05-10-1988 PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a regular
session on Tuesday, May 10, -1988 at 7:00 P.M. in the Municipal
Ccmplex Conference Room, .1400 Schertz Parkway: Those present
were as follows:

#1 CALL TO ORDER
Chairman Andrews called the meeting to order at 7:00 P.M.
#2 APPROVAL OF MINUTES: Regular Session April 2G, 1988
George Vick made a motion to approve the minutes for the regular
session April 26, 1988. Mary Marsh seconded the motion and the
vote was as follows:
Ayes: B. Andrews, M. Willman, M. Marsh, G. Vick
Nays: None
Abstentions: T. Brisgill, K. Van Dine
Motion carried.
#3 CITIZENS' INPOT OTHER THAN AGENDA ITEMS
There was none.
#4 CONSIDER AND MAKE RECOMMENDATION: Proposed Island Cut
Allowing Post Office Patrons to Return North
on Lindbergh
The Commission did not consider an island cut to be a good idea,
but Chairman Andrews and George Vick both had suggestions, which
the Commission found favorable, as to where the mail drop boxes
at the Schertz Post Office could be relocated in order to allow
patrons to return north on Lindbergh. (An illustration of each
proposed suggestion is attached.)
Chairman Andrews questioned if the Post Office would be agreeable
to either of these suggestions. Steve Simonson replied the best

thing to do would be make a recommendation to City Council and
then go from there with regard to the Post Office.
Mary Marsh made a motion to recommend to City Council, for their
review, the suggestions submitted by both Chairman Andrews and
George Vick for relocating the mail drop boxes at the Schertz
Pcst Office which would allow patrons to return north on
Lindbergh. Merwin Willman seconded the motion and the vote was
unanimous in favor. Motion carried.
CONSIDER ANfD MAKE RECOMMENDATION: Discussion on Possibility
of Public Hearing for Input on Locating a
Facility of the Texas Department of Corrections
in the Schertz Area
Keith Van Dine informed the Commission he had not been able to
talk with the person he wanted to from TDC, but he thinks it
might be wcrthwhile to get some public feedback en how people
feel about locating a TDC facility in the Schertz area.
Merwin Willman asked Keith Van Dine where the facility would be
located and Mr. Van Dine replied the cnly open space, as he sees
it, is in the Schirmerville area toward I-1Q.
Chairman Andrews commented a definite location would need to be
known if a public hearing is held.
Mary Marsh questioned who would conduct the meeting from TDC and
Keith Van Dine replied he needs to check into that further.

Chairman Andrews suggested getting someone form TDC to come and
speak tc Planning and Zoning before it is decided whether or not
to go ahead and recommend a public hearing.
The Commission thought this was a good idea, so Chairman Andrews
asked that this item be tabled until someone from TDC is able to
come and speak to the Planning and Zoning Commission on the -
subject of a facility in the Schertz area.
#6 CONSIDER AND TAKE APPROPRIATE ACTION: Discussion on
Updating the City Plan
The Commission reviewed pages 52 through 96 and made their
comments and suggestions. Reviewed specifically was the updated
material on the Police Department, the Fire Department and SAFES.
Mary Marsh suggested that the next time page 97 only, "Goals and
. Objectives for Schertz", be discussed. Mrs. Marsh said.she feels
that in the goals and objectives section, the Commission should
review one thing at a time. Mrs. Marsh also asked that everyone
have their own thoughts written down on paper for the next
meeting.

#7 GENERAL DISCOSSION
Ty Brisgill said he will not be able to attend the meetings of
May 24th or .Tune 28th.
Ken Greenwald noted, that for those who were unable to attend,
the dedication of the Schertz Parkway was excellent and he hopes
it encourages people to take a look at Schertz.
Merwin Willman remarked that the Commission had worked hard to
write a Sign Ordinance and it seems as if it is not being
enforced. Mr. Willman pointed out that Planning and Zoning
hasn`t had a meeting in the last year that something with signs
hasn`.t come up.
Mary Marsh asked if it would be appropriate to ask Steve Simonson
tc report on the enforcement of the Sign Ordinance.
Chairman Andrews recommended that there. be a discussian with
Steve Simonson on the enforcement of the Sign Ordinance and asked
that such discussion be on the agenda of the next meeting.
Ty Brisgill observed that it seems like Planning and Zoning
members are always bringing signs, not in compliance, to the
attention of the City.
Alcng with the discussion on signs, there had been some
discussion on being aware of all new businesses and Richard
Little, a citizen attending the meeting, said in San Antonio
before they reissue an occupancy permit, the new occupant is
required to have all the various inspections again.
Chairman Andrews commented that in Schertz an occupancy permit is
renewed annually and if you're not in compliance, it can be
denied.
George Vick brought up the following:
(a) Why is the speed limit on the Schertz Parkway (going from
City Hall toward IH-35) 30 mph all the way past Maske Road? (Ken
Greenwald said because that's what the City had decided upon.)
(b) Are we going to put up warning signs on the Schertz Parkway
indicating that you are approaching an intersection? (Ken
Greenwald said he will bring it up to Council.)
(c) Going up Schertz Parkway from City Hall, on the left past
Maske Road, there is what looks like a breeding ground for trash..
Mr. Vick wondered if the property owner could be asked to clean
it up before everyone else starts dumping there. (Ken Greenwald '
said he would check into it.)
(d) Asked who`s putting up the fence on the Schertz Parkway and
was informed by Ken Greenwald it is the bank.

{ e ) Said he was asked by a resident of Schertz why the City has
no lighted tennis courts.
(f) Asked if there is any way of getting the populatien on the ;
City of Schertz sign cn IH-35;changed, and was informed probably
not until after the new census is taken.
Keith Van Dine commented the road in front of his house is
falling apart.
Keith Van Dine. also mentioned that across the field from his
house a double wide mobile home is going up, and he wondered if
they had gotten their permits.
Mary Marsh commented there is a new home going up in the Oak
Forest area which an individual is building on his own, and so
the Inspection Department reeds to keep a close eye on it.
Mary Marsh also asked when they are going to take the bus ride
around the City. (Ken Greenwald said Hal Baldwin is checking
with Dr. Steele about a possible date.)
Chairman Andrews said Steve Simonson had asked him to bring up
the fact that the builders in Greenshire Oaks want to be allowed
to put in circular driveways. Mr. Andrews said tc think about
whether the Commission wants to take this on a case by case basis
or leave it up to the discrepancy of the Inspection Department.
Merwin Willman pointed out that the ordinance says no circular
driveways, so they would need a variance.
Chairman Andrews asked that discussion of this be put on the
agenda of the next meeting.
Chairman Andrews reminded the Commission they had received copies
of applications from those wishing to fill the vacancy on the
Commission. Mr. Andrews asked if they want to schedule ,
interviewing applicants at the next meeting.
Mary Marsh recommended they interview applicants at the next
meeting and asked everyone to have their questions with .them at
that time.' -
Chairman Andrews asked that .this item be placed last on the
agenda of the next meeting.

Chairman Andrews adjourned the meeting at 8:26 P.M.
The next regularly scheduled meeting is May 24, 1988.
