PZ 10-27-2010 PLANNING AND ZONING MINUTES October 27,2010 The Schertz Planning and Zoning Commission convened on October 27,2010 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. CALL TO ORDER/ROLL CALL Mr. Richmond called the meeting to order at 6:00 P.M. 2. SEAT ALTERNATE TO ACT IF REQUIRED Mr. Richmond seated Bert Crawford and Richard Braud as voting members for Commissioners Jacobs and McBrearty. 3. HEARING OF RESIDENTS Larry Dublin commented on the resolution for the Mesa Oaks drainage issues. 4 CONSENT AGENDA: Mr. Richmond pulled items 4B and 4D for discussion. A. Minutes for October 13,2010. C PC2010-042 Cypress Point Subdivision, Unit 1 - Final Plat Consider and act upon a request for approval of a final plat for Cypress Point Subdivision Unit 1, consisting of 31.576::1:: acre tract of land out of the C.M. Gahagan Jr. Survey No. 258, Abstract No 142 Guadalupe County Texas and Abstract 182, Comal County Texas. This property is generally located near the intersection of IH 35 and Eckhardt Road (Formerly known as Tanglewood Park) and is zoned GB and R-7. After the reading of Consent Agenda items 4A and 4C, Mr. Greenwald moved to approve the item. Mr.. Glombik seconded the motion. Vote unanimous. Motion carried. PC2010-044 Fairway Ridge Subdivision, Unit 3 - Final Plat Consider and act upon a request for approval of a final plat for Fairway Ridge Subdivision, Unit 3, consisting ofa 14.1789::1:: acre tract ofland, containing 54 lots, in the Rafael Garza Survey No. 138, partially in Comal County, Texas and Guadalupe County, Texas and is generally located offFM 1103 and Chelsea Drive. The property is zoned Single-Family Residential (R-7). Ms. Sanchez advised the Commission that the item was pulled for discussion due to a new exhibit submitted because NBU requested a 20' exclusive easement along FM 1103. The new exhibit supplied showed the new easement. Ms. Sanchez advised the Commission that the plat complies with all requirements and offered staff recommendation. Mr. Murray moved to approve the item. Mr. Greenwald seconded tl1e motion. Vote unanimous. Motion carried. D. PC2010-047 Cottonwood Subdivision - Final Plat Consider and act upon a request for approval of a final plat for Cottonwood Subdivision, consisting of 5.056::1:: acre tract of land out of the T. Herrara Survey No. 68, Abstract No 153 Guadalupe County Texas. This property is generally located on the northeast corner of Schertz Parkway and Live Oak Road. The property is zoned General Business (GB). Ms. Sanchez reviewed staff comments and advised the Commission that the final plat consists of four undeveloped commercial lots. She commented on the site visibility and proposed median cut along Schertz Parkway. Ms. Sanchez advised the Commission that the plat complies with all requirements and offered staff recommendation. Mr. Dublin commented on the curb cuts and median cut along Schertz Parkway. He stated that a complete review of the TIA was conducted. Discussion between Mr. Dublin and the Commission followed about the median cut along Schertz Parkway. Mr. Richmond commented on the entrance on Live Oak Road. Mr. Evans commented on ROW dedication. Mr. Dublin responded. Discussion followed between the Commission, Staff and Applicant related to traffic concerns. Mr. Murray moved to approve the item. Mr. Braud seconded the motion. Vote unanimous. Motion carried. 5 ITEMS FOR INDIVIDUAL CONSIDERATION: A. PC2010-043 Ashton Senior Village - Preliminary Plat Consider and act upon a request for approval of a preliminary plat of approximately 10.637::1:: acres of land more specifically described as a portion of the Genobera Malpaz Survey No. 67, Abstract No. 221, generally located 458::1:: feet east of the intersection of Borgfeld Road and FM 3009 (Roy Richard Dr.). The property is zoned Apartment/Multi-Family District (R-4). Ms. Sanchez reviewed staff comments and advised the Commission that the preliminary plat consists of one undeveloped commercial lot, and commented that the City Council approved the rezoning of this property from Neighborhood Services (NS) to Apartment/Multi-Family Dwelling (R-4) for a senior apartment community on March 16th, 2010. Ms. Sanchez advised the Commission that the plat complies with all requirements and offered staff recommendation. Mr. Evans asked if an environmental study had been conducted. Ms. Sanchez responded. Announcements by City Staff. · City and community events attended and to be attended. · NEW SITE PLAN APPLICATIONS: The following site plan applications were submitted to the Planning and Zoning Division between October 5, 2010 and October 22,2010: 1. Verde Enterprise Subdivision, Unit 6A, SNXl - Site Plan Ms. Sanchez gave a brief update on the following: · Management at TML Conference in Corpus Christi. · Staff working on Workshop and Training for the Commission. · Veterans Day Holiday. · Site plan reviews conducted by Mr. Richmond. 7.
