~'he Schertz.•Planning and Zoning Commission convened in a regular session on
Tuesday, August 26, 1986 at 7:00 P.M, in the Municipal Complex Conference
Room. Those present were as follows:

#1 CALL TO ORDER
Chairman Yarling called the meeting to order at 7:00 P.M.
#2 APPROVAL OF MINUTES: Regular Session August 12, 1986
Bob Andrews pointed out that on Page 3, Paragraph 7 the word "Voce" should be
corrected to "Vice" and the sentence should be finished to read "and work out
stub out for Woodland Oaks Drive".
Bob Andrews made a motion to approve the minutes, as amended, for the regular
session August I2, 1986. Merwin Willman seconded the motion and the vote was
unanimous in favor. Motion carried.
#4 CONSIDER AND MAKE RECOMMENDATION: Reclassification of Annexed Territory
Currently Classified Predevelopment
(Property in front of Northcliffe)
After a brief discussion on the exact location of the .property, Merwin Willman
commented it had been annexed on September 1, 1981 but never rezoned because
Planning and Zoning was told there was litigation going on and was asked not to
rezone it at that time.
Chairman Yarling asked if it had ever been settled and Merwin Willman replied,
that as far he knew, nothing ever came from it.
Chairman Yarling asked 'the purpose of rezoning it and Merwin Willman replied to
get it settled. Mr. Willman also commented we need to review our property every
120 days to make sure everything is up-to-date as far as zoning.
Bob Andrews asked what zoning we are recommending and Merwin 4Jillman replied
General Business.
Chairman Yarling asked when the next public hearing is scheduled and Merwin
Willman replied we could schedule this at that time, we do not need to have a
special public hearing.
Bob Andrews made a motion. we recommend to City Council the scheduling of a
public hearing for the reclassification of annexed territory (property in
, front of Northcliffe),.from the current classification of Predevelopment to
-;'General Business.. Merwin Willman seconded the motion and the vote was
.unanimous in favor. Motion carried.
David Allen arrived-for the meeting at 7:16 ;P .M.
#5 ZONING ORDINANCE
,The Commission reviewed the Zoning Ordinance and made their recommendations,
' specifically on the sections pertaining to Mobile Homes, the AICUZ and Home
Occupations.
Bob Andrews made a motion to recommend the Zoning Ordinance, with the sug-
gested changes incorporated, be sent to City Council for approval. Merwin
Willman seconded the motion and the vote was unanimous in favor. Motion
carried.
#6 .GENERAL DISCUSSION
Chairman Yarling said he may be out of town and consequently may have to miss
several meetings.
Bob Andrews asked for an explanation of the note from Mr. Gilmore on a cor-
rection of.a sentence in the Subdivision Ordinance and Steve Simonson explained
it to him.
Bob Andrews also noted that at the August 12, 1986 meeting the action on the
Master. Plan for Woodland Oaks. had been tabled until the August 26,1986 meeting,
and although Woodland Oaks was not ready for this meeting, he thought, for
tracking purposes of the minutes, it should have been on this agenda.
Steve Simonson reported that negotiations have been going on between the
representatives of Woodland Oaks and the landowners directly west that. would
be effected by the. stub out of Woodland Oaks Drive. Mr. Simonson said the
landowners directly west say if Woodland Oaks Drive is not stubbed out, why
build Schertz Parkway. Mr. Simonson also said they seemed. to have come to a
tentative agreement and should be able to come up with something in the next
30 to 60 days.
Bob Andrews suggested the Master Plan for Woodland Oaks be on the next agenda.
Bob Andrews also suggested that Master Plans being submitted have dates and
.numbers orr them arrd any revised Master: Plan. must state that it supersedes the
previous Master Plan and give it's number.
.Steve Simonson had several things to report regarding Woodland Oaks:
(a) Construction plans for the drainage .ditch have been submitted and hopefully~~
something will .be done.
(b) The drvethrough (with Steve Simonson, 'Tom Flores and Ron Jaroszewski) was
accomplished and the trouble spots identified. Work should be getting started
on the corrections needed. '
(c) The City has the streets on it's street sweeping schedule.

(d) Street name signs are being ordered.
. (e) Work ort Unit III,has started.
(f) We should be getting a pi at in on Unit IV.
Ken Greenwald reported that at the last Cit,~~Council meeting an ordinance .was
.passed authorizing the City Attorney to furnish a legal defense to members of
the City Council, Planning and Zoning Commission and other City Officials.
Merwin Willman asked if those Planning and Zoning members involved could get
a copy of that ordinance and Ken Greenwald-said to see Steve Simonson about
a copy.
Ty Brisgi~ll asked if stub outs have to be to the property line and was informed
they do.
Ty Brisgill also asked if there's any progress on the Schertz Parkway Overlay
.Ordinance. Steve Simonson replied Don Ryden should be getting back with him
and letting him know where things stand.
Ty Brisgill, saying he had not iced that some of the signs on IH 35 have permit
numbers and some don't, asked if they're being checked on.
Steve Simonson replied that all signs are being catalogued by the City in an
effort to enforce the Sign Ordinance.
David Allen apologized for being late.
The next regularly scheduled meeting is September 9, 1986.
