RESOLUTION NO. 01-R-39
A RESOLUTION
By both the City Councils of the City of Seguin, Texas and the City of Schertz, Texas,
stating both cities intent to join with each other to offer a proposal for provision of
Emergency Medical Services in the unincorporated areas of Guadalupe County.
WHEREAS, the County Commissioner's Court of Guadalupe County, Texas has
issued a solicitation for proposals for furnishing Emergency Medical Services to the
unincorporated areas of Guadalupe County, such proposals to be submitted not later than
2:00 p.m., Monday, December 3, 2001; and
WHEREAS, the cities of Seguin, Texas and Schertz, Texas, through their
respective Emergency Medical Services and Fire Departments, have been providing
excellent cost effective and efficient pre-hospital medical care to every citizen and visitor
in both the incorporated and unincorporated areas of Guadalupe County for more than 25
years, and this partnership has sought to provide the highest level of care and the utmost
in customer service to every person in Guadalupe County, regardless of their location or
residence, and;
WHEREAS, throughout these many years of able service to Guadalupe County, this
Schertz/Seguin EMS partnership has developed relationships with citizens, first
responder agencies, healthcare providers, local service groups and elected officials that
have ensured a level of service commitment which goes well beyond a simple business
commitment, having taken the initiative to elevate the level of care to residents and
visitors of Guadalupe County from basic life support to the highest and most advanced
MOBILE INTENSIVE CARE UNIT (MICU) level of service with no guarantee of
adequate compensation for this initiative and commitment, and;
WHEREAS, Schertz and Seguin have both made significant commitments of
capital for improvements of facilities and equipment, including new vehicles, stations,
advanced patient care equipment, radio and computer networks and extensive mutual aid
provisions to ensure superior performance under the most challenging of service
requirements, and;
WHEREAS, the Schertz/Seguin EMS partnership has made a concerted
commitment to the development and enhancement of the numerous volunteer fire
departments and first responder agencies throughout Guadalupe County, in order to
provide them with the most advanced training and continuing education while also
assisting them in acquisition of modem equipment, and;
WHEREAS, the Schertz/Seguin EMS partnership has striven diligently to
provide an exceptional level of service to the residents and visitors of Guadalupe County
at the lowest possible cost to taxpayers, through good business management of
operations, appropriate billing and collection of user fees, and adequate documentation
and enhancement of fee structures, all within the challenging market of increasing
medical service costs, decreasing Medicare and Medicaid funding, and aging population,
and;
WHEREAS, the Schertz/Seguin EMS partnership has labored long and
successfully to provide the highest quality, professionally staffed, emergency medical
service possible to the residents and visitors of Guadalupe County, as a long-standing
licensed provider of such services with the Texas Department of Health, having also
forged successful and unique partnerships through interlocal agreements with both the
New Braunfels Fire Rescue and Hays County EMS organizations, and;
WHEREAS, the Schertz/Seguin EMS partnership offers a commitment of
services from public sector entities who operate without a profit motive, supported by
residents and taxpayers of both cities, who are also residents and taxpayers of Guadalupe
County, and a contract for EMS services with this partnership ensures that dollars spent
for this contract stay in the local community and directly benefit local citizens and
taxpayers, and;
WHEREAS, award of a multi-year contract for EMS services in the
unincorporated areas of Guadalupe County to the Schertz/Seguin EMS partnership will
provide the greatest potential for excellence in EMS services to all Guadalupe County
residents and visitors at the lowest possible cost to all taxpayers, NOW THEREFORE,
Be it resolved mutually by both the City Councils of the cities of Seguin and Schertz,
Texas:
THAT these two CIties will forward a joint proposal for prOVlSlon of
EMERGENCY MEDICAL SERVICES for the unincorporated areas of Guadalupe
County to the Guadalupe County Commissioner's Court, and;
THAT said proposal will constitute the official best and final offer for
provision of said services to the County Commissioner's Court and the residents of
Guadalupe County from these two jurisdictions.
PASSED, APPROVED AND ADOPTED, this ~day of ~ ,2001, in
Regular Session of the governing bodies of the cities of Seguin, Texas and Schertz,
Texas.
