Approval- Greenshire Estates Subd~.vision (PC #186-93) - Mark Vaughan was at the meeting to .represent.-this .request. .Chairman Andrews asked for Staff input. Steve Simonson informed the Commission the FEMA information and the width of the right-of-way are on-the plat. The only thing not on the plat is a statement saying specifically that the Homeowners',Association will. maintain the gate...,.-. - George Vick, referring. to the road, inquired if 22' is big- enough fora fire truck and was told by Steve Simonson it is. Chairman Andrews observed -that two cars can't pass. Mark Vaughan corrected Mr. Andrews saying two cars~can pass, but pointed out they have an island in the middle of the street. .•Y Merwin Willman reminded he Commission that a variance will be .needed for the private street. Mr. Willman then referred to the Subdivision Ordinance, Article III, Section 18, Para. 18.4 regarding private streets. and• to. Article ~.I, Section .2 regarding,.-' ,jurisdiction: ' ~ There was a discussion on the variance with the majority of the -Commission feeling that if they approve the final plat, they are. .automatically granting the variance for the private street because the plat states it's'a~private street. ~ ~ Chairman .Andrews suggested that Note 5 which reads: "A mandatory Homeowners Association will be responsible for maintenance of Estate Drive (.private drive and utility ' easement) also .include.."ani-i the. gate" after 'the words private . drive -..and utility: easement, .The Commission agreed to this . suggestion. ~ ~ . ~ M$rk Vaughan asked if that's assuming they .put a gate. up 'and . then. queried ~what~ happens . i.f. they :.take it down someday.- ~ How ~ ~ • . ~ explicit do they have to ~be oni 'the, plat? Added to..the motion for. approval.,of -the. plat was the contingency of including "and the gate" to Note 5. George Vick seconded the motion and the vote was unanimous iri favor. Motion carried. #5 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary Plat Approval -PRO-TECH Subdivision (PC #189-93) Robert Leininger of Fisher Engineering and Clyde Culpepper, the property owner; were at the meeting to represent this request. 'Chairman Andrews •asked' for Staff .input.. ~ ~ ~ ~ Steve Simonson informed the Commission this business is a wood truss manufacturing business.. It will be a new facility and be located on Doerr Lane across from Monotech on the other: side of the MKT. As you can see from the Site Plan, it will have chain link fence all around. They will be utilizing, for the traffic -2- 4 in and~out, the improved Doerr Lane, Tri-County Parkway, etc. There will be very good roads once you cross the tracks. The . water line is on the opposite side of Doerr Lane from the business,. hawever,.Mr. Culpepper has.been in.discussion_.with. Johri Berschwale~ and. worked all these items out. George Vick questioned if there will be sewer and Steve Simonson replied no, it will be on a septic system. Steve Simonson told the Commission they have. the indicators. he made ozi ~'the~ location map, namely: requesting the-MKT ~be shown .and requesting'. they show the D.oerx' Lane/ Tri-County Parkway/ Associates Drive extension. The old Doerr Lane shown is an abandoned right-of-way now.. Mr. Simonson further stated as the slope on the property goes from the high.- down ~to the low, it will` ~ drain across the property... There will be some regrading of.the property, but basically it~wi~il drain from the .north~to the south down .to~the .MKT line area or~ into the .b.ig:: drainage ~di.tches there.. ~ Outside . . of the .slope,, .the. property is..pre~tt~~ f lat . . Mr Simonson . also mentioned. the corrections to ~ the Notes ~ on the. plat: (~1)~ ' the :water will be provided by the City of - S.chertz, not .Green Valley Water; ~ arid.; :.(:.2) electric is available from City Public Service not New'Braurifels Utilities. George Vick asked~if they're going to pave the area and. Clyde Culpepper : replied ...they will ultimately pave .the .entire ~ ..area,. ~ .but he,~ doesn~'`t' ~~know . fer lure howmuchwill be paved to start 'Merwin_Willman noted that the water line is on the west side..of. the_. .road. and . ~ there i~s :only 'one fire. hydrant for Doerr Lane . . ~ ~ Is. the Ci~ty.~ putting another ~~one .in? ~ ~ ~ ~ . ~ . ' ~ Steve Simonson replied no and Clyde Culpepper stated he had talked with the City and will~be negotiating on the price to put one in as part of the project.. George Vick then asked how~many employees there will be and Clyde Culpepper answered there will be twenty right now, it may double in the .future. Chairman Andrews asked if there is any talk of tying in sewer and Steve Simonson replied there has been some, but there is nothing in the works at this time. . Merwin Willman indicated he~is~curious about the size and location of the sign. Clyde Culpepper said it-will be a very modest announcement-type sign as they have very little drop-in or retail business. Steve Simonson asked if the sign will be on the building and Mr. Culpepper answered he hadn't really thought about it. -3- . George Vick, referring to the Site