" Vir_e-Chairman Shriver explained the rules of procedure that would be used for the public hearing. Mr. Shriver then asked Steve Simonson if there was any _.further input on this rezoning request. Mr. Simonson replied there'is- no; further input, but emphasized that the Staff finds nothing detrimental or hazardous about this rezoning.. At this time Dr. .Byron Steele, Superintendent ,of Schools, made a presentation. Dr. Steele stressed that the need far the school district to purchase more land is the result of growth. Eight years ago the enrollment in the school district was slightly under 3,.000 students and today it is 4,300 students. Dr. Steele went on to say the parking area for the district bus fleet is at absolute maximum capacity. The addition of'new. buses makes parking space critical. ~dditionalparking at the "'Central` Office is also needed to accommodate emplcyeea and visitors. Dr. Steele also noted that expanded facilities:are-needed in `the' warehouse for storage and also in the maintenance shop. Dr. Steele noted that the school. district-iS not eager to relocate transportation because some expensive equipment is .already in 'place. Gllie Burkett .then mentioned the:.driveway entrance/exit to the bus ..facility saying it is very hazardous and that an.,additional era rancz or exit would reduce the danger to vehicular traffic on Elbel`.Road. George Vick .asked how close to the. S.ycamore:Creek Apartment Complex< they plan to build and Dr. Steele r~pliedwithin .395' at the' present time. George Vick then questioned the~pos~sibility of Beveloping.somethng in the future that may be detrimental, t.o the apartments - something. like an auto shop. George Barnard of GVE:C commented that this rezoning is not detrimental to them - i.t adjoins GVEC's property and they like to . assist thE. school system and the community in their needs. T. #7 CONSIDER AND MAKE RECOMMENDATIOi~T: ZC #104 Keith Van Dine made a motion to recommend`approwal to City Council of the request by the Schertz-Cibolo-Universal City Independent School District Board .for .the rezoning of an 11.281 acre".tract `bf land out of G. Malpaz Survey No. bZ, Abst~'act 221. of 'Guadalupe County from Neighborhood Services.:to-'Public :;;Use...<Distric~.= This property is located on Elbel Road>between the:Ma,l.ish.Administraton < building and .the Sycamore Creek Apartments. Bobbie Vonada seconded the motion and he vote was unanimous in favor. Motion carried. #8 CONSIDER AND MAKE RECOMMENDATION.: Victoria Ellis - 'Presentation of Demographic Data -(Due to the fact that City Council needed the conference'room'for~an< executive .session,. this item.was~ tabled until the.:January"14, '.1992 - " #9' ~ CONSIDER` AND' MAKE. RECOMMEMDATION: Discussion of the . Recommendation from~Planning and Zoning to City Council Concerning Schertz Modular Home Park (PF~c~an. Grove) .and Odo Riedel ` s Desire. to Open Up Part of it as an RV Park ,T_r:r~Shr-~,~~~-.asi<ea iL there. i.s any further input. 3' - Steve Simonson reported that, as was discussed at the December 10th meeting, a letter was 'written up with ',all the.. :Commission's recommendations on this item and a copy was mailed to each' Commissioner. Mr. Simonson then pointed out that Vice-Chairman Shriver has made some changes to the original letter acid :has distributed it to~~them this evening for review. George Vick commented that as Long as all the requirements and recommendations are met -and completed by Mr. Riedel, he sees nothing wrong with utilizing the area as an RV Park. Merwin Willman, referring.:.. to -.paragraph 5 of the letter, vacate and replat the existing RV Park, ;remarked there is no specific area on the plat for an RV Park so we need either a description of the area in the letter or a copy of'the plat attached'to it.' Chairman Shr~.ver said he understands there are three or four pages" tc that plat and Steve..Simonson admitted they could take a :.picture of that existing area 'and attach it without any problem. There's only one area we`re talking about and 'it-refers right back to the resolution. Merwin Willman felt the new read built along :the `creek-should be a separate;.,paragr;aph in..the;_,letter, to highlight the.,.fact there are . .two problem areas. Mr. Willman said, .therefore, the litter shci~ld have 8 items instead of 7~. After talking it o~Ter, "tne Commissio,~ disagreed. ~ Bobbie Vonada wondered if the road that: exits that's :not in he flood zone is going to be open. Steve Simonson replied; that Odo Riedel has all the original paperwork which .Leon. Parker 'used to'buy right-of-way on that road. Mr. Simonson further :stated that he understood Odo Riedel to say he had been calking with the people involved and the road will be open when necessary. Merwin Willman reminded the Commissioners there :are copies in-their packages of minutes of. the. past few years pertaining- to Schertz Modular Home Park. This is to give them some-kind of idea of alI the problems the City has encountered with this particular area. Keith Van Dine seconded the motion and the vote t-~<as unani.mous i.n favor. Motion Carr. i_ed. -4- The letter sent forward reads as follows: "At our December 10, 1991 Planning and Zoning Commission meeting, we reviewed and discussed the area of the Schertz Modular Home Park (Pecan Grcve Mobile Home Park) which Mr. Riedel desires to open up as an R.V. Park. Mr.~ Riedel was present at this meeting. On December 2, 1986, City Council passed Resolution Number 86-R-1=~ regarding noncompliance of Schertz Modular Park, Unit, -l. This resolution listed specific areas of noncompliance of the;, park as built. (copy was attached? Specific corrections which need to be completed by Mr. Riedel o bring the proposed R.V. park into compliance with the city ordinance are as follows: 1. The R.V. park sewer pL??np station electrical controls need to be elevated above the flood plain. 2. An emergency flood control warning system must be established. This can be accompanied with an -emergency- evacuation plan, evacuation route signs, and coordination with the Schertz Fire Chief in his capacity as Emergency Management`Supervisor:far~.ahA-;..City: 3. The install.atioi: of emergency warning signs placed. - strategir.ally to warn people that they are entering an area designated within the 100 year flood zone. 4. The sealing of all manhole covers in the flood :area of the R.V. park.. - 5. Vacate and replat -the existing R.V. area, as referred to in the resolution, to show what was approved 'and :,,what is . actually built, including the new road built along the creek. The Commission recommends that once the replat.;> is accomplished, the existing roads be accepted as a variance ta- . the Mobile Home Ordinance. It is recognized that due to the current configuration of~.the R.V. Council has the .final say on these recommendations. #10 GENERAL.DISCIISSION George Vick• (a) Observed the City is looking goodwith all the Christmas decorations. - Merwin Willman: (a) Referred to the many times the Commission nas discussed new- business coming into the City and how it always comes down`to 'the need for a motel.
