PZ 06-08-2011PLANNING AND ZONING MINUTES June 8, 2011 The Schertz Planning and Zoning Commission convened on June 8, 2011 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. CALL TO ORDER/ROLL CALL Mr. Richmond called the meeting to order at 6:00 P.M. 2. RECOGNITION OF APPOINTED COMMISSIONERS Mr. Richmond recognized Mr. Crawford as a newly appointed Commissioner and Mr. Gordon Rae as a newly appointed Alternate Commissioner. 3. SEAT ALTERNATE TO ACT IF REQUHtED No Commissioners were seated. 4. HEARING OF RESIDENTS No resident comments. 5. CONSENT AGENDA: A. Minutes for May 11, 2011 and May 25, 2011 B. PC2011-023 Laura Heights Estates, Unit 6 -Final Plat Consider and act upon a request for approval of a final plat for Laura Heights Estates, Unit 6 Subdivision, consisting of a 21.674E acre tract of land in the Stacy B. Lewis Survey No. 317 and the Antonio Zamora Survey No. 36, City of Schertz, Bexar County, Texas and is generally located near the intersection of Ware Seguin Road and Boenig Road. The property is zoned Residential Agricultural (RA). After the reading of the Consent Agenda, Mr. Greenwald moved to approve the items. Mr. Crawford seconded the motion. Vote was 4/1 with Mr. Evans voting nay. Motion carried. 6. PUBLIC HEARNING ITEMS: Minutes Planning and Zoning Commission June 8, 2011 Page 1 of 3 A. PC2011-022 Keatts/Close Subdivision - Replat Hold a public hearing, consider and act upon a request for approval of a subdivision replat of Lot 28 of the Keatts/Close Subdivision establishing Lots 30 and 31 of the Keatts/Close Subdivision, consisting of a 1.529+ acres of land, generally located on the corner of Tri County Parkway and Assembly Circle. The property is zoned Manufacturing Light (M-1). Public Hearing opened at 6:06 pm. Ms. Sanchez reviewed staff comments and advised the Commission that the purpose for the replat is to divide lot 28 into two lots establishing lots 30 and 31. Staff has reviewed the impervious cover regulations related to the existing building on the proposed lot 31. The developed lot will have 77% impervious coverage which complies with the 80% maximum required by the UDC. The plat has been reviewed and complies with the UDC and the public hearing process. The public hearing closed at 6:09 pm. Discussion followed between the Commission, Staff and Applicant on the easement and property lines. Mr. Greenwald moved to approve the item. Mr. Murray seconded the motion. Vote was unanimous. Motion carried. 7. ITEMS FOR INDIVIDUAL CONSIDERATION: A. PC2011-024 Cottonwood II Subdivision -Preliminary Plat Consider and act upon a request for approval of a preliminary plat for Cottonwood II Subdivision, consisting of 6.597f acre tract of land out of the T. Herrera Survey No. 68, Abstract No 153 Guadalupe County Texas. This property is generally located on the northwest corner of Schertz Parkway and Live Oak Road. The property is zoned General Business (GB). Ms. Sanchez reviewed staff comments and advised the Commission that the preliminary plat consists of four undeveloped commercial lots. Ms. Sanchez advised the Commission that the plat complies with all requirements and offered staff recommendation. Discussion between the Commission, Staff and Applicant followed about the median cut along Schertz Parkway, decel lane and Live Oak Road dedication and extension. Mr. Murray moved to approve the item with the comments and concerns regarding the decel lane and curb cuts along Schertz Parkway be forwarded to Mr. Dublin. Mr. Crawford seconded the motion. Vote was 4/1 with Mr. Evans voting nay. Motion carried. 8. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. No requests. B. Requests by Commissioners to Staff for information. No requests. C. Announcements by Commissioners • City and community events attended and to be attended • Continuing education events attended and to be attended • Mr. Murray commented on the Little Firefighter Foundation event that was held at Pickrell Park. • Mr. Greenwald commented on the water treatment plant tour in Gonzales County. NEW SITE PLAN APPLICATIONS: No site plan applications were submitted to the Planning and Zoning Division between May 20, 2011 and June 2, 2011. Ms. Sanchez gave a brief update on the following: • 4th of July Jubilee • The proposed special meeting for June 15~' will not be held. • UDC was presented to each Commissioner and a table of contents was included to reference the revisions. • Strategic Planning Meeting was held June 1, and Mr. Richmond was in attendance. • Public Meeting to discuss the open Annexations will be held on June 13~'. 9.
