PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a regular
session on Tuesday, June 9, 1992 at 7:00 P.M. in the Municipal
Complex Conference Room, 1400 Schertz Parkway. Those present
were as follows:

#1 CALL TO ORDER
Chairman Andrews called the meeting to order at 7:00 P.M.
#2 APPROVAL OF MINUTES: Public Hearing and Regular Session May
26, 1992
Merwin Willman made a motion to approve the minutes-for the
Public Hearing and Regular Session May 26, 1992. Leonard Zych
seconded the motion and the vote was unanimous in favor. Motion
carried.
#3 CITIZENS` INPUT OTHER THAN AGENDA ITEMS
There was none.
#4 CONSIDER AND MAKE RECOMMENDATION: Request from C.E. Stone
of 3521 Jack Hays Blvd. (FM 3009) for a Zoning
Change from Neighborhood Services (NS) to R-1
Single Family Dwelling District
C.E. Stone was at the meeting to represent this request.
Chairman Andrews reminded the Commission they have copies, in
their packages, of Mr. Stone's request and a copy of his check
in payment of the required $50.00 fee. Land was purchased
adjacent to and directly behind Mr. Stone's present homestead for
the building of additional residence(s).
Chairman Andrews then asked for Staff input.

Steve Simonson explained the drawing shows three parcels of land:
(a) 1.0698 acres where C.E. Stone currently resides, (b) Lot 1
consisting of .1.00 acres and (c) Lot 2, Block 1 consisting of
3.4436 acres.
Parcels (b) and (c) are flag lots which will be platted. Both
will have individual entrances in the form of a 30' ingress/
egress easement.
Mr. Simonson went on to say C.B. Stone is aware of the drainage
in the -area. This requested zoning will conform to Savannah
~ Square Subdivision and to the home in .front. Savannah Square
butts up to one side of this property and the Tom Weaver property
~ adjacent to Autumn Winds is on the other side. The Staff finds
no problem with this request.
George Vick asked if C.E. Stone is currently living on the front
property and Steve Simonson said that's correct.
C.E. Stone spoke at this time saying what he intends to do is
reserve Lot 1 for his son in case he wishes to have a home there
and sell Lot 2 to Charlene Latz for the purpose of her building a
residence.
Chairman Andrews asked if the entrances will be gravel or
blacktop. C.E. Stone replied they will be of road base
material.
Merwin 6~lillman made a motion to recommend approval to City
Council of the request from C.E. Stone of 3521 Jack Hays. Blvd.
for a zoning change from Neighborhood Services (NS) to R-1 Single
Family Dwelling District. It was also recommended this request
be scheduled for a public hearing.
George Vick seconded the motion and the vote was unanimous in
favor. Motion carried.
#5 CONSIDER AND MAKE RECOMMENDATION: Updating of Comprehensive
Plan
Chairman Andrews mentioned that Steve Simonson had included some
comments in their packages along with a copy of a letter he had
originally given them in February of 1990 regarding the steps to
use in coming to planning conclusions and an extract from ICMA's
"The Practice of Local Government Planning."
Steve Simonson reported the .Commission's letter regarding the
Comprehensive Plan. went forward to the City Manager. The only
problem the City Manager foresees is the time frame because
Council will be working on the budget.
Mr. Simonson said he foresees a possible time problem in getting
input from the various Visions Committees.

Merwin Willman, in reference to the work done so far on the
Comprehensive Plan, commented he cannot understand the procedures
being used, can't see where they're going, and doesn't agree
with the way they're going about it. Mr. Willman continued on
saying some of the material already written up is fine, but he
sees no value in needing the history, the climate, the type of
city government or the natural resources in determining the
future growth of the City. Mr. Willman suggested maybe they
need to start over, basing more things on capital improvement.
Mr. Willman, once again, recommended calling in a professional.
George Vick agreed with Merwin Willman about not needing the
history, climate, type of city government and natural resources
and also about needing a professional. Mr. Vick did indicate,
however, that they already have some good information such as the
population study, but he feels one thing lacking is the specifics
on what the City feels should be located along Jack Hays Blvd.
Chairman Andrews pointed out that when the Commission gets the
input from the various Visions Committees and the input from the
various City departments as far a a five-year plan and ten and
twenty year projections, along with what was already done by
Victoria Ellis on the population, they will have the bulk of the
legwork done and at that time will need someone to compile all
the information.
Keith Van Dine still maintained there are goals and objectives in
the information already written for the plan, we just need to
build on it.
Merwin Willman asked who it is that's going to build on it.
Leonard Zych noted that Steve Simonson`s letter to them suggested
a draft of the plan be given to City Council before a consultant
is called in.
Steve Simonson remarked he will start reworking the material
already written for the plan, if that`s what the Commission
wants.
Leonard Zych added he would be glad to do homework on the plan
and spend some time with Steve Simonson, giving him input and
letting him chew it up.
Steve Simonson reminded_the Commission they are all aware the
time is coming when a city's comprehensive plan will take legal
precedent over the city's zoning and subdivision ordinances.
Merwin Willman stressed he doesn't want the Commission doing
extra work if they don't have to.

