PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a regular
session on Tuesday, June 28, 1988 at 7:00 P.M. in the Municipal
Complex Conference Room, 1400 Schertz Parkway. Those present
were as follows:

#1 CALL TO ORDER
Chairman Andrews called the meeting to order at 7:00 P.M.
#2 APPROVAL OF MINUTES; Regular Session June 14, 1988
Keith Van Dine made a motion to approve the minutes for the
regular session June 14, 198°. Mary Marsh seconded the moticn
and the vote was as follows:

NAYS: None
ABSTENTIONS: M. Willman
Motion carried.
#3 CITIZENS' INPUT OTHER THAN AGENDA ITEMS
There was none.
#4 CONSIDER AND TARE APPROPRIATE ACTION: Preliminary Plat
Apprcval - Stone Creek RV Park (PC 13F-877
James Byrn, Floyd McKee and Doug McKee were at the meeting to
represent this request.
Chairman Andrews asked for Staff input. Steve Simonson informed
the Commission that Ford Engineering indicated everything on the
plat is in conformance and recommends it '.s acceptance.
Merwin'. Willman commented that everything required to be on a
preliminary plat, according to the Subdivision Ordinance, is not
on this plat.
Chairman Andrews asked if he meant preliminary or final plat and
Merwin Willman replied the preliminary. Mr. Willman referred to
the Subdivision. Ordinance, Pages 9, 10, and 11, Section 15.5,
Specifications, items a. through q., pointing out that this
section lists everything that is to be included on a preliminary
plat.
Chairman Andrews noted that those requirements are for the
preliminary plat of a subdivision and this plat is for an RV
park - is it a subdivision? Merwin Willman referred him to
Section V, Item D. of the Mobile Home Ordinance.
Chairman Andrews also remarked that no reference was made to the
road layout and Merwin Willman said he thought Appendix A of the
Subdivision Ordinance pretty well laid out what is expected as
far as the road layout is concerned.
Steve Simonson reminded the Commission this RV Park gets no City
services, it is in our ETJ.
Mary Marsh commented that electric line easements and water line
easements are indicated on the plat even though the City is not
responsible for those utilities.
Steve Simonson remarked they are not showing the interior lanes
of the RV Park on the plat and went on to say that this is an all
private enterprise.
Next followed a discussion on the safety lanes and whether or not _
they are wide enough. Mary Marsh said she presumed they had
checked on all the requirements. James Byrn responded by saying
he had with checked with Ford Engineering on the 24' safety lane
and referred the Commission to Page 22, Section 18.18 of the
Subdivision Ordinance regarding safety lane requirements.
Chairman Andrews observed that the only things missing from the
plat are the Lot and Block number and the interior lanes.
A separate sheet showing the interior lanes had been submitted
with the plat, but is not part of the plat. Merwin Willman said,
in his opinion, this separate page should be included on the
plat.
Chairman Andrews asked what the idea is behind alternating 22`
and 24' lanes. James Byrn replied that according to the
Subdivision Ordinance each lot should have access to a 24` safety
-Z-
lane and this alternating of 22' and 24' lanes enables the
developer to save money and also makes it possible for each lot
to have access to a 24' safety lane.
Chairman Andrews asked if 24' is wide enough when the RV's. are
pulling out. James Byrn assured him it is wide enough and
further stated it is his understanding the safety lanes are for
emergency vehicles not for general traffic.
Mary ,Marsh asked James Byrn if he had discussed the alternating.
22' and 24' safety lanes with Ford Engineering and was informed
by Mr. Byrn that he had discussed it with Ford Engineering and
they saw no problem with it.
James. Byrn told the Commission it was his understanding and/or
interpretation of the Subdivision Ordinance that it is required
they show public utilities on the plat, but it is not required
they show private ones. Mr. Byrn indicated, however, they would
show the private ones if it is required.
Mary Marsh asked Merwin Willman what is required and Mr. Willman
once again referred to Section 15.15 of the Subdivision
Ordinance.
Mary Marsh made a motion to approve the preliminary plat for
Stone Creek RV Park tPC 135-87) subject to the prevision that all
items listed in the Subdivision Ordinance, in Section 15.5 for a
preliminary plat and in Section 16 for a final plat, be included
cn the final plat when it is submitted. Joe Potempa seconded the
motion and the vcte was unanimous in favor. Motion carried.
Chairman Andrews informed Floyd McKee that a variance will be
required for the outer perimeter pads. Mr. Andrews pointed out
that according to the Mobile Home Ordinance, Page 31, Section XV,
E., RV Parks will be constructed to preclude the necessity of
backing the vehicle.
Floyd McKee and James Byrn thanked the Commission for their
consideration and after they left, Mary Marsh said people
submitting plats need to be appropriately informed up front what
is required so they are not wasting their time and energy. There
was a brief discussion on how the City Engineer could have
recommended approval of this plat when it was not complete.
#5 CONSIDER AND TAKE APPROPRIATE ACTION: Final Plat Approval -
Good Knight Subdivision (PC 140-88)
Mike Riley, Mark Lacombe, Patrick Lacombe and Edward Mery were at
the meeting tc represent this request.
Chairman Andrews asked if there ,was any Staff input and Steve
Simonson said the flocdplain statement needs to be on the plat.

