The Schertz Planning and Zoning Commission convened on June 22, 2011 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

1. CALL TO ORDER/ROLL CALL
Mr. Richmond called the meeting to order at 6:00 P.M.
2. SEAT ALTERNATE TO ACT IF REQUIRED
Mr. Richmond recognized Mr. Gordon Rae as the new Planning and Zoning Commission Alternate.
Mr. Braud and Mr. Rae were seated as voting members.
3. HEARING OF RESIDENTS
Mr. Brockman commented on the City Council meeting related to annexations, platting and the Unified
Development Code.
4. CONSENT AGENDA:
A. Minutes for June 8, 2011.
After the reading of the Consent Agenda, Mr. Greenwald moved to approve the item. Mr. Crawford
seconded the motion. Vote was unanimous. Motion carried.
5. PUBLIC HEARNING ITEMS:
A. ZC2011-006 FM 3009 South Subdivision -Zoning
Hold a public hearing, consider and act upon a request to rezone approximately 0.8971 acres of land
from Neighborhood Services District (NS) to General Business District (GB). The property is more
specifically described as a portion of the Torribio Herrera Survey No. 68, Abstract No. 153, City of
Schertz, Guadalupe County, Texas, generally located near the Southeast corner of Savannah Drive and
FM 3009.

Public Hearing opened at 6:06 pm. '
Ms. Sanchez reviewed staff comments and advised the Commission that the purpose for the request was to
rezone the subject property from Neighborhood Services District (NS) to General Business District (GB).
Staff has published and mailed public hearing notices according to state statues with 13 notices being mailed
with 3 objections received. The plat has been reviewed and complies with the UDC and the public hearing
process.
Mr. Richmond recognized the following:
• Robert Watts, CWS Architects, commented that the requested zone change was in an effort to place a
convenience store with gas pumps in the location.
• Maggie Crenshaw, 3708 William Scarbrough, stated her objection to the zone change request. She
commented on the removal of trees and the declining green space in the City.
• Robert Brockman, 1000 Elbel, commented on the ingress/egress access and height of existing rock.
The public hearing closed at 6:17 pm.
Mr. Richmond commented on the history of Schertz Parkway and FM 3009 from his perspective. He
commented on his idea of the City's needs for the area and questioned the access for trucks.
Mr. Evans questioned common access with the cleaners.
Mr. Watts clarified the following: ingress/egress of the fuel truck will be the same as the fire truck, cross
access will not be provided because neighboring property (Dutch Boy Cleaners) will not agree to the access,
there will be no reduction in height of hill, and the owner plans to leave as many trees as possible.
Discussion followed between the Commission, Staff and Applicant on the ingress/egress to the property and
TxDot requirements.
Mr. Evans expressed concerns with the General Business zoning because everything is already Neighborhood
Services. He commented on the incompatibility with the existing uses in the area.
Mr. Crawford moved to forward a recommendation of disapproval to City Council. Mr. Braud seconded the
motion. Vote was unanimous. Motion carried.
6. REQUESTS AND ANNOUNCEMENTS
A. Requests by Commissioners to place items on a future Planning and Zoning Agenda.
No requests.
B. Requests by Commissioners to Staff for information.
Mr. Evans requested information related to Kramer Farms and the 4-way intersection of Nell Deane and
Chestnut.

Mr. Evans commented on the June 8~' Planning and Zoning meeting related to the Cottonwood II
Subdivision and ingress/egress.

NEW SITE PLAN APPLICATIONS: The following site plan applications were
submitted to the Planning and Zoning Division between June 2, 2011 and June 16,
2011.

Ms. Sanchez gave a brief update on the following:
• City Council meeting information related to Annexations and Development Agreements.
• Gateway Planning will be holding their South Schertz Planning Charette August 28-31.
• 4th of July Jubilee will be held July 1st thru July 4`h. The City fireworks show has been cancelled;
however, Randolph will proceed with their show as planned.
• Two new site plans have been submitted for review.