Plan, asked if. there will be any other landscaping. Clyde Culpepper commented there will be some in front of the office. GeorgeVick made a. motion • ~to approve .the preliminary plat for PRO-TECH. Subdivision contingent on the following changes: (1) correct the site location to show Doerr Lane, Associates Drive and Tri-County Parkway; (2) shgw the name Doerr Lane on right-of-way. platted: area; (3).corre.ct public water supply.. . ~ purveXor to City~of.Schertz; and,: (.4) correct electric~ut.ility • purveyor to ~ City :Public: Service: MerwiTl Willman seconded . the •motion and the. vote was unanimous in favor. Simonson told Robert Leininger he~w~il.l send him a letter tomorrow listing all the corrections needed .on the plat. #~6 REVIEW: Master Plan for Greenshire Steve Simonson showed the. Commission a copy of the official Master. •Plan for. Those lots along Greenshire Drive will. be turned inward, they will be larger lots and there will possibly be a brick ::.landscaped area for the purpose of buffering. The City doesn't intend to stifle growth, but they are concerned ..about - developing this area iri the proper manner. .David Richmond asked where Woodland Oaks. Drive goes. .when it~ ends and Steve Simonson replied that depends on Cibolo. There was some discussion on this subject. Mervin Willman suggested it might be wise to display the map of proposed streets and roads considering all the incoming developm±e.nt right .now... George Vick inquired about any new developments on the widening of FM 3009 and Steve Simonson said they=re hoping it goes to contract next month. Mr. Simonson related he does have some information though-on stoplights. The City had requested four stoplights along FM 3009 and it appears the Highway Department is considering only one, that being at Woodland Oaks Drive. - -4_ r ' David Richmond asked if Mischer does away with commercial,. will they leave the land as greenbelt and Steve Simonson replied no, they will. build .homes all the way out to FM 3009. Mr. Simonson told. David Richmond to remember they have a 50' building setback and a 20' greenbelt setback. Mertain Wi~llinan ~ explained that years ago; ~FM ~30~09 used~~~~to be the only way into Schertz from IH-35 and they thought there would be lots of business development along it, but with the building of all the .residential subdivisions along FM 3009 and now S.chert.z Parkway, their business development will most likely be along Schertz Farkway.~ David ~2ichmond commented he'd almost rather see Neighborhood Service type of development than General Business. #7 CONSIDER AND MAKE RECOMMENDATION:. Department ~shows~ `the property in the hands of Mr. Swinney from 1987 through1990 and so he won't be taking anything to the legal .Staff until Mr Greaves can substantiate that the property~in question never left his control.. • #9 GENERAL. DISCUSSION . Merwin Willman: (a) Asked the status of the Tax Increment Financing Plan for Schertz Parkway. Councilman. Ken Greenwald. advised "that he., .Mayor .Sawyer,. City Manager, Berry Sweatt,~and Mark Marquez had made a-~~presenaaton to the School Board.- Mr. Sweatt stopped by this. evening to inform him that the School Board passed it. The school is coming- around. They realize they can't build a tax base on single-family residential and that the TZF will bring in business: -5- d k Mr. Greenwald "further stated they will be making. a presentation .next Monday to the Guadalupe County Commissioners Court. Mr. Willman said he.has ordinances from about " six other cities and doesn't find a reference in any of them to a similar "zoning: classification. He~did,~,however, find a. (b) The City has accepted the bid from the Seguin Gazette as the official newspaper for legal notices. The .decision .was . based on cost. Also, all legal notices will now be in the Newsletter. Chairman '"Andrews inquired where you can buy a copy of the Seguin Gazette.- Mr. Greenwald, replied he knows for sure at Pic-N-Pac, probably at Wuest's, and you can always buy a subscription.. (c) The official opening of the new Animal Shelter will be sometime in April. It was held up a little due to getting a -6-~ $49,500 grant from the Margaret Doe Foundation which allowed them to do some extra things to the facility. Chairman"~ Andrews. inf~o:rmed her they' 11 be requesting: 'two more.. ~ ~ ~ .Chairman ~ Andrews referred to the :Corridor- 35 Business Park Master :Plan ~ and.. ~pointe~d out the space taken ~ up by ~ Diamond Shamrock and McDonald's as compared to the space that will be occupied by the HEB shopping center. ~Mr. Simonson submitted that, in reality, the two main business districts of Schertz~wii~l be 'IH-35.and~ FM 7$ interspersed with Schertz Parkway and FM 3(~09.~ In his opinion Schertz Parkway will .be more like FM 3009. Councilman Ken Greenwald added Schertz Parkway will be a good area for a hotel and/or motel. David Richmond asked how HEB is progressing and Mr. Simonson related they will probably be..on.the March~9th agenda.... He and - several other members of~City Staff had a long talk with them this afternoon and they are aware of all City policies.
