The Planning and Zoning Commission reconvened in a special session, after the
Joint Public Hearing, in the Municipal Complex Conference Room.
#5 CALL TO ORDER
Vice-Chairman Andrews balled the meeting to order at 7:18 P.M.
#6 CITIZENS' INPUT OTHER THAN PUBLIC HEARING ITEMS ON AGENDA
There was none.
#7 CONSIDER AND MAKE RECOMMENDATION: Zoning Change #78
Mr. and Mrs. Saunderson were present and the Commission members asked them
some questions before making a recommendation.
Vice-Chairman Andrews asked how close to the property line it was anticipated
the building would be. Mrs. Saunderson replied it depended on how the engineer
sets up the building.
James Harden asked what the difference between a liquor license for their pro-
posed restaurant and one for the ice house was. Mr. Saunderson replied that
the one for the proposed restaurant states that liquor must be consumed on the
premises whereas one for the ice house does not permit consumption on the premises.
Mrs. Saunderson stated it is her understanding that the State Liquor Board will
enforce whatever it is the City wants them to enforce.
James Harden asked if all three acres were going to be used for the restaurant.
Mrs. Saunderson replied that one acre was for the restaurant and the other two
acres for landscaping, a garden and eventually a nursery.
David Allen asked about the drainage channel and Mrs. Saunderson replied the
engineer foresees no problems.
Vice-Chairman Andrews asked if they were aware of how many parking spaces were
needed for the 250 people they plan to accommodate and informed them it was 83.3
parking spaces.
Mr. Saunderson asked if there were any objections to a gravel parking lot and
Vice-Chairman Andrews replied they would need to take that up with the City
Inspector and the City Manager.
Vice-Chairman Andrews remarked that one of his concerns was that three plus acres
covers a lot of ground and he is trying to think what would happen on down the
road if the Saundersons should decide to sell off part of the acreage.
There was further discussion about the floodway with Steve Simonson pointing out
that one building will not effect the floodway.
Vice-Chairman Andrews commented that the drawing of the proposed building looks
like a two-story and asked if it is. Mr. Saunderson replied no, it just has high
ceilings and is very open.
Donald Wilson made a motion that we favorably recommend to City Council that the
request by Robert C. Saunderson and Felix Leon of 3.56 acres from Single Family
Dwelling District to Neighborhood Services be approved. Merwin Willman seconded
the motion and the vote was unanimous in favor.
Merwin Willman said he also wanted to add that we recommend City Council establish
a policy for the sale of liquor near churches, schools and hospitals.
Mr. Saunderson asked if they need to wait now for Council's decision anal Steve
Simonson replied yes and that the next regularly scheduled City Council meeting is
April 1, 1986.
#8 GENERAL DISCUSSION
There was a lengthy discussion on drainage from Dietz Creek, Greenfield Village
and other subdivisions along FM 3009.
David Allen commented that developers need to consider what their developments
will do to others as far as drainage.
James Harden remarked that when a developer hires an engineer, that engineer looks
only at the developer's piece of property, not at anyone else's.
Vice-Chairman Andrews said the City has needed a study on drainage for years but
cannot afford one.
Merwin Willman said the only control we have on drainage is to say there cannot
be more water after the buildout than there was before.
Steve Simonson reported that he and John Bierschwale had talked to Don McCrary
of Bain Engineers on what it would take to solve the Dietz Creek problem. Mr.
McCrary said basically the problem is not the width of the channels but the depth.
Mr. Simonson said the City has been told they will need to correct the drainage
on Elbel Road at some time in the future.
Vice-Chairman Andrews asked if this has been looked into as far as the Army Corp
of Engineers during summer camp.
Steve Simonson commented that maybe one of our options would be as IH 35 expands,
they will need lots of dirt and perhaps we could strike up a deal to give them
some.
.Vice-Chairman Andrews remarked that you would think some of the top soil companies
would be interested, but James Harden said the freight charge is expensive.
Donald Wilson gave a brief report on the Schertz Parkway meeting saying he felt it
had been productive. Mr. Wilson commented that City Council is as adamant about
saving trees as we are.
Merwin Willman brought up the fact that Schertz Parkway would have eight miles of
General Business Zoning and that some other cities are allowing multiple type
dwellings such as apartment complexes to be put in business areas.
There was a brief discussion on the possibilities and benefits of this and the
fact that the Commission feels we already have too much property zoned commercial.
In regard to the Schertz Parkway meeting, Steve Simonson said he felt that the
City and the developers are not that far apart.
Ken Greenwald commented that they want an overlay but not as•strict as FM 3009's.
Steve Simonson reminded the Commission they need to look into the type of zoning
they want for the area being annexed south of Randolph Air Force Base.
Voce-Chairman Andrews suggested it would be a good item to-put on the agenda for
the next regularly scheduled meeting.
Donald Wilson said he thought it would be a good idea to have a mobile meeting
together with City Council (maybe take a bus) and look over the land being
annexed.
Steve Simonson said he thought it was a good idea and would get together with
Mr. Gilmore about it.
Vice-Chairman Andrews jokingly asked about a new stoplight at Live Oak Road and
. Elbel saying there was an extreme amount of traffic there when he came to the
meeting.
Vice-Chairman Andrews said he would like to express his appreciation to the
Police Department. On a particular day some people had been hanging around his
place of business and the dispatcher called him at 1:15 A.M. to say the side door
of his van was open. Mr. Andrews said he told her that-was no big concern unless
it started raining and he said at 2:20 A.M. she called back to say it was raining.
Vice-Chairman Andrews said he felt that was very courteous thing for her to do.
James Harden reported also that some time ago when he and his wife were out of
town, his home had been b~okerr into and the police met his wife at their home
when she returned from the trip and went all through the house with her to make
sure everything was all right.
Mr. Harden commented no one ever tells the police when they do a good thing.
The next regularly scheduled meeting is March 25, 1986.
