TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES THURSDAY, NOVEMBER 4, 2010 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened on November 4, 2010 at 5:30 p.m, in the Council Chamber Conference Room, Building #4, 1400 Sehertz Parktiway, Schertz, Texas 78154. CAhh TO ORDER AT 5:30 P.M. Members present; Stephen Bish Joey Bishop Doreen Bowers Bill Bowers harry Dublin, City Engineer Michael Goos Max Hernandez Doug I.etbetter, FW Street Supervisor John Ostro~vski, Alternate Debbie Perrone -Recording Secretary Byron Sanderfer Deborah Stone Members not present: Mary Spence -Vice Chairwoman Steve Star, Chief of Police Sam Willoughby - F W Director HEARING OF RESIDENTS • Ken Greenwald, 205 Westchester Dr, -Requesting no parking on west side of Westchester Drive the area is becoming dangerous due to parked cars and traffic visibility. • Cynthia Schilling, 1635 Mountain Brook -Concerns about the traffic at the corner of Shady Brook and Misty Hollow requesting a stop sign at the corner to help control traffic. • Diana Taylor, 5505 Columbia Dr. - o Speed Humps, o Corner of Cover Cove right side over grojvn o Cover Cove temporary sidewalk breaking up o Ms. Taylor once again thanked Gity staff for all their help in resolving concerns that she has in Northcliffe Subdivision. 1. Introduction of Commissioners: Byron Sanderfer, Joey Bishop were introduced as regular members and John Ostrowski, Alternate member all were then sworn into office. 2. Minutes -- Discussion and/or action regarding the approval of the minutes of the October 7, 2010 meeting. Motion to accept October 7, 2010 minutes by Doreen Bowers second by Joey Bishop. -All Ayes- Motion passed. 3. Castle Hills Drive/Sherwin Drive (Northcliffe Sub): Issue with pat•king on both sides of street. (FWs/Engineering} City Engineer had no problem with "no parking" on the outside of curve only. Max Hernandez recommended tabling this issue until December meeting when representatives from Police and Fire Dept are present to give input to the commissioners. Motion tnade by Max Hernandez and second by Bill Bowers to table this item until December meeting when representatives from Folice and Fire Dept are present to give input to the commissioners. -All Ayes- Motion passed. 4. Columbia Dr. {Northcliffe Subdivision): Residences concerned with speeding on Columbia Dr. Residences requesting speed signs on Columbia Dr. (PWs/Engineering}. City staff has installed 11-04-201© Minutes Page 1 signs on Columbia Dr. Speed humps aren't warranted according to the traffic study results issue will be referred to the Police Department. Motion to close this item made by Mike Goos and second by Doreen Bowers. -All Ayes- Motion passed. 5. Corridor hoop (Taco Cabanaj; Parking issue with 18-wheeler causing a dangerous visibility issue. (PWs/Engineering). Staff investigated the area and no evidence of parked 18-wheelers. Doreen Bowers said that this occurs mostly on the weekends and after hours. Motion to withdraw this item made by Doreen Bowers and was second by Mike Goos. -All Ayes- Motion passed. Item withdrawn. 6. Crested Heights/Woodland Oaks (Woodland Oaks 5ubdivisianj: Bike Lane is being used for pedestrian traffic instead bikes. Speeding issues Woodland Oaks. {PWs/Engineering) Item carried forward from October 7, 2010. Joey Bishop said as a runner he finds black top easier to run on. Issues resolved. Motion made to close this item by Doreen Bowers second by Byron Sanderfer. -All Ayes- Motion passed. 7. Storm King (Ridge a Soenio Hillsj: Speeding issue on Storm King need speed signs and children at play signs. (PWs/Engineering) City staff has installed signs. Issue resolved. Motion made to close item by Doreen Bowers second by Max Hernandez. -All Ayes- Motion passed. 8. Windy Braok/Rolling Braok (Wynn Braok Subdivisianj: Residences concerned with speeding on Windy Brook and Rolling Brook. Residences requesting stop sign and/speed humps. (PWs/Engineering) Item carried forward from October 7, 2010. Traffic study results show speed humps are not warranted. ( Motion made to close item by Doreen Bowers second by Byron Sanderfer, -All Ayes- Motion passed. 9. TSAC By-Laws: Discussion and consideration (Larry Dublin, P.E., City Engineer) Carried forwward from October 7, 2010 meeting, City Engineer requested this item deferred until February 2011 meeting. Deferred. 10. City Engineer Report: - (Larry Dublin, P.E., City Engineer} Northcliffe Streets Reconstruction had been bided out, Bond issued that have passed will not go out for bid until after the first of the year. 11. Items to be placed on Next Agenda: -Consideration and or action an questions and possible items to be placed on the next agenda (Commission Members) a. No parking on Westchester b. Misty Hollow & Shady Brook traffic congestion and lack of a stop sign. 12.
