Council Chamber Conference Room, Building #d, 1 d00 Schertz Parkway, Schertz, Texas 78154,

signs placed an Columbia and Covers Cove and "Caution Children" because #here are children
with disabilities residing ila Fairhaven subdivision, Trucks are going down Columbia 45 miles an
hour.

2. New Chairperson/Vice Chairperson. Consideration and/or action regarding: TSAC By-laws
"Regular Commission members will select a chairperson and vice chairperson from among the
regular members to officiate meetings during the first meeting of each calendar year. The
Commission will determine if additional officers are needed." (Acting Chairperson)
Motion to appoint Steve Bish as chairperson and Max Hernandez as Vice-chairperson by
Debbie Stone acrd second by Michael Goos. -A!l Ayes- Motion passed.
3. Minutes: Discussion and/or action .regarding the approval of the minutes of the March 3, 2011
meeting. Motioa to accept March 3, 2011 minutes by Michael Goos and second by Joey
Bishop. -All Ayes- Motion passed,
4. Borgfeld Rd: Consideration and/or action: Residence of Dove Meadows concerned about the
traffic volume on 13orgfeld Rd and feel that off street parking is dangerous. Requesting and

Ordinance for ``No Off Street Parking" on Borgfeld Road in the Schertz City limits. Brought
forward by recommendation of City Council {PWslEngineerir~g)
Staff recommended that this item be passed and forward to City Council for approval. Borgfeld
Road was stripped for two-way traffic therefore off street parking is not allowed.
Motion to close this item and foi•~vard to Ciiy Council was made by Joey Bishop and second by
Michael Goos. -All Ayes- Motion passed.
5. City Engineer Repox#: Larry Dublin, P.E.
• Pheasant Drive Drainage improvement has been awarded to JLM Construction Services, Inc.
out of Cedar Park. Consti~action will begin in approximately 3 weeks and completed in one
month.
« Northcliffe Streets reconstruction -Chelsea will begin in approximately 3 to 4 weeks.
• Northcliffe Sheets reconstruction Part B -plans should be ready in 2 weeks and bids should
ga out in approximately a month.
• TSAC By-laws waiting until revisions are made for changing the expiration month for alI
board membersfcommissioners at that time TSAC By-laws will be reviewed and revised.
G. Items to be placed ou Next Agenda: Consideration and or action on questions and possible items to
be placed on the next agenda (Commission Members)
a. Carolina Crossing South residences are requesting that the no parking on Inglewood Drive be
changed to "No Parking between the hours of 6 A•M. to G P.M Monday through Friday. Residences
guests can not parking on Inglewood Drive as it is now without receiving a traffic ticket because the
signs say "No Parking". (Convnissioner Ostrowski)
b. 75% of the issues brought before TSAC are guarding speeding through subdivisions. What
percentage of the daylnigltt is spent in subdivisions for traffic speeding? Could there be more PD
coverage for this issue? {CorruriissionerBnwers)
c. Propose to City Council to enforce a ~•uling for vehicles to use their lights in inclement weather
and at dusk. This is becoming a very dangerous issue especially on FM 1518, 3009, 1103 and
Sohertz Pkwy. (Commissioner Hernandez)
d. Steve Bish -High School Liaisons for TSAC.
