The Schertz Planning and Zoning Commission convened on December 8, 2010 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Richmond called the meeting to order at 6:02 P.M.

HEARING OF RESIDENTS
Mr. Brockman commented on the donation of land by Larry Aiken in south Schertz and the need for a Fire
Station in south Schertz.

After the reading of Consent Agenda 4A, Mr. Jacobs moved to approve the item. Mr. Greenwald seconded
the motion. Vote unanimous. Motion carried.

B. PC2010-048 Laura Heights Estates, Unit 4 - Final Plat
Consider and act upon a request for approval of a final plat for Laura Heights Estates, Unit 4
Subdivision, consisting ofa 19.055::1:: acre tract of land in the Stacy B. Lewis Survey No. 317 and the
Antonio Zamora Survey No. 36, City of Schertz, Bexar County, Texas and is generally located near
the intersection of Ware Seguin Road and Boenig Road. The property is zoned Residential
Agricultural (RA).
Ms. Sanchez reviewed staff comments and advised the Commission that the plat consisted of twenty-five
undeveloped lots. This subdivision is being reviewed under the old UDC; it is affected by the AICUZ, and
received an SUP for the entire development on April II, 2006 (Ordinance # 06-S-19).
Ms. Sanchez advised the Commission that the plat complies with all requirements and offered staff
recommendation.
Mr. Evans commented on the drainage.
Ms. Sanchez responded.
After a short discussion between the Commission, Staff and Applicant, Mr. Greenwald moved to approve the
item. Ms. McBrearty seconded the motion. Vote unanimous. Motion carried.
5.
ITEMS FOR INDIVIDUAL CONSIDERATION:
A.
PC2010-049 Laura Heights Estates - Amended Master Plan
Consider and act upon a request for an amended master plan of the Laura Heights Subdivision, a
131.809::1:: acre tract of land in the Stacy B. Lewis Survey No. 317 and the Antonio Zamora Survey No.
36, City of Schertz, Bexar County, Texas and is generally located near the intersection of Ware Seguin
Road and Boenig Road. The property is zoned Residential Agricultural (RA).
Ms. Sanchez reviewed staff comments and advised the Commission that this development is grandfathered
under the old UDC (Ord. # 96-S-28). This property is affected by the AICUZ and received an SUP for the
entire development on April II, 2006 (Ordinance # 06-S-19). The subdivision is developed with primarily Y:z
acre lots and Endeavour Wall Homes is the builder. The purpose for this request is to create additional stub
out streets to the adjacent property. In addition, they are reducing the lot count by two by widening the lots to
accommodate larger homes and requiring 25' side yard setbacks.
Ms. Sanchez offered staff recommendation.
Mr. Jacobs commented on parkland dedication
After a short discussion on parkland dedication and maintenance, Mr. Greenwald moved to approve the item.
Mr. Glombik seconded the motion. Vote unanimous. Motion carried.
B. PC2010-050 Laura Heights Estates, Unit 5 - Preliminary Plat
Consider and act upon a request for approval of a preliminary plat for Laura Heights Estates, Unit 5
Subdivision, consisting ofa 15.655::1:: acre tract of land in the Stacy B. Lewis Survey No. 317 and the
Antonio Zamora Survey No. 36, City of Schertz, Bexar County, Texas and is generally located near
the intersection of Ware Seguin Road and Boenig Road. The property is zoned Residential
Agricultural (RA).

Ms. Sanchez reviewed staff comments and advised the Commission that the preliminary plat consists of
twenty-two undeveloped Y:z acre lots. This subdivision is being reviewed under the old UDC; it is affected by
the AICUZ, and received an SUP for the entire development on April 11, 2006 (Ordinance # 06-S-19). She
commented on the variable width street reserve and 12' access easement; which is described as Lot 1, Block
11.
Ms. Sanchez advised the Commission that the plat complies with all requirements and offered staff
recommendation.
After a short discussion between the Commission, Staff and Applicant on the street reserve and easement, Mr.
Jacobs moved to approve the item. Mr. Glombik seconded the motion. Vote unanimous. Motion carried.
C. PC2010-052 The Reserve at Mesa Oaks - Preliminary Plat
Consider and act upon a request for approval of a preliminary plat for The Reserve at Mesa Oaks
Subdivision, consisting of a 14.07::1:: acre tract of land in the T. Herrera Survey No. 68, Abstract
153, City of Schertz, Guadalupe County, Texas and is generally located near the intersection of
Live Oak Road and Schertz Parkway. The property is zoned Single Family Residential (R-7).
Ms. Sanchez reviewed staff comments and advised the Commission that the preliminary plat consists of forty-
nine residential lots and two lots that are designated as easement or common area. Ms. Sanchez advised the
Commission that the plat complies with all requirements and offered staff recommendation.
Mr. Evans thanked the developer for the l' non-access easements.
Mr. Richmond asked about the use for Lot 1, Block 4.
Mr. McCrary responded it would be detention.
Mr. Greenwald moved to approve the item. Mr. Glombik seconded the motion. Vote unanimous. Motion
carried.
6.

How does the Fire Chief feel about the side yard setbacks after experiencing a fire in Carolina Crossing
recently?
Ms. Sanchez responded that she would pass the information to the Fire Chief and request that he call Mr.
Evans and/or provide a memo to the Commission.

. NEW SITE PLAN APPLICATIONS: The following site plan applications were
submitted to the Planning and Zoning Division between November 3, 2010 and
December 2,2010:
1. Merritt Lakeside Senior Village - Site Plan
Ms. Sanchez gave a brief update on the following:
. Invited the Commissioners to participate in the process review of the Caterpiller project.
. Staff will provide an updated project report in January.
. Staffwill be working with Gateway Planning on planning the North Schertz area starting in February.
Meetings with the Commission, Council and Stakeholders will follow.
. City Offices will be closed on December 24th and 31 st in observance of the Holidays.
