SCHERTZ IIISTORICAL PRESERVATION COMMITTEE
MEETING OF FEBRUARY 25, 2010
CALL TO ORDER
Chairman Weirtz called the meeting to order at 6:30 with a quorum present.
Voting members present: Merle Behne, Bob Crawford, Tom DeKunder, Lou Foehrkolb,
Cynthia Palmer, Earl Sawyer, Dean Weirtz.
City Government Representatives: None
DISCUSSION/ACTION ITEMS
1. Minutes -Consideration and/or action regarding the approval of the minutes of
January 28. Earl Sawyer made a motion to accept the minutes and Lou Foehrkolb
seconded the motion which was carried by a unanimous vote.
2. Annual Financial & Resource Report -Consideration and/or action regarding Annual
Financial & Resource Report. Lou Foehrkolb presented the annual financial update of
committee income/expenditures for the Calendar Year 2009. Earl Sawyer presented a
certified inventory of Committee controlled historical resources as gathered by Chairman
Weirtz and Earl Sawyer. See attachments #l, #2, #3.
3. By-laws Amendments -Consideration and/or action regarding amendments to the
Committee By-laws. The committee considered the process for deaccession of property
and possessions of the Committee when deemed appropriate/refusal to accept property
loans because of liability issues (see attachment # 4), documentation of property disposal
(Property Disposition Record -see attachment #6), and the modification of monthly
meeting to quarterly meetings (see attachment #5). A motion to accept the amendments
to the by-laws was made by Tom DeKunder and seconded by Earl Sawyer. The motion
carried unanimously.
4. Newsletter Adoption Proposal -Consideration and/or action regarding adoption of a
quarterly Committee newsletter. Tom Dekunder offered to explore the creation of a
website for the SHPC and Chairman Weirtz agreed to ask for a link on the city website.
A motion was made by Tom Dekunder to generate a quarterly Committee newsletter.
The motion was seconded by Earl Sawyer and approved unanimously.
5. Property Disposal Request -Consideration and/or action regarding the disposal of
property contained on the Committee's list for 2009-2010. A motion was made by Tom
DeKunder to accept the tracking document offered by Chairman Weirtz. The motion was
seconded by Lou Foehrkolb and carried unanimously.
6. Schertz History-Heritage Museum Development Plan and Timeline -Consideration
and/or action regarding the Museum Development Plan. Tom DeKunder updated the
Committee on the progress of the 501(3)(C) application which is ready for filing. Bob
Crawford made a motion to approve the filing fee of $400. The motion was seconded by
Pat Ramirez and carried unanimously.
It was agreed that once the 501(3)(C) is established, the museum committee should
consider creating educational exhibits until a permanent building is available.
7. Schertz Blue Ribbon Committee Bond Recommendation -Consideration and/or
action regarding the Schertz Blue Ribbon Committee Submission. Chairman Weirtz
explained continued efforts to gain assistance for the Museum Project through bonds and
all agreed to inform residents of the significance of a Museum and urge the inclusion of
funding in the upcoming bond vote.
8. REPORTS
Cemetery Subcommittee: None.
Historian: None.
Museum/Kramer House Subcommittee: None
Schertz City History Research Project (Phase II) Subcommittee: Lou Foehrkolb
reported that since October 2009, book sales have generated $853 in revenue from the
sale of 44 books.

9. Requests by Committee members for future agenda items: None offered.
10. Request by Committee members to City Manager and staff for information: None
offered.
11. Announcements by Committee Members: Chairman Weirtz and Tom DeKunder
announced that they would be attending a workshop, "Museum Development and
Curation".
ADJOURNMENT:
There being no further business before the committee, a motion was made by Tom DeKunder
and seconded by Merle Behne to adjourn the meeting. The motion carried unanimously.
