M.
The Schertz Planning and Zoning Commission convened in a Special Session in the
Municipal Complex Conference Room.
#5 CALL TO ORDER
Chairman Yarling called the meeting to order at 7:35 P.M.
#6 CONSIDER AND MAKE RECOMMENDATION: Zoning Change #71
There was a discussion about the items mentioned in the public hearing about
drainage and traffic. There was discussion about the City needing additional
business areas in this part of town, and Live Oak Road was the planned area for
business. There was also concern about the additional traffic the added apartment
would create.
Darwin Peek made a motion to recommend to City Council that Zoning Change #71
be approved. David Allen seconded the motion and the vote was as follows:
Ayes - Yarling, Andrews, Allen and Peek
Nays - Willman and Brisgill
Merwin Willman asked to be on record as voting against the Neighborhood Service
Zoning because the area already has sufficient space zoned for business.
#7 GENERAL DISCUSSION
Merwin Willman updated the Commission on the status of the Sign Ordinance-and the
impact new legislation would have on the ordinance.
There was discussion about enforcement of the existing Sign Ordinance and the Jack
Hays Boulevard Special Overlay District. Bandit signs are along the roadway and
the Planning and Zoning Commission has not authorized any.
There was discussion about items scheduled for the Agenda for the July 9, 1985
meeting. Bob Andrews made a motion to cancel the meeting. David Allen seconded
the motion and the vote was unanimous in favor.
