MARCH 7, 1977
The BOA convened Monday, March 7, 1977 at 6:33 P.M. in the Council Chambers,
401 Oak Street with the following members present: Robert E. Schwartz,
Richard McAleese, David Langford, Hollis G. Grahaa and Jeffery D. Duffield.
Also present were City Inspector Robert J. Jacobson and BOA Executive Secretary
John P. Smalling.
#1 The election of officers began with Mr. Smalling presiding and calling
for nominations. Mr. Duffield nominated Mr. Schwartz and this was
seconded by Mr. Graham. There were no more nominations and Mr. Schwartz
was elected unanimously. Mr. Schwartz took the chair and asked for
nominations for Vice-Chairman. Mr. Graham nominated Mr. Duffield
and this was seconded by Mr. McAleese. Mr. Duffield was then elected
by acclamation. Mr. Smalling announced he had been selected by the
City Manager Denny L. Arnold to serve as Executive Secretary to the
BOA.
#2 General Discussion followed concerning the upcoming public hearing
and rules of procedure for the BOA to follow.
#3 Mr. Schwartz called the Public Hearing to order at 7:00 P.M. and
explained the procedures to be followed by persons wishing to speak
to the Board.
The hearing concerned granting a variance of zoning requirements to
Mr. Jose Ramirez to allow him to build a homesite on three lots in
the Aviation Heights Addition. Due to a language difficulty, Mr.
Ramirez stated his case through his daughter. The Board also heard
objections to granting the variance from several members of the
audience. Objections centered on the condition of the house which
Mr. Ramirez is considering moving onto the homesite. The Board
explained it was solely concerned with allowing a homesite to be
constructed across the property lines of these small lots and
questions concerning the condition of the home would be dealt with
by the City Inspector.
Mr. Langford moved that the Board grant Mr. Ramirez a variance to
Ordinance No. 74-S-48 to allow him to build or erect a homesite on
Lots 53, 54 and 55, Block 40, Aviation Heights Addition. The motion
was seconded by Mr. Graham and passed unanimously by the Board.
#4 The meeting was adjourned at 7:45 p.M.