Merwin Willman mentioned that the adjacent property owners' names
also need to be on the plat.
Chairman Andrews brought-up the matter of the 1' non-access
easement on the north and ~ south sides of the property saying he
doesn't think it should be allowed.
Mary Marsh pointed out that the ordinance doesn't say they can't
have a 1' non-access easement.
Chairman Andrews said he doesn't feel the City's ordinance should
be utilized in this way.just because the Knights of Columbus were
.unable to negotiate with the adjoining property owner.
Mark Lacombe responded to this by saying no one is being,
deprived, there are utilities:. available at both ends of the
property.
Chairman Andrews asked if the City is being put in jeopardy. The
consensus was no it is not because if an adjacent property owner
wants to do something there and have power, he would need to go
to the Knights and get permission and someone would have to have
the property replotted anyway, the City cannot give permission.
Mary Marsh made a motion to approve the final plat for the Good
Knight Subdivision (PC 140-88) contingent on two items being
included on the plat: tl) the floodplain statement and (2) the
listing of the adjacent property owners. Keith Van Dine seconded
the motion and the vote was as follows:
AYES: K. Van Dine, M. Willman, M. Marsh, G. Vick,+J. Potempa
NAYS: B. Andrews
ABSTENTIONS: None
Motion carried.
#6 GENERAL DISCDSSION
Mary Marsh commented that the joint City Council and Planning and
Zoning tour of the City was very worthwhile, and the boundaries
of the City are truly amazing. Mrs. Marsh also said that in the
next five or six months she wculd like to see an intercity trip ,
planned, mayt~e stopping to see various points of interest.
Mary Marsh asked Steve Simonson if City Council is going to
support the Citizens' Awareness Group's effort of sending letters
to the Highway Department, (expressing a desire for stoplights an
Jack Hays Boulevard) with a supporting letter of their own.
Steve Simonson said he would check into it and Mrs. Marsh said
she would lilse to have a copy of that letter for her files.
Keith Van Dine asked if anyone had checked on the people putting
up the double wide mobile home in his area and Steve Simonson
replied it had been checked into and they did obtain the proper
permits.

Keith Van Dine informed the Commission he will be receiving some
information fo.r them to look over from a Mr. Bill Berry,
Department of Operations, TDC. This is part of Mr. Van Dines
efforts to have someone from TDC come and speak to the Commission
about the possibility of locating a TDC facility in the area.
Joe Potempa commented that he was very impressed with the joint
tour.
Mr. Potempa also asked, since there is a Junkyard Ordinance, if
the inspector could check out the Salvage Enterprises Junkyard
off IH-35. Steve Simonson said he would have the inspector look
into it.
Mention was also made of the junkyard on FM 1518 -owned by Joseph
Marks and whether or not he had agreed to paint the metal fence.
The Commission discussed the fact that we're trying to "sell" the
City of Schertz to possible developers, and things such as the
metal fence, which needs to be painted, at the junkyard on FM
1518 do not help.
George Vick said speaking of "selling" the City, he had brought
in a brochure titled "Living" which he picked up at Albertson's.
It's one of those brochures that shows homes in the area for
sale, and as Mr. Vick pointed out, it lists cities such as Selma,
Gardenridge, Universal City, Converse, Live Oak, Windcrest and
even China Grove, but .not once does it mention Schertz. Mr. Vick
felt it might be beneficial for the City to check into how it can
go about getting Schertz listed in these types of brochures.
Mary Marsh asked how the brochure is coming that City Council has
been working on. Ken Gz°eenwald replied that even though Chuck
Sharpe is no longer a Councilman, he is still working on the
brochure.
Merwin Willman commented that since it is approaching .budget
time, he thinks the Commission should send a letter to the City
Manager asking for Planning and Zoning money for .conferences and
publications, etc. Everyone agreed that was a good idea and Mr.
Willman was asked to write up the letter.
Merwin Willman emphasized the need for Borne kind of procedure to
get books and material returned from departing Planning and
Zoning members.
Mr. Willman also said he too thought the tour was very
enlightening and told the Commissioners if any one of them wants
to see a specific area, just call him and he will be glad-to show
them around.
Chairman Andrews apologized for-not being able to make the tour.
Mr'. Andrews also mentioned page 25 of the Mobile Home Ordinance,
Item P.f. where it says the licensee or agent of the Mobile Home.

Park shall furnish the Tax .Assessor/Collector, within ten days
after the first day of January each year, with a list of all
mobile home residents in the park on the first day of January.
Chairman Andrews questioned if it ever happens, if the list is
ever furnished. Steve Simonson replied it has been furnished in j
the past.

Ken Greenwald also apologized for not being able to make the
tour. Mr. Greenwald said they will try to draft up an intercity
tour in about six months, and asked the Commission to give him
any ideas they may have. Mr. Greenwald thought perhaps a tour of
some of the older sections of the City would be nice and maybe a
stopover at the park so the Commissioners can see what facilities
are available at the park.
Steve Simonson brought up the following:
(1) Remarked that it appears that the Parker case may finally be
over.
(2) Asked what the Commission. wants him to do about Trammell
Crow - they have sent a letter requesting an extension on the
Thistle Creek Sign. Chairman Andrews asked that this item be on
the agenda of the next regular meeting and that we request a
representative of Trammel Crow attend for the purpose of
answering questions and providing sufficient information.
(3) Asked if the Commission had noticed the Garage Sale signs
are being picked up. Mr. Simonson said there is a form the
people have to sign when they get their permits for a Garage Sale
Sign and it tells them they are responsible for picking up their
signs. Mr. Simonson said something is being worked cn as a way
of letting them know they signed the form and they need to pick
up their signs.
(4) Informed the Commission Kim Potempa is doing an excellent job
on the City Plan - right now she is working on updating the list
and the map of the different types of soils in the City.
George Vick asked the status of the fence pest in the middle of
Maske Road and Steve Simonson advised him to attend the Council
meetin and find cut what happens.
