The Transportation Safety Advisory Commission {TSAC) convened on December 2, 2010 at 5:30 p.m. in
the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154.
Cali to order at 5:30 p.m. by Stephen Bish acting chairperson.

1. Minutes: Discussion and/ar• action regarding the approval of the minutes of the November 4, 2010
meeting, Byron Sanderfer ornitted as being present, Correction Hated. Item #3 Castle Hills
Drive/Sherwin Drive (Northcliffe) "no parking on the inside of curve only" should read outside of
curve only. Correction noted.
Motion to accept November 4, 2010 minutes with correction by Bill Bowers second by Max
Hernandez. -All Ayes- Motion passed.
2. Castle Hills Drive/Sher•win Drive (Nar•thcliffe Sub}: Issue with parking on both sides of street.
(PWs/Errgineering) Carried forward from November 4, 2010 Commissioners wanted to hear in put
from Emergency Services on this item before closing it out. Emergency Directors (Fire, Police and
EMS) all agree that Castle Hills Drive and Sherwin Drive should stay as is according in the current
ordinance.
Motion to close item by John Ostrowski and second by Byron Sanderfer -All Ayes- Motion
passed.
3. Westchester Drive: (Subdivision): Requesting no parking on west side of Westchester Drive the area
is becoming dangerous due to parked cars and traffic visibility. (PWs/Engineering) Staff reviewed
area and did not see any problem at that tune. Recommend closing item. City Engineer noted if this
presents itself again then staff would look into it snore closely.

4. Misty Hollow & Shady Hollow {Wynn Brook Subdivision}: Residence have concerns about the
traffic at the corner of Shady Brook and Misty Hollow. Residence requesting a stop sign at the
corner to help control traffic. (PWs/Engineering} After reviewing, the sight staff agrees this
warrants a stop sign, Item recommend to be forward onto City Council.
Motion to close this item by John Ostrowski and second by Bill Bower -AlI Ayes- Motion passed.
5. Schwab Road; Discussion and consideration and/or action regarding of Traffic (PWs/Engineering)
City Engineer briefed the commissioners on the situation of the construction at the new Sysco sight
has caused some traffic of which really cannot be helped during the time of construction. Contractor
made aware that the road is to be maintained of rocks, but with 20 or more large trucks coming and
going and several different contractors it is going to be hard to maintain. FM 482 belongs to the
state and the City has no control over state. No right way was allowed when Railroad it was built.
Suggested commissioners take not action on this item and City Council will be brief by the City
Engineer.

6. City Engineer Report: Lamy Dublin, P.E. -Nothing

a. Traffic Study far FM 3009, FM 1103 and Schertz Pkwy showing current traffic and future
traff c count. (Max Hernandez)

8. Staff Comments: Record Secretary: Reminded the Commissioners with terms that will expire in
December the applications need to be into City Secretary's office by closed of business December
3, 2010. Applications handed to Commissioners at the October 7, 2010 meeting and again
applications mailed out November 18, 2010 to Commissioners.