Leonard Zych made the following observations:
(a) we need the input from the Visions Committees;
(b) he reread the material already gathered on the plan and
agrees with Keith Van Dine, there are goals there, but he can't
find any objectives;
(c) some of the material was put together a while ago and needs
to have some adjustments made to it; and
td) the Mayor and City Council need to give us some idea of what
they envision.
Mr. Zych implied that after all those details are taken care of,
then maybe we call in a consultant.
"Merwin Willman asked if it's necessary for the various
departments to rewrite their individual plans and projections and
Steve Simonson replied yes it is because some of the information
was put together before the 1990 census.
There was a brief discussion on goals and objectives with Keith
Van Dine giving a couple of examples such as a community college
in the area and the widening of Jack Hays Blvd. Mr. Van Dine
said to him those two things are goals and the means of how you
get them accomplished are the objectives.
Steve Simonson invited everyone to stop in and see him and give
him their ideas.
#6 GENERAL DISCUSSION
Jim Shriver:
(a) Informed the Commission, that as they already know, Bobbie
Vonada hasn't been here for about a month due to a serious
illness in her family. Mr. Schriver said she had contacted him
and told him she will be back after the 1st of July.
(b) Inquired if the residents at Brooks Street and Lindbergh have
a building permit for the work being done. Steve Simonson
replied yes they do.
Merwin Willman:
ta) Asked the status on the Tax Increment Financing. Councilman
Ken Greenwald said Mark Marquez still has some things to do and
there will be a committee meeting set up. _
(b) Reported there is a new double-faced billboard up at
Northcliffe.
(c) Indicated that during the preparation of the Schertz Parkway
District he had a lot of mental pictures and had some visual aids
to help him with his proposed ideas, but Steve Simonson was kind
enough to have a professional diagram of these ideas drawn up by
Ford Engineering. Mr. Willman distributed this diagram to the

Commissioners..
Mr. Willman commented he used the parking regulations, the
Subdivision Ordinance, the site plan and everything the City has
when writing the Schertz Parkway District, and upon looking at
the diagram, his only question would be if a business comes in
first before residential, who builds the barrier - the first or
second person. Logically it seems it would be the second.
Keith Van Dine wondered if a developer comes in with plans for a
mini-mall, is there flexibility here to change the area from
residential to business to allow that. Merwin Willman replied
yes there is, this is just a concept.
Steve Simonson told the Commissioners to hold onto this diagram
and when someone comes in with a site plan or a plat for Schertz
Parkway, pull it out and look at it.
The Commissioners all agreed the diagram was a great concept.
Chairman Andrews stated the. diagram is exactly the kind of thing
a developer will have drawn up and use to sell his idea.
George Vick observed that residential and business interspersed
seems to be the trend.
Leonard Bch:
(a) Related he is back in school taking a computer course and one
of the nights is Tuesday from 6:30 P.M. to 9:30 P.M., but he
will come to the P&Z meetings first. At this time Mr. Zych left
the meeting to attend class.
Keith Van Dine:
(a) Noted the City did get out to the Schirmerville area and
repair a lot of the roads.
(b"s Commented he liked Merwin Willman's diagram and said
something similar could be useful in planning development for the
Schirinerville area.
(c) l~lentioned he was glad Leonard Zych reread the material
already gathered for the Comprehensive Plan. Mr. Van Dine said,
in his opinion, there are goals and objectives in there.
George Vick:
(a) Advised he will be absent for the next meeting due to
vacation.
(b) Asked why it is a developer does not have to put in a
sidewalk until 'the house is built. In a subdivision there can be
gaps between sections of sidewalks if the. houses are not built

all in a row at the same time. Maybe this is something the
Commission should look into.
Merwin Willman informed Mr. Vick that some years ago the
developers put the sidewalks in first, but then had to break them
up when they went in to build the houses and then had to install
them again. Maybe a suggestion needs to be made that the
developer put the sidewalks in after a certain percentage of the
subdivision is built.
!c) Stated the article in the Newsletter about prices for pool
reservations is confusing. (It was discovered there is an error
in the Newsletter - the spacing is wrong.)
Councilman Ken Greenwald:
(a) Reminded the Commission they have a copy of the new Garage
Sale Ordinance in their packages and informed them the Council is
in the process of reviewing a Contractors` Ordinance.
(b) Stated there is a going away party for retiring Fire Chief Ed
Melton on June 26th at 7:00 P.M. at the Community Center. This
information is not for public dissemination..
(c) Advised that City Council has asked the City Manager to get
together with the State Highway Department and request that signs
be posted at three locations (FM 78 and FM 3009, FM 3009 and
IH-35 at the exit, and FM 3009 and Jack-in-the-Box) informing
citizens when the FM 78 bridge is closed due to high water.
(d) Remarked that if anyone has a problem with animals, to call
the Animal Control Department. Mr. Greenwald said he had a
problem recently with a snake and even though it was after hours,
someone from Animal Control came to his house and removed the
snake.
Steve Simonson:
(a) In conjunction with the Comprehensive Plan, distributed a map
of the proposed highway/street plan for the City.
Speaking of roads, Merwin Willman commented he had meant to
check (in regard to the zoning request earlier this evening), on
stub-outs in Savannah Square and Steve Simonson indicated there
were none there.
George Vick had two more items to bring up:
(1) Wondered if there will be any road repairs soon on Marilyn
Drive and Steve Simonson replied not to his knowledge.

(2) Mentioned that his neighbors lost their electricity and
discovered it was due to kids flipping the switch off on their
electric unit at the back of the property. What can be done
about this?
The Commission informed Mr. Vick that G.V.E.C. has said it is
all right to put a lock on the unit.
Chairman Andrews:
fa? Related that the message board sign out front of City Hall is
up and had listed the P&Z meeting this evening. Mr. Andrews
said the P&Z letters were there when he first drove by, but when
he came back someone had removed them.
#7 ADJOURNMENT
Chairman Andrews adjourned the meeting at 8:00 P.M.
The next regularly scheduled meeting is June 23, 1992.
