RESOLUTION OPPOSING CERTAIN RULE CHANGES PROPOSED BY
THE GUADALUPE COUNTY GROUNDWATER CONSERVATION DISTRICT
WHEREAS, the Guadalupe County Groundwater Conservation District (the "District")
announced a public hearing to be held on July 8, 2010, to "receive public input on proposed
amendments to the District's rules regarding assessment of fees based on authorized production,
fees for administrative acts of the District, payment of fees, and permit amendment
requirements"; and
WHEREAS, proposed Rule 10.1, Water Use Fees, as published by the District, would
change the basis for calculating water production fees collected by the District; and
WHEREAS, the City of Schertz, Texas, procures its water supply through the Schertz-
Seguin Local Water Corporation, a permitee of the District; and
WHEREAS, on this day the City Council of Schertz, Texas, considered the proposed rule
changes, in particular, the changes contained in proposed Rule 10.1, in light of the City's present
and future water needs;
NOW, THEREFORE, be it resolved by the City Council of Schertz, Texas, to oppose the
District's proposed Rule 10.1 and any similar change in the mechanism for calculating
production fees from one based upon actual production as detrimental to the interests of the
citizens of the City, and to authorize and direct the Mayor to sign this resolution and forward a
copy of the signed resolution to the District, and to take such other additional actions as maybe
appropriate to oppose adoption of Rule 10.1. '
