Citizen appointees would serve as chairperson, to be elected by the
committee members every two or three years, in keeping with whatever
service terms are decided upon.

The Council appointees to the TSAC would be recruited by advertising for volunteers to
serve on the Committee, and stating qualifications for service in the advertisement.
These qualifications would include residency in the city, statement of employment,
characterization of interest in and special skills or experience for service on the
Committee, and willingness to serve as a volunteer with a service term limit of two to
three years. Council may establish other criteria, as you deem appropriate. A two

exception. Initial appointees would receive different lengths of initial appointment, in
order to stagger their terms and provide continuity of knowledge and experience.
Advertisement for these appointments would be carried out locally, through the local
print and electronic media, and would also include notice to the various homeowners
associations in the city. In addition, we would advertise or post anywhere else the
Council feels it appropriate.
