- PLANNING~AND~ZONING MINUTES
The:Schertz Planning and Zoning Commission convened in a Special Session on
June 17, 1986 at 7:00 P.M, in the Municipal Complex Conference Room, 1400
Live Oak Road. Members present were as follows:

#1 CALL TO ORDER
Chairman Yarling called the meeting to order at 7:00 P:M.
#2 CITIZENS' INPUT: OTHER THAN AGENDA ITEMS
There was none.
#3 CONSIDER AND MAKE RECOMMENDATION: Zoning for Schermerville Area
Merwin Willman asked if PD would suffice as the area is now.
James Harden asked about th.e auto reclamation businesses and if we should make a
district for them.
David Allen commented that somehow we~need-to zone those already there and identify
them so we have some means of control. Mr. Allen asked about applying this to the
City Master Plan.
Merwin Willman re plied. he did not know and Donald Wilson said it would have to be
an addendum to the Master Plan.
Chairman Yarling asked about the AICUZ.
Merwin Willman said we could leave it PD and institute an Overlay on top of it.
Steve Simonson said he had been receiving calls from people asking how Schertz is
going to zone the land.
Chairman Yarling commented we are going to have to come to terms with the AICUZ.
Merwin Willman noted that the APZ is pretty concrete but there have been changes in
the noise level zone.
David Allen~ndicated he would like some input from the citizens as to what they
would like to have.
Merwin Willman reminded him the City comes first, but whatever we do we still have
to have a public hearing.
James Harden remarked we will have to have a public hearing to get the people in.
Mr. Harden asked when the annexation would be finalized.
Strive Simonson replied July 1, 1986 and also said, in response to a question from
Chairman Yarling, we do not have time now for all the procedures required to re-
zone at the same time as annexation.
...David Allen asked if businesses are allowed in PD and Steve Simonson replied they
need a Specific Use Permit.
Steve Simonson informed the Commission.we should be getting a good City map very
soon.
There was discussion about including the AICUZ in the Zoning Ordinance and also
some discussion on the noise zone.
Steve Simonson mentioned-that the annexation will involve us with several other
Cities' ETJ's, specifically Converse and San Antonio and also with the East Central
and Judson School Districts.
Chairman Yarling asked about the zoning of GB for the frontage on IH 10. Merwin
Willman pointed out it will automatically-come in as PD and then we wi71 have to
schedule a public hearing to rezone:'
Steve Simonson asked the Commission if they. had considered the possibility of a
X1,000 foot setback on IH 10. There was some discussion on this and on a 750
foot setback.
David Allen asked if we have the metes and bounds of the AICUZ area and Steve
Simonson replied no - that would need an engineering study. David Allen commented
Randolph Air Force Base should have them and Steve .Simonson said he would check
into it.
There was further discussion bringing up such matters as the zoning on Lower Seguin
Road,.concern for the nice properties on FM 1518 from Schaefer Road on and some type
of zoning to protect them, and the possibility of making the AICUZ pamphlet from
Randolph Air Force Base an attachment to the .Zoning Ordinance.
Ken Greenwald joined the meeting at 7:57 P.M. at the conclusion of the City Council
meeting.
Donald Wilson felt we needed to make some kind of specific statement of recommenda-
tion~and Merwin Willman said we need to work up a package and take a look at it
first before making definite recommendati-ons.
Steve Simonson asked what about saying something like immediately following annexa-
tion, the Planning and Zoning Commission will automatically begin procedures to
consider the appropriate zoning and setback for IH l0 and other areas of the annexa-
tion and begin adoption of an overlay for the AICUZ. Those present agreed to this.
#4 GENERAL DISCUSSION
Steve Simonson informed the Commission they would not believe the new map.
Chairman Yarling asked if it would be available to look at by next week and Steve
~~imonson replied, unless there's some major flaw, yes it would be ready.

Steve Simonson also informed the Commission that a plat .for Woodland Oaks, Unit III
should be comong in before too.'long.
Donald Wilson asked Steve Simonson if he had checked on the restriping of Jack Nays
Boulevard and Mr. Simonson said he had but there was none scheduled.
There was a brief discussion about the traffic hazards along FM 3009.
Donald Wilson also asked Steve Simonson if he had mentioned anything. to the Police
Department about using better markers in an accident situation and Mr. Simonson said
fie had.
- Merwin Willman suggested, that in the future, when we have a special meeting, we not
schedule it the same night as City Council meetings.
Merwin.Willman asked Steve Simonson if we can have an updated copy of the Zoning
Ordinance with all the proposed changes and Mr. Simonson :said it could be ready
for the next meeting.
Merwin Willman said he thought-the review of the Zoning Ordinance should be at a
special meeting.
After some discussion among those present on the best night for special meetings,
it was decided Monday was the best night far everyone.
Chairman Yarling reminded the Commission we need to review the Sign Ordinance and
the legal department's recommendations-for it. Mr. Yarling asked to have the Sign
Ordinance on the agenda for the June 24, 1986 meeting.
James Harden commented to Steve Simonson that his charts, with the lots in Schertz
all color coded as to size, looked good.
Ken Greenwald informed the Commission that the annexation of the Schermerville area
. would-become official as of July 1, 1986.
Ken Greenwald said he, the City Manager and 'the Mayor had attended a meeting with
Northcliffe on the 12th-of~June: Mr. Greenwald said some of the citizens want to
be annexed and others: want to start their `own City. Mr: Greenwald also said nothing
could really be decided until the facts and figures on their debt service are re-
viewed. Mr. Greenwald mentioned that among some of the citizen's concerns are police
service/protection and inspection.
Ken Greenwald informed the Commission that at the Council meeting the variance for
Pecan Grove Mobile Home Park had been denied per the Commission's recommendation and
the rezoning of Northwood, as per the Commission's recommendation, had been approved.
David Allen, referring to the letter from Ed Melton about fenced front yards posing
danger to families in Schertz as well as to the Fire. Department, Police Department
• and EMS, asked how serious the problem is or does this constitute another infringe-
- ment on the rights of the property owners.
. There.was.a brief discussion on this and .David Allen asked~Steve Simonson to check
. and see if the probl.em~•is more deeply rooted, i.e. lots of uncontrolled children
. ~or lots of animals running loose,.and if so, i'f this problem should be addressed by
Council.. Mr. Allen said he hated to see another restriction.

Chairman Yarling said it might be •a good idea. to check and see what other cities
are doing in regard to front fences.
The next regularly scheduled meeting is June 24, 1986.
