12-10-1985 PLANNING AND ZONING P~INUTES
The Schertz Planning and Zoning Commission convened in a regular session on
Tuesday, December 10, 1985 at 7:00 P.M. in the Municipal Complex Conference
Room, 1400 Live Oak Road. Members present were as follows:

#1 CALL TO ORDER
Chairman Yarling called the meeting to order at 7:00 P.M.
#2 APPROVAL OF MINUTES: Regular Session November 26, 1985
Merwin Willman made a motion to approve the minutes for the regular session
November 26, 1985. David Allen seconded the motion and the vote was unanimous
• in favor.
#3 CITIZENS' INPUT
There was none.
#4 CONSIDER AND TAKE APPROPRIATE ACTION: Cancellation of December 24, 1985
Regular Ses ion
Bob Andrews made a motion to recommend cancellation of the regular session on
December 24, 1985. David Allen seconded the motion and the vote was unanimous
in favor.
#5 CONSIDER AND MAKE RECOMMENDATION: Zoning Ordinance
The Commission members reviewed Articles V through XI of the Zoning Ordinance
for the insertion of their recommended changes made at previous meetings.
They then reviewed Articles XIII through XVIII and made their recommendations
for change.
Merwin Willman asked that Article XII - Mobile Home District - be put on hold
until he could get a package together with all the new information and changes
on mobile homes.
Councilman Ken Greenwald arrived at the meeting at 8:05 P.M.
#6 GENERAL DISCUSSION
Steve Simonson commented that, although Ty Brisgill was absent, he had checked
for him on the lighting on East Live Oak Road from Maske Road to FM 3009 and
also on the lighting on the creek side of the park between the school and the
creek. Mr. Simonson stated there are no plans for more street lights in either
location.
Mr. Simonson also stated that the progress on Schertz Parkway is looking good.
Ken Greenwald reminded everyone of the Christmas party at the h1ayor's home,
512 Aviation, on Saturday, December 14, 1985 anytime between 5:00 P.M. and
10:00 P.M.
Ken Greenwald also noted there is a public hearing scheduled for December 17,
1985.
Mr. Greenwald, referring to Zoning Change #74, said that at the City Council
Workshop there had been a discussion with the Joint Venture Group. Mr. Green-
wald commented the Joint Venture Group felt they could not work with the area
as long as it was zoned strictly residential. The Council granted them a 300
foot frontage on East Live Oak Road zoned as Neighborhood Services and asked
them to work out the area behind that as residential.
Merwin Willman noted that the Commission members had been given excerpts of City
Council minutes from sessions on November 26 and December 3, 1985 in their
packages.
Mr. Willman commented the City Council was displeased with the Planning and
Zoning Commission's reason for recommendation of disapproval of Zoning Change
#74. Mr. Willman suggested that in the future we elaborate more and be more
specific in our reasons for recommendation of either approval or disapproval of
said zoning changes.
Merwin Willman commented he would like to have consideration for zoning of the
land annexed along FM 1518 South on the next agenda. Mr. Willman said the Conr-
mission should take a look at the land, consider what type of zoning they wanted
and set it up fora public hearing.
Ken Greenwald said the Commission should also take a look at the land on the
other side of FM 1518 beyond the ballfield because it is also in consideration
for annexation.
Bob Andrews asked if the City had any plans to restripe any of the roads.
Ken Greenwald commented he thought-the equipment for striping had to be rented
because the City didn't have any.
Bob Andrews also remarked on the parking on Main Street in front of Sippel's and
True Value Hardware. There was a brief discussion on this and the fact that some-
thing should be done because it is a traffic hazard.
David Allen commented that sometime early next year he would like to see the
Master Plan reviewed because apparently, from zoning action recently, the City
Council has a different feeling about it than the Planning and Zoning Commission.
Chairman Yarling commented on the new sign put up by San Antonio Shoe and asked if
they had been issued a permit for it.
Chairman Yarling also commented he would be unable to attend the public hearing on
December 17, 1985.
Merwin Willman asked the status of the Sign Ordinance.
. Ken Greenwald replied he would check on it.
David Allen asked if another Natural Bridge Caverns sign is going up on FM 78.
