10-11-1994 PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in regular
session on Tuesday, October 11, 1994 at 7:00 p.m. in the
Municipal Complex conference room, 1400 Schertz Parkway,
Schertz, Texas. Those present were as follows:

#1 CALL TO ORDER
Chairman Andrews called the meeting to order at 7:00 p.m.
#2 APPROVAL OF MINUTES: A. Regular Session September 13, 1994

A. Regular Session September 13, 1994
David Richmond moved to approve the minutes for the Regular
Session September 13, 1994. Keith Van Dine seconded the motion
which carried with the following vote:
AYES: Commissioners Andrews, Van Dine, Richmond, and Moreno.
NAYS: None.
ABSTENTIONS: Commissioners Willman and Jarman.
B. Regular Session September 27, 1994
~Ierwin Willman referred to page 7, first paragraph, where it
says "Tony Moreno explained he was at the meeting to make a
presentation about Rayco..." and commented that to him that
makes it sound as :if Tony Moreno is a Rayco representative.
After some discussion with other Commission members, it was
requested that it be changed to read "Tony Moreno explained he
was as the meeting and gave an update about the development of
Ashley Place...".
Pia Jarman moved to approve the minutes, as amended, for the
_Regular Session September 27, 1994. Tony Moreno seconded the
- motion which carried with the following vote:
AYES: Commissioners Andrews, Van Dine, Richmond, Moreno and
Jarman.
NAYS: None.
ABSTENTIONS: Commissioner Willman.
#3 CITIZENS' INPUT OTHER THAN AGENDA ITEMS
There was none.
#4 CONSIDER AND MARE RECOMMENDATION: Reappointment for Two
Year Term of the Following Planning and
Zoning Commissioners:
A. Mervin Willman
B. Tony Moreno
C. Keith Van Dine
Chairman Andrews asked all those up for reappointment if they
are interested in continuing to serve on the Commission and
they all replied in the affirmative.
.Pia Jarman moved to recommend approval to City Council of the
reappointment, for a two year term, of Mervin Willman, Tony
Moreno and Keith Van Dine. David Richmond seconded the motion
which carried with a unanimous vote..
#5 CONSIDER AND MARE RECOMMENDATION:. Election of Officers
A. Chairman
B. Vice-Chairman
C. Secretary
D. Historian
Mervin Willman mentioned he thought the Historian position had
been eliminated several years ago and the Commission agreed, so
there was no nomination for Historian.
A. Chairman
David Richmond moved to recommend approval to City .Council of
the appointment of Pia Jarman as Chairman of the Planning and
Zoning Commission. Tony Moreno seconded the motion which
carried with a unanimous vote.
B. Vice-Chairman
.Tony Moreno moved to recommend approval to City Council of the
appointment of David Richmond as Vice-Chairman of the Planning
and Zoning Commission. Pia Jarman seconded the motion.. which
carried with a unanimous vote.

C. Secretary
Pia Jarman moved to recommend approval to City Council of the
appointment of Merwin Willman as Secretary of the Planning and
Zoning Commission. Tony Moreno seconded the motion which
carried with a unanimous vote.
#6 GENERAL DISCUSSION
David Richmond•
(a) Reported that last Tuesday, October 4th, the first meeting
of the Greenshire Homeowners Association was held and
approximately 40 of the 52 residents of Greenshire Oaks were in
attendance. Diane Farris and Kimberly Murphy were there to
represent the developer and did very well under the
circumstances. There was some dissention at the beginning, but
it was overcome. The homeowners generally agreed to
participate as much as possible with the developer and to have
a meeting of the minds to make sure the zest of the
neighborhood is developed the same as Mark Vaughan developed
the first part. Diane Farris will be the manager for the
homeowners association. They have already approved a budget
.and have allocated money for certain things to include an
annual contract, at least for the first year, with Allied
Landscaping to keep the grass trimmed up and down Woodland Oaks
Drive and on FM 3009. They hope to have by-laws to the
members for review by the end of October and will call another
meeting within 30 days of that for further input.
(b) Related that the first buyer of the first lot in Greenshire
put up bandit signs all over the place. Mr. Richmond said he
had informed Steve Simonson of this matter when they were at
the conference in E1 Paso.
Chairman Andrews asked if the current 52 residents of
Greenshire Oaks belonged to a mandatory homeowners association
and David Richmond replied they did. Mr. Richmond went on to
explain, however, that there can be only one master
association, and the large one takes precedence over the
current small one, so they voted to dispand the small one.
Merwin Willman wondered if anyone had heard anything regarding
participation in the homeowners association by the people in
Greenshire Estates. David Richmond reported he is a member of
the Board of Directors which also consists of Kimberly Murphy
and Roy Richard (who lives 'in Greenshire. Estates). The
officers are Diane Farris,-Roy Richard and Bob Pond. Mr.
Richmond feels they have an equal representation of property
owners.
Chairman Andrews reminded the Commission that we now make the
_ developer put a statement on the plat if__th_e homeowners
association is mandatory.

