LOCATION: 1400 Schertz Parkway, Schertz, Texas
Bob Andrews Conference Room in City Fall
Board Members present: Chairman Mustapha Debboun, Vice-chairman Robert Wallace,
Aundra Davis, Mark Davis, Samm Henness, Harriet Higgs, Sally Macias, Dean Midlick and
Patrick Russell.
Staff present: City Council Liaison Jim Fowler, Parks, Recreation and Community Services
Director George Logan, Park Manager Charles Van Zandt and Administrative Assistant Sandy
Bryant.
Others present: Fred Archer, Alex Barnes, Steve Barnes, Robert Brockman, R. Clare Layton,
Steven Layton and Joel Tanner.
Call to order. The meeting was called to order by Chairman Mustapha Debboun at 5:33p.m.
Hearing of residents:
Chairman Debboun recognized the following citizen who spoke:
• Mr. Robert Brockman, 1000 Elbel who asked why the City flag was flying at half-staff.
Mr. George Logan stated it was due to the death of a City employee. Mr. Brockman also
noted that he knew the American flag was removed because it takes a presidential or
gubernatorial order to fly the American flag at half-staff. He also asked if a copy of the
Crescent Bend book was available at the Library. Chairman Debboun said he was not sure
if she had presented a copy to the library at this time.

Presentations: San Antonio City Forester Mike Nentwich was unable to attend the meeting so his
presentation was postponed.
Agenda Item No. 1. Minutes. Consideration and/or action regarding the approval of the minutes
of the June 28, 2010 and the July 26, 2010 Schertz Parks and Recreation Advisory Board regular
meetings.
Motion was made to approve the minutes from the June, 28, 2010 and the July 26, 2010 Schertz
Parks and Recreation Advisory Board regular meetings.

Samm Henness, Sally Macias, Dean Midlick, and Patrick Russell.

Agenda Item No. 2. Parks Advisory Board Recognition Committee Report. Chairman Debboun
presented each of the board members with a recognition coin for their service. Board Secretary
Sandy Bryant will contact Deedy Wright to see when she will be available to receive her
recognition at a City Council meeting.
Chairman Debboun also recognized Patrick Russell as the new alternate board member.
Agenda Item No. 3. Parks Projects Updates. Mr. Logan briefed the board that the first phase of
construction of the 3,796 foot trail behind City Hall is complete except for some minor work. A
second grant to complete the return trail has been approved by Texas Parks and Wildlife. The
Schertz Fest at Pickrell Park was a huge success in spite of the rain. The Board requested a winter
tree planting projects schedule. Mr. Van Zandt will work on getting the schedule for winter tree
planting for the Board. Discussion only item.
Agenda Item No. 4. Parks Maintenance Update. Mr. Van Zandt updated the board that the Parks
Department has survived Schertz Fest and will be gearing up for Trunk or Treat in October and the
Festival of Angels Parade in December. One of the park workers has left and they are
interviewing for the position. The Board wanted to know when the soccer field's tree planting
will occur. Mr. Van Zandt said they are working with SYSA to involve the youth and schedule a
date for the planting. Discussion only item.
Agenda Item No. 5. Request by Advisory Board Chairman and Board members for items to be
placed on a future Board a eg nda. The Board requested the following items be placed on future
agendas:
• Dog Park for North Schertz.
• Float for Festival of Angels Parade.
• Benches, picnic tables at parks and water fountain along Schertz Parkway.
• Wish list for 2011.
Agenda Item No. 6. Announcements by Advisory Board Chairman and members Mr. Patrick '
Russell said he attended the Schertz Fest event on Saturday night and felt the event was put on
very well. Councilman Jim Fowler requested the Parks consider an alternate site for the Bar-b-que
cook-off due to the possibility of flooding in the Park. Mr. Van Zandt said they may look into
having the cook-off one night under the large pavilion.
Agenda Item No. 7. Announcements by Cit S~ Mr. Van Zandt recognized Dean Midlick as
the new Park Worker I for the City of Schertz. Mr. Dean Midlick recognized Sandy Bryant and all
the members of the Sweetheart Committee for the outstanding job they did with the Schertz
Sweetheart Pageant. The next Board meeting will be on Monday, October 25, 2010. The Board
recognized our guests Steve and Alex Barnes. Alex is working on his Eagle Scout Badge.
