The Schertz Planning and Zoning Commission convened on April 27, 2011 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Richmond called the meeting to order at 6:00 P.M.

4 CONSENT AGENDA:
A. Minutes for March 23, 2011
After the reading of Consent Agenda, Mr. Greenwald moved to approve minutes as presented. Mr. Jacobs
seconded the motion. Vote unanimous. Motion carried.
5. PUBLIC HEARNING ITEMS:
A. ZC2011-003 Randolph Commercial Park -Zoning
Hold a public hearing, consider and act upon a request to rezone approximately 23.724E acres of land
from Single Family ResidentiaUAgricultural District (R-A) to Manufacturing District Light (M-1) and
General Business District (GB). The property is more specifically described as a portion of the
Richard Mockert Survey No. 316, Abstract No. 497, County Block 5064, City of Schertz, Bexar
County, Texas, generally located on Lower Seguin Road approximately 1246 feet east of Loop 1604.

Public Hearing opened at 6:05 pm.
Ms. Sanchez reviewed staff comments and advised the Commission that utility services are available to the
site with septic regulated by Bexar County. She commented on the Master thoroughfare plan related to this
property and the public hearing process.
Mr. Richmond recognized the following:
• Robert Brockman, 1000 Elbel, commented on the masonry fence requirements and public hearing
process related to Converse.
• Ms. Sanchez responded.
The public hearing closed at 6:11 pm.
Discussion followed between Commission, Staff and the Applicant on the commercial rezoning and its
proximity to the residential lots located in Converse.
Mr. Greenwald moved to forward a recommendation of approval to City Council. Mr. Glombik seconded the
motion. Vote was 6/1 with Commissioner Evans voting nay. Motion carried.
Chairman Richmond moved item 6A to be heard before public hearing item 5B.
6. ITEMS FOR INDIVIDUAL CONSIDERATION:
A. PC2011-012 Randolph Commercial Park -Master Plan
Consider and act upon a request for a master plan of the Randolph Commercial Park Subdivision, a
23.724E acre tract in the Richard Mockert Survey No. 316, Abstract No. 497, County Block 5064,
City of Schertz, Bexar County, Texas, generally located on Lower Seguin Road approximately 1246
feet east of Loop 1604.
Ms. Sanchez reviewed staff comments on the master plan and advised the Commission that the site consists
of 25 commercial lots which will be constructed in two phases. A small portion of the site is located in the
AICUZ and a 32' ingress/egress easement/all weather unobstructed access will be constructed to provide a
second access for public safety.
Discussion followed between Commission, Staff and the Applicant on the 20' sewer/drainage easement
located on the west side of the property. Mr. Greenwald moved to approve this item with the condition that
City Council approves the zoning. Mr. Jacobs seconded the motion. Vote was 6/1 with Commissioner Evans
voting nay. Motion carried.
5. PUBLIC HEARING ITEMS (CONTINUED):
B. ZC2011-004 UDC
Consider and make recommendation to City Council regarding the revised Unified Development Code
(UDC) comprised of zoning, subdivision, and other related land use regulations by superseding
ordinance # 10-5-11, as amended.
Public Hearing opened at 6:26 pm.
Ms. Sanchez presented proposed changes and clarifications to the UDC.

There being no one to speak the public hearing closed at 9:18 pm.
Mr. Murray moved to forward a recommendation of approval to City Council with the few clarifications and
modifications discussed. Mr. Greenwald seconded the motion. Vote was unanimous. Motion carried.

Ms. Sanchez gave a brief update on the following:
• The site plans were reviewed by Mr. Richmond.
• Thanked the Commission for their assistance through the UDC review process.