Kerry Sweatt inquired if the homeowners association is aware
that part of the original structure for the entryway is
available for them to use if they so desire and David Richmond
answered they are aware of it, but have chosen not to use the
original structure.
Keith Van Dine•
(a) Stated it looks like something is going on in his area
(Schirmerville) because someone put up stakes. Kerry Sweatt
advised Mr. Van Dine that V.K. Knowlton will being doing both
Pfeil Road and Eckhardt Road ,and they have a very good
reputation.
(b) Remarked the mobile home he mentioned at a previous meeting
which was going in behind an existing mobile. home has been
moved. Someone must have spoken with them.
(c) Noted that when he was traveling from FM 1518 to IH-35,
near the park,, he saw election signs on an old Ford truck.
Mervin- Willman asked if the truck. was green and when informed
it was, stated it was probably George Mower.
..Kerry Sweatt, emphasizing he feels the Sign Ordinance is clear
about political signs, said Mr. Mower was cited in the
previous election, and pled not guilty, but the judge has not
ruled on it yet. The former Mayor had a bumper sticker on his
vehicle which Mr. Mower felt made it a political sign. Mr.
Sweatt indicated that if our ordinance is too weak, then we
need to change it, but. stressed again he thinks political signs
are well defined in our ordinance.
Pia Jarman:
(a) Thanked everyone for showing their confidence in her by
electing her Chairman. Remarked maybe this will ease the minds
of some of the ladies in the City who have the perception that
our Commission is a male chauvinist oriented Board.
(b) Commented she really enjoyed, and learned a lot from, the
short courses at the APA conference in E1 Paso recently. It
makes a difference when you're not brand new - you can now
understand some of the things they're talking about.
Mervin Willman:
Admitted he is now feeling pretty much up to par. (Everyone
- welcomed him back.}
Councilman Greenwald:
(a) Indicated he had put out the word in the past to homeowners
_associations about letting the City know if they would like to
_ _ have a City Staff member or a Councilperson attend one of their

meetings to answer any questions. Over the years he has been
asked to attend only two homeowners association meetings.
Merwin Willman observed maybe it's time to put a notice back in
the Newsletter.
Kerrv Sweatt• -
(a) Declared he hadn't heard anything from Steve Simonson who's
touring Route 66, so he assumes no news is good news.
(b) Advised everyone that starting with the Council's next
workshop, they are going to discuss public facility needs which
will probably result in a bond issue. They will be asking for
advice and. help from the Commission.
Chairman Andrews:
(a) Mentioned he had heard a rumor that the Woodland Oaks
Homeowners Association is trying to work with the developer of
Deer Creek subdivision in Cibolo to make them a combined
homeowners association. Mr. Andrews voiced several concerns
about this, one of them being that it's two different cities,
another being a problem with parks and recreation. Woodland
Oaks has only one pool and recreation area. Is Scott Felder
going to build a large number of homes without building park
and recreation facilities? Kerry Sweatt, saying he is a member
of the Woodland Oaks Homeowners Association, stated nothing has
come to them about this.
(b) Acknowledged he has had a long and very enjoyable tenure as
Chairman of the Commission and is sure he will have a very
enjoyable short tenure (he is resigning once the UDC is
finished) as a non-officer.

Chairman Andrews adjourned the meeting at 7:30 p.m.
The next meeting will be held October 25, 1994 at which time a
public hearing is scheduled.
