The Schertz Planning and Zoning Commission convened on March 23, 2011 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Richmond called the meeting to order at 6:00 P.M.
2. SEAT ALTERNATE TO ACT IF REQUIRED
Commissioner Crawford and Commissioner Braud were seated as voting members.
3. HEARING OF RESIDENTS
No resident comments.
CONSENT AGENDA:
A. Minutes for March 9, 2011
After the reading of Consent Agenda, Mr. Greenwald moved to approve as presented. Mr. Jacobs seconded
the motion. Vote unanimous. Motion carried.
5. ITEMS FOR INDIVIDUAL CONSIDERATION:
A. PC2011-007 FM 3009 South -Preliminary Plat
Consider and act upon a request for approval of a preliminary plat for 3.330E acre tract of land in the
T. Herrera Survey No. 68, Abstract 153, City of Schertz, Guadalupe County, Texas, and generally
located near the intersection of FM 3009 and Savannah Drive. The property is zoned Neighborhood
Services District (NS).

Ms. Sanchez reviewed staff comments on the preliminary plat and advised the Commission that the project
engineer was present.
Discussion followed between Commission, Staff and the Applicant on drainage, cross access with Walgreens
and tree preservation. Mr. Jacobs moved to approve this item. Mr. Greenwald seconded the motion. Vote was
6/1 with Commissioner Evans voting nay. Motion carried.
6. DISCUSSION ONLY ITEMS:
A. Discuss revisions to the Unified Development Code (iTDC) comprised of zoning, subdivision, and
other related land use regulations by superseding ordinance # 10-S-11, as amended.
Ms. Sanchez presented proposed changes to the UDC and advised the Commission that the discussion was
preliminary in nature. However, it will give the Commission and Staff an opportunity to begin collaboration
to work towards a recommendation to City Council.
Discussion followed between the Commission and Staff on the following articles:
• Article 5 -Zoning
• Article 8 -Special Uses and General Regulations
• Article 9 -Site Design Standards
• Article 10 -Parking
• Article 11 -Signs and Advertising Devices
• Article 12 -Subdivisions
• Article 16 -Definitions
The following items were suggestions for discussion with George Logan and the Parks Board: tree mitigation
fee increases, tree canopy study, enforcement of dead tree replacement, and parkland fees.
The Chairman requested that the next UDC discussion be placed on the April 27, 2011 meeting to allow the
Commission plenty of time to review the proposed material.

Mr. Greenwald commented on the light being installed at Dairy Queen, and City Council meeting
change.

• NEW SITE PLAN APPLICATIONS: The following site plan applications were
submitted to the Planning and Zoning Division between March 4, 2011 and March 18,
2011:
1. Blue Ridge Center -Site Plan
2. Cottonwood Subdivision -Site Plan
Ms. Sanchez gave a brief update on the following:
• The site plans for Blue Ridge Center and Cottonwood Subdivision were reviewed by Mr. Richmond.
