10-15-1985 PLANNING-AND ZONING MINUTES
The Schertz Planning and Zoning Commission and City Council conducted a Joint
Public Hearing on Tuesday, October 15, 1985 in the Municipal Complex Council
Chambers, 1400 Live Oak Road. Members present were as follows:

#1 CALL TO ORDER
Mayor Sawyer called the meeting to order at 7:00 P.M, and turned the meeting
over to the Planning and Zoning Vice-Chairman Bob Andrews.
#2 PUBLIC HEARING: Zoning Change #73
To receive input from the public on a rezoning request by Don McCrary, repre-
senting Chuch Forbes, Forbes Management, for a 191.9 acre tract of land from
General Business (GB) and Predevelopment (PD) to Light Industrial (.M1). Said
land is out of the Francisco Rodriguez Survey No. 99, the C.M. Gahagan Survey
No. 258 and the J.F. Zepeda Survey No. 257,-Corral County, Texas, located
between Schwab Road directly on the East and Friesenhahn Road on the West
between IH 35 on the South and M.K.& T. Railroad right-of-way on the, northerly
side.
The minutes of this public hearing is a duplication of the City Council minutes.

There was none.
#4 ADJOURNMENT OF PUBLIC HEARING
Vice-Chairman Andrews turned the meeting back over to Mayor Sawyer who adjourned
the Public Hearing at 7:07 P.M.
The Planning and Zoning Commission reconvened in a special session, after the
Joint Public Hearing, in the Municipal Complex Conference Room.
#5 CALL TO ORDER
Chairman Yarling called the meeting to order at 7:10 P_M.
#6. CONSIDER AND MAKE RECOMMENDATION: Zoning Change #73
After a brief discussion, David Allen made a motion to recommend approval of
Zoning Change #73. Donald Wilson seconded the, motion and the vote was unanimous
in favor. ,
#7 GENERAL DISCUSSION ~ ,
Chairman Yarling brought a zoning change packet from Lamesa, Texas as an example
for the Planning and Zoning Commission. Chairman Yarling said he thought the
packet was very professional and suggested we might do something similar here.
The packet was passed around for members to look over.
Bob Andrews asked Steve Simonson what was scheduled so far on the agenda for
the next meeting. Mr. Simonson replied that only two items were scheduled so
far - a rezoning proposal on East Live Oak Road and a final plat for Schertz
Subdivision.
David Allen questioned if anything was being done about Beacon Avenue as far as
the City vacating it. Merwin Willman said Mr. Gilmore, City Manager, had men-
tioned it at a recent City Council meeting. Mr. Willman also mentioned there
were several other similar streets in the City.
Merwin Willman asked if the Commission was going to get into the zoning changes
- suggested by Earl Hartzog before he left. Mr. Willman also mentioned the need
to look into PUD's and to update the Feedback List.
Chairman Yarling asked to have the Zoning Ordinance and the Feedback List on
the agenda for the September 22, 1985 meeting.
David Allen commented the Zoning Ordinance may need a workshop rather than a
regular meeting.
Ty Brisgill asked Steve Simonson when the next waikthrough inspection of Woodland
Oaks was scheduled. Mr. Simonson said he would check into it.
James Harden commented he also thought the Zoning Ordinance should be scheduled
for September 22 since the agenda is light.
David A17en asked about the status of the Sign Ordinance. Mr. Allen remarked he
had visited the NPC model home in Savannah Square and was very impressed.
Chairman Yarling made reference to the junk trailer on East Live Oak Road and
said he felt something should be done about getting it removed. There was a
brief discussion on this matter.
There was also a brief discussion on the Val Verde sign with Donald Wilson
suggesting it should be replaced with a "Welcome to Schertz" sign.
David Allen asked if we could have an Overlay Ordinance on Schertz Parkway
similar to the Jack Hays Boulevard Overlay Ordinance.
Bob Andrews commented we could recommend including Schertz Parkway in the same
ordinance as Jack Hays Boulevard Overlay Ordinance.
Merwin Willman, referring to Ty Brisgill's handout at the October 8 meeting,
commented that some time ago he had mentioned working up a business park district
section to the Zoning Ordinance but could generate no interest.
The next regularly scheduled meeting is September 22, 1985.
