RESOLUTION OF SUPPORT FOR THE PARTNERSHIP OF THE OFFICE OF
ECONOMIC ADJUSTMENT AND THE CITY OF SCHERTZ IN THE 2010
RANDOLPH AIR FORCE BASE JOINT LAND USE STUDY (JLUS).
WHEREAS, the United States Department of Defense- Office of Economic Adjustment, in
conjunction with Bexar County, plans to conduct a Joint Land Use Study (JLUS) of the Randolph Air
Force Base (AFB) military installation; and
WHEREAS, the mission of Randolph AFB as a flying training base is to provide training for instructor
pilots, combat systems officers, and introduction to fighter fundamentals student pilots, earning
Randolph the nickname, "West Point of the Air"; and
WHERAS, the proposed study of Randolph AFB will address airfield encroachment, base
encroachment and noise management issues generated by aircraft around three distinct study areas as
well as assess potential incompatible land use as urbanization continues to expand to the northeastern
part of Bexar County; and
WHEREAS, a JLUS is a cooperative land use planning effort between affected local governments and
military installations; and
WHERAS, the recommendations will provide a framework for adopting and implementing
compatible development measures designed to prevent urban encroachment, safeguard the military
mission of the installation, and protect the public health, safety, and welfare; and
WHEREAS, the City of Schertz will maintain a good faith commitment with the Office of Economic
Adjustment and Bexar County to implement appropriate recommendations to ensure that future
compatible development will occur in the intended 2010 JLUS study area of the Randolph AFB military
installation.
NOW THEREFORE BE IT RESOLVED that the Schertz City Council recognizes the installation's
importance to the local and regional economy, and thus the need to protect its operational capacity, by
enthusiastically supporting the Office of Economic Adjustment in conducting the 2010 JLUS of
Randolph AFB.
