10-08-1991PLANNING AND ZONING MINUTES i i #6 CITIZENS' INPUT OTHER THAN AGENDA ITEMS There was none. #7 CONSIDER AND MAKE RECOMMENDATION: Zoning Change #102 Bobbie Vonada mentioned there are several places in the Zoning Ordinance`'` where the words Mobile Home need to be changed to Manufactured Home. After further debate on common property lines, easements, alleys and fences, Gary Bricken said he thinks the word fence is getting in the way, people are reading that word into it and it's not there. Mr. B.ricken suggested simplifying the ordinance to say "Access buildings shall not be placed in an easement or within 3' of the common property line." Other areas of discussion were two sections of land on E. Live Oak Road - one zoned Neighborhood Services and the other zoned Public Use. different regulations from other businesses. Gary Bricken asked if community service signs fall under a different category than business signs. -4- ' Merwin Willman read the definition of community service signs as given in Article III, Paragraph 5g: "Any sign which solicits support for or advertises a non- profit community use, public use or social institution. Such'signs may include, but shall not be limited to, seasonal holidays such as Christmas or Easter, school activities, charitable programs or religious activities." Chairman Andrews regulations apply the two prevails. reminded the Commission that when two or more to a particular type of sign, the stricter of -5 Gary Bricken reiterated his original suggestion of a limit of two signs for all groups. Steve Simonson. asked the Commission if they are telling him to follow the ordinance. Mr. Simonson 'told the Commission there are signs in residential districts already. Are they illegal? Merwin Willman acknowledged they have no criteria established on community services signs. Along the interstate, there are state laws to consider. Do community services signs have to comply with:the distance requirements? The Commission agreed they do. #12 CONSIDER AND TAKE APPROPRIATE ACTION: Discussion of Annual Report to City Council There had been discussion at previous meetings about discontinuing the annual report and Bobbie Vonada suggested unless City Council specifically asks that it be prepared on a yearly basis, it should be discontinued. The Council does receive copies of all the minutes throughout the year. The Commission made a correction, a change and an addition to the annual report prepared by Merwin Willman. (1) Paragraph 9 states 3% of the surveys distributed were returned.:and:Jim Shriver noted it should be 6 %. (2) Merwin Willman recommended Item g under Paragraph 10 be used zr as .a letter of, transmittal to City Council instead of being F t.,Yinc: Bobbie Vonada• (a) Commented she won't be in town for the October 22nd meeting.
