09-23-0986 PLANNING AND ZONING MINUTES
The City of Schertz Planning and Zoning Commission convened in a regular
session on Tuesday, September 23, 1986 at 7:00 P.M. in the Municipal Complex
Conference Room. Those present were as follows:

#1 CALL TO ORDER
Chairman Yarling called the meeting to order at 7:00 P.M.
#2 APPROVAL OF MINUTES: Regular Session September 9, 1986
Bob Andrews pointed out that on Page 4, Paragraph 1 the next to the last sentence,
the word "same" is typed twice. Also, on Page 5, Paragraph 9, Line 2, Mr. Andrews
said he was asked, not appointed.
Bob Andrews made a motion to approve the minutes, as amended, for the Regular Ses-
sion, September 9, 1986. Merwin Willman seconded the motion and the vote was
unanimous in favor. Motion carried.
#3 CITIZENS' INPUT OTHER THAN AGENDA ITEP9S
There was none.
#4 CONSIDER AND MAKE RECOMMENDATION: Proposed Amendment to the Mobile Home Ordinance
Each member had received a copy of the proposed amendment which is as follows:
Add to Section X, Paragraph A
Last sentence or more in size. Travel Trailer and/or Recreational
Vehicle (R.V.) shall not be placed within a Mobile Home Park.
Merwin Willman commented that one sentence is sufficient.
David Allen asked why we are suggesting this amendment be added to the Mobile Home
Ordinance.
Bob Andrews replied it is not specified in our Mobile Home Ordinance that a Travel
Trailer and/or Recreational Vehicle (R.V.) is not permitted.
Donald Wilson arrived for the meeting at 7:09 P.M.
There was a discussion on how to differentiate between R.V.'s and mobile homes, on
the difference in the hook-up fees, on what required permits and what did not,
and on our definitions of mobile homes and of R.V.'s.
Bob Andrews noted we are trying to maintain consistency.
Steve Simonson remarked the court had thrown out our ordinance because it was
not specific and so we are trying to be more .specific in our requirements. -
Chairman Yarling asked if our definitions will satisfy the court and Ken Greenwald

David Allen made a motion to recommend approval to City Council of the following
amendment to the Mobile Home Ordinance:
Add to Section X, Paragraph A
Last sentence or more in size. Travel Trailer and/or Recreational Vehicle
(R.V.) shall got be placed within a Dlobile Home Park.
Merwin Willman seconded the motion and the vote was unanimous in favor. Motion
carried.
#5 GENERAL DISCUSSION
Each member had received a copy of some recommended changes to the Mobile Home
Ordinance and Merwin Willman suggested these be put on a future agenda and asked
the members to look them over and be prepared with their recommendations at that
time.
Steve Simonson asked if they wanted them on the next agenda and the consensus was
yes they did.
Ty Brisgill asked if any Dobie Heights signs had been picked up over the weekend
and Steve Simonson said he had picked up seven. Ty Brisgill remarked one had gone
up on the curve since Sunday and is up right now.
Ken Greenwald reported that at the Council meeting last week the final reading of
the ordinance was passed indemnifying all the City Staff.
Mr. Greenwald brought in articles from a New Braunfels newspaper listing the
addresses of State Officials.
Steve Simonson updated the Commission on several items:
(1) The Barshop planners and State Department of Highways had a meeting and a
change from high-tech to something else is being considered.
(2) The drainage project contract for Barshop across to the Ripps property has
been let.
(3) The City's work on the Crest Oak drainage should get started in approximately
30 to 60 days.
(4) The letting of the contracts for Schertz Parkway will be October 3, 1986.
(5) The improvements needed in Woodland Oaks (streets, driveways, sidewalks, etc.)
have been pinpointed and will go ahead with repair as soon as the material is
in.

Steve Simonson brought up the fact that nowhere in the Zoning Ordinance do we
require any access for the handicapped. Mr. Simonson said the Inspection
Department would like some leverage in this matter and asked the Commission how
they would like to handle it since the Zoning Ordinance is scheduled to be on
the agenda for the next City Council meeting.
Steve Simonson asked if the Commission wanted he and Mr. Willman to write some- -
thing up now or if they wanted to write an amendment.
Merwin Willman felt there would be plenty of time for the Commission to write up
an amendment ..before the Council completes it's review of the proposed changes to
the Zoning Ordinance.
After some discussion, it was requested it be on the next agenda.
Steve Simonson informed the Commission the Sign Ordinance is coming up on it's
last reading before City Council and he had noticed in the business areas we
allow a maximum height bf thirty-five (35') .feet for signs on expressways and
interstates and.yet allow fifty (50') feet for billboards and he would like to
be more consistent.
Chairman Yarling questioned if they can't come in and ask for a variance.
David Allen asked what other cities do.
Ken Greenwald inquired as to why they just don't put up a fifty (50') foot
monopole.
Bob Andrews questioned the difference between a billboard and afree-standing
monopole.
After further discussion, Steve Simonson noted that what he was hearing was that
it probably would be best for them to come before Planning and Zoning if they have
a problem with the Sign Ordinance.
Steve Simonson asked. the Commission what exactly needs to be brought before Plan-
ning and Zoning. Mr. Simonson had with him, for example, plans for building a
small strip mall containing a Pic-N-Pas and two spaces for lease across from the
Pizza Hut in Schertz. The property is already zoned General Business and is not
being subdivided. Mr. Simonson explained the property is owned by Wuest's and
questioned whether or not it has to come before Planning and Zoning.
The consensus among the Commission was that as long as it's already zoned General
Business and is in compliance with the ordinance, it does not need to come before
the Planning and Zoning Commission.
Steve Simonson informed the Commission that probably at the next meeting they will
see a request for a Specific Use Permit for a tract of land behind Oak Forest
Subdivision. Mr. Simonson said it will be from a group that wants to build a
church and eventually a school, day care center-and possibly a hospital. Mr.
Simonson said they had already been informed up front of the problems they may
encounter.
Bob Andrews pointed out several good items of interest to the Commission contained
in the "Zoning Bulletin", specifically items on plan approval by default and on
illegal subdivision partial approval.
David Allen commented that KOA (Kampgrounds of America) is looking fora place to

build a park and is.interested in property from Live Oak north. Mr. Allen said
.they build a quality park and will be looking for high visibility and good
accessibility from the interstate.
Steve Simonson remarked that two locations immediately come to his mind: (1)
some property up by Bussey's Flea Market and (2) some property currently owned
by the Meyers Group. - _
The next regularly scheduled meeting is October 14, 1986.
