TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES THURSDAY, SEPTEMBER 1, 201. ~ 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened on September 1, 2011 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schet•tz Parkway, Schertz, Texas 78154. CaII to order at 5:30 p.m. by Max Hernandez acting vice chairperson. Members present: Larry Bush Jr. Larry Dublin, City Engineer Michael Harris, Assist Police Chief Mnx Hernandez Doug Letbetter, PWs Superintendent of Streets Joltrt Ostrowski Debbie Perrone -Recording Secretary William Rrrrrrfelt Members not resent: Stephen Bislt Joey Bishop Blrr Bower's David Covington, Fire Chief Micltaer Caos Robert Martinez, PWs Streets Supervisor Gordon Rae Dudley Wait, EMS Director Byron Sar:derfer Debbie Stone Dan Taylor, Police Chief Sam Willoughby - P W Director HEARING OF RESIDENTS: • Doug Edwards, 3717 Limestone Mesa, Resident from Carolina Crossing Unit #4 present if Commissioners had questions on item #2. • Scott Reed, 3705 Marietta Lane, Resident from Carolina Crossing Unit #4 present if Commissioners had questions on item #2. • Laura Mallum, 5008 Corridor Loop Rd representative from the Hampton and Fairfield Inns present if Commissioners had questions on item #~1. 1. Minutes -Consideration and/or action regarding the approval of the minutes for September 2, 2011 Motion to accept September 2, 2011 minutes by John Ostrowski and second by Debbie Stone -All Ayes- Motion passed 2. Carolina Crossing Unit #4 HOA -Request to add Bicycle and Pedestrian gate onto Schertz Pkwy, Scott Reed had pictures showing there is enough room to install a bicycle and pedestrian gate and that the gate would open inward to the subdivision. Max Hernandez asked if there would be any cost to the city installing the gate? Scott Reed said that all cost would fall onto HOA. William Rumfelt asked if there are any other bicycle and pedestrian gates in this subdivision. Residences stated that there is one gate on Savannah Drive. Larry Dublin, City Engineer stated that the gate would have to be ADA compliance. Larry Dublin also asked if there would be any cutting of the curb outside the gate residence would have to look into that. Larry Dublin said staff is willing to meet the HOA at the site and discuss what they want and staff will work the HOA. Larry Dublin did not think tlvs would have to go before City Council but would check with management. 09-01-2011 Minutes Wage 1 Motion made by Byron Sanderfer to approve Bicycle and Pedestt•ian gate request as long as it is ADA compliance and no cost absorb my the HOA item second by Debbie Stone to approve item. All Ayes- Motion passed. 3. Chelsea Drive and Cherry Tree Drive -- No Over Night Parking on the corner of Chelsea Drive and Cherxy Tree Drive. (PWs/Engineering} Staff received a call from a resident stated that the no parking sign had been removed during constzuction and wanted reinstalled. Staff has installed the sign and after research, this sign is not cover under any city ordinance. Without an ordinance, tickets cannot be legally written. Staff stated that the no parking sign had been installed by the county years ago before the subdivision was annexed into the city. Staff is requesting an ordinance to be written to cover this street. Laz•ry Dublin, City Engineer stated the street is 40 feet wide and wide enough for parking on both sides and does not see any problem with parking an the street. Larry Dublin suggest that this item be table and bxought back to the next TSAC meeting giving the commission time to visit the site in question and if any action should be taken. Motion made by John Ostrowski to table this item second by Debbie Stone to table item. All Ayes- Motion passed 4. Corridor Loop Road -- Address parking on both side of the street: Dangerous situation when existing packing lots along Corridor Lane. Brouglzt to TSAC by Erin Matlock, EDC Specialist II (PWs/Engineering) This item was pulled Thursday August 4, 2011 at 2:10 p.m. by management and staff. Laura Mallum, Hampton and Fairfield Inns stated that the street parking is danger to people exiting the hotel properties. Chief Taylor stated that people are darting across between the cars to the other side and it is becoming a very dangerous situation. There is no reason far packing on that street at all. P & Z enforce amply parking for both customers and employees to park in the establishment parking lots. Employers have requested that their employees park on the street so that the parking spaces at the establishment have amply parking for their business. Hampton and Fairfield have agreed to let the employee's park in their parking lots to help get the cars off the street. Max Hernandez requested that the curb in front of the fre hydrant be painted red. Motion made by Bryon Sanderfer io make Corridor Loop Rd a "No Parking" zone on either side of the road due to safety reasons and forwarding onto City Council this item second by Jolrzz Ostrowski to make Corridor Loop Rd a "No Parking" zone on either side of the road due to safety reasons and forwarding onto City Council .All Ayes- Motion passed. 5. Country Clab Blvd, - No Parking on south and north bound {PWs/Engineering) This issue came to TSAC from a council member to research the parking on Countty Club Blvd. Larry Dublin has not seen anyone parking on the street and it is wide enough for parking, Larry Dublin suggested that this item be table and get more information and bring it back to TSAC, Also allowing commissioners to visit the site in question and if any action should be taken. William Rumfelt is concerned because this came to TSAC by a council member that maybe it should not be table. Chief Taylor believes this item came to TSAC by Councilman Seagliola to look into the parking situation this does not mean that Councilman Scagliola is for or against it; he is just passing on the concerns of a resident in his neighbor. Motion made by William Rumfelt to table this item second by Jahn Ostrawski to table item. All Ayes- Motion passed 6, Curb Painting in No Parking Zones - Request to paint curbs in a No Parking Zone. Painting the curbs will infoz•txz motorist of the No Patking Zone and will allow traffic tickets to be written. In addition, to No Parking signs. {PWs/Engineering) 09-01-2011 Minutes Page - 2 - Signs have been removedlstolen in no parking zones therefore making it hard to write tickets. Current ordinance does not cover painted curbs, whicl~ is what staff if requesting TSAC to ( approve, Areas will be painted an as need bases. Byron Sanderfer questioned that the request to paint curbs is in addition to what the ordinance says now. Painting curbs will be the last resort when signs are continuously being removedlstolen. City Engineer Report: (Larry Dublin, P.E., City Engineer) Northcliffe Street Reconstruction, Phase II should be completed by end of September. Rural Roads Phase 1 Ware Seguin @ FM 1518 was awarded to Wagner Materials and Construction. Public Works will be doing construction on Lower Seguin and Pfeil Raad and other road projects as they come up. Coming forward to TSAC will be two (2) petitions for two more speed humps on Morning Drive. $.
