AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS CREATING THE SCHERTZ YOUTH COMMISSION
AND RESOLVING OTHER MATTERS IN CONNECTION THEREWITH
WHEREAS, the youth of the City of Schertz, Texas (the "City") are a valuable segment
of the City;
WHEREAS, many ofthe City's decisions and policies directly affect local youth;
WHEREAS, the ideas and perspectives of the City's youth provide unique insight into
solving issues and problems the City faces; and
WHEREAS, the City Council desires to create a youth commission to provide the youth
of the City with an opportunity to work with the City to address situations affecting the City's
youth and the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF SCHERTZ, TEXAS:
Section 1. The City hereby creates the Schertz Youth Commission (the "Youth
Commission"). The goals and objectives of the Youth Commission will be to (i) address
problems facing the City's youth; (ii) work with the City Manager, the Mayor, and City Council
to offer ideas and develop solutions to improve conditions for the City's youth; (iii) provide after
school programs, community services opportunities, and other similar activities for the City's
youth; and (iv) unify the youth of the City for the good of the community.
Section 2. The Youth Commission will act as an advisory committee to the Mayor
and City Council. It shall consist of thirteen student members who at the time of their
appointment and thereafter during their term (i) reside in the City, (ii) attend public or private
schools within or outside of the City or who are home schooled, (iii) are enrolled in grades 9-12,
(iv) desire to contribute to accomplishment of the goals and objectives of the Youth
Commission, and (v) are available and agree to participate in the Youth Commission. Each City
Council member shall select two students members (one designated as a voting member and one
designated as an alternate) to serve on the Youth Commission. The Mayor shall select three
student members (two designated as voting members and one designated as an alternate) to serve
on the Youth Commission. The initial appointees shall serve until September 30, 2006 or until
they fail to quality as appointees, if sooner. Appointees may be appointed to successive terms if
they continue to meet the qualifications set forth in the second sentence of this Section 2.
Members of the Youth Commission may be removed at any time, with or without cause, by the
Mayor or Councilmember originally appointing the member (or by his or her successor as Mayor
or Councilmember). A replacement member may be appointed for any member who resigns, is
removed, or no longer qualifies.
Section 3. The City Manager (or his designee) shall (i) serve as a liaison to the Youth
Commission; (ii) coordinate a monthly agenda for the Youth Commission; and (iii) report to City
Council. The Youth Commission will be staffed by a secretary who shall be a City employee
designated by the City Manager. The City Manager (or his designee) shall (i) develop an
application for qualified persons to apply for appointment to the Youth Commission; (ii) work

with the members of the Youth Commission to develop a mission statement for the Youth
Commission; and (iii) develop and implement projects and programs supportive of the goals and
objectives of the Youth Commission.
Section 4. The recitals contained in the preamble hereof are hereby found to be true,
and such recitals are hereby made a part of this Ordinance for all purposes and are adopted as a
part of the judgment and findings of the Council.
Section 5. All ordinances, or parts thereof, which are in conflict or inconsistent with
any provision of this Ordinance are hereby repealed to the extent of such conflict, and the
provisions of this Ordinance shall be and remain controlling as to the matters ordained herein.
Section 6. This Ordinance shall be construed and enforced in accordance with the
laws ofthe State of Texas and the United States of America.
Section 7. If any provision of this Ordinance or the application thereof to any person
or circumstance shall be held to be invalid, the remainder of this Ordinance and the application
of such provision to other persons and circumstances shall nevertheless be valid, and the Council
hereby declares that this Ordinance would have been enacted without such invalid provision.
Section 8. It is officially found, determined, and declared that the meeting at which
this Ordinance is adopted was open to the public and public notice of the time, place, and subject
matter of the public business to be considered at such meeting, including this Ordinance, was
given, all as required by Chapter 551, as amended, Texas Government Code.
Section 9. This Ordinance shall be in force and effect from and after its final passage
and any publication required by the City Charter.

WHAT IS THE SCHERTZ YOUTH COMMISSION?
The Schertz Youth Commission is an organization that represents the City's high school age
citizens. The Commission has a total of 13 members consisting of two representatives appointed
by each City Councilmember and three appointed by the Mayor. The Commission meets once a
month or as required to discuss issues and concerns that affect the City's youth.
Who can be a member of the Schertz Youth Commission?
The Commission consists of thirteen student members who at the time of their appointment and
throughout their term (i) reside in the City, (ii) attend public or private schools within or outside
of the City or who are home schooled, (iii) are enrolled in grades 9-12, (iv) desire to contribute to
the goals and objectives of the Commission, and (v) are available and agree to participate in the
Commission's meetings and activities.
What does the Schertz Youth Commission do?
The Schertz Youth Commission is new, but similar commissions have played a critical role in
drafting curfew laws and discussing the problems associated with and solutions for drag racing,
among many other issues important to high school age youth and citizens generally. Commission
members will have one-on-one contact with City Councilmembers and the Mayor to give the
Commission's input regarding ways the City can be effectively involved in the concerns of
Schertz's youth as well as all of Schertz's citizens.
Why should you join the Schertz Youth Commission?
You should join the Schertz Youth Commission because it will give you the opportunity to speak
out and have an effective voice about your City. It will allow you to voice your concerns and
come up with solutions to solve them. It will give you a chance to be part of your community and
get involved in its growth and development. Your work will affect the youth of Schertz in a
positive way now and for years to come.
How do you apply?
Contact the City Secretary at City Hall (658-7477 ext. 1131) and request an Application. Fill out
all the required information and submit it to the address on the Application. The Application will
then be forwarded to the City Manager's office for further handling.
The Mayor, City Council, and City Staff strongly supports the Schertz Youth Commission and
hope the youth of our City want to be involved!

Applicant's Commitment: Appointees to the Schertz Youth Commission must be at least at the
Freslunan grade level at the time of appointment. All appointments end at graduation.
Commission meetings are held at least once a month at City Hall or at various other locations
throughout the City, at specific times and dates. Attendance at these meetings is mandatory.
Limited excused absences are allowed. Nonattendance or exceeding the maximum excused
absences can lead to removal from office.
