PZ 08-10-2011PLANNING AND ZONING MINUTES August 10, 2011 The Schertz Planning and Zoning Commission convened on August 10, 2011 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. CALL TO ORDER/ROLL CALL Mr. Richmond called the meeting to order at 6:00 P.M. 2. SEAT ALTERNATE TO ACT IF REQUIRED Mr. Rae was seated as a voting member. 3. HEARING OF RESIDENTS No citizen comments. 4. CONSENT AGENDA: A. Minutes for July 13, 2011. After the reading of the Consent Agenda, Mr. Jacobs moved to approve the item. Mr. Greenwald seconded the motion. Vote was unanimous. Motion carried. B. PC2011-033 Cottonwood II Subdivision -Final Plat Consider and act upon a request for approval of a final plat for Cottonwood II Subdivision, consisting of 6.597 acre tract of land out of the T. Herrera Survey No. 68, Abstract No 153 Guadalupe County Texas. This property is generally located on the northwest corner of Schertz Parkway and Live Oak Road. The property is zoned General Business (GB). Minutes Planning and Zoning Commission August 10, 2011 Page 1 of 3 Mr. Evans commented on the proposed 25' CCMA Sanitary Sewer Easement. Ms. Wood responded that the new easement on Lot 4, Block 1 would replace the existing 25' Sewer easement when Live Oak Road is extended and constructed. Mr. Evans asked about the extension of Live Oak Road. Mr. Hill responded. Discussion between the Commission, Staff and Applicant followed about the curb cuts and ingress/egress along Schertz Parkway. Mr. Murray moved to approve the item. Mr. Greenwald seconded the motion. The vote was 4/3 with Mr. Jacobs, Mr. Richmond and Mr. Evans voting nay. Motion carried. 5. DISCUSSION ONLY ITEMS: A. Discussion related to the Unified Development Code, Sec. 21.8.3 Carports, Porte-Cocheres. Ms. Sanchez gave a presentation on Carports and the regulations within the Schertz Unified Development Code. She advised the Commission that City Council wanted Staff and the Commission to review the regulations and offer any comments/revisions. Discussion followed between the Commission and Staff related to the UDC, Carports and variances. Ms. Sanchez requested volunteers to take photos. Mr. Crawford and Mr. Jacobs offer their time and services to take photos. The Commission requested that Ms. Sanchez forward the Powerpoint presentation to all member for review. Ms. Sanchez responded. Ms. Sanchez advised the Commission that the topic of Carports will be placed on a upcoming agenda for discussion, consideration and recommendation to the City Council. 6. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. Mr. Murray requested discussion related to parking and landscaping for large developments. B. Requests by Commissioners to Staff for information. No requests. C. Announcements by Commissioners • City and community events attended and to be attended • Continuing education events attended and to be attended No announcements by Commissioners. D. Announcements by City Staff. • City and community events attended and to be attended. • NEW SITE PLAN APPLICATIONS: No site plan applications were submitted to the Planning and Zoning Division between July 20, 2011 and August 4, 2011. Ms. Sanchez gave a brief update on the following: • APA Conference update. • Staff and Council are working on the Budget for the FY 2011-2012. • South Schertz Planning Charrette scheduled August 29 - 31.
