The Schertz Planning and Zoning Commission convened on September 28, 2011 at 6:00 p.m. at the
Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

3. HEARING OF RESIDENTS
Mr. Steve Layton, 12231 Lost Meadows, gave a presentation related to flooding, sheet flow and drainage in
the South Schertz area.
Mr. Mike Dahle, Schertz resident, commented on flooding and drainage in the South Schertz area.
4. CONSENT AGENDA:
A. Minutes for August 10, 2011.
After the reading of the Consent Agenda, Mr. Jacobs moved to approve the item. Mr. Greenwald seconded
the motion. Vote was unanimous. Motion carried.
5. PUBLIC HEARING ITEMS:
A. ZC2011-010 Randolph Commercial Park -Zoning
Hold a public hearing, consider and act upon a request to rezone approximately 23.724f acres of
land from Manufacturing District Light (M-1) 16.899 acres and General Business District (GB)
6.825 acres to Manufacturing District Light (M-1) 17.821 acres and General Business District (GB)
5.903 acres. The property is more specifically described as a portion of the Richard Mockert Survey
No. 316, Abstract No. 497, County Block 5064, City of Schertz, Bexar County, Texas, generally

located on Lower Seguin Road approximately 1246 feet east of Loop 1604.
Public Hearing opened at 6:23 pm.
Ms. Sanchez advised the Commission that the applicants Engineer would like to make opening comments.
Mr. Evans recognized Mr. Arturo Camacho project Engineer.
Mr. Arturo Camacho requested a postponement of the Zoning and Master plan until the October 26, 2011
meeting.
Discussion followed between Commission, Staff and the Applicant on the reason for the postponement
request and the public hearing time table.
With no one to speak the public hearing closed at 6:27 pm.
The Commission unanimously voted to postpone Items SA and 6C until the October 26, 2011 Planning and
Zoning Commission meeting.
B. ZC2011-009 Pride RockRanch -Zoning
Hold a public hearing, consider and act upon a request to rezone approximately 121.97f acres of
land known as Pride Rock Ranch from Pre-Development District (PRE) to Planned Development
District (PDD). The property is generally located 2,800 linear feet east of intersection of F.M. 1518
& Lower Seguin Road.
Public Hearing opened at 6:28 pm.
Ms. Sanchez introduced the applicant and their representatives. She reviewed staff comments and advised the
Commission that the application for this the Master Plan was submitted prior to annexation. She commented
that the site is currently undeveloped and the developer is requesting a PDD zoning with 547 residential lots.
Ms. Sanchez commented on the PDD document and information related to utilities, parks, access and public
hearing information. Twelve public hearing notices were mailed with 2 responses received: one (1) in favor
and one (1) opposed.
Mr. Evans recognized the following:
• Steve Layton, expressed concern on two areas which include: the edge of the property next to the
School and next to the Friesenhahn's property. These concerns related to the adverse effects from
grading and the earthen channel. He suggested that the PDD document address these issues.
The public hearing closed at 6:36 pm.
Mr. Jacobs asked Mr. Layton to clarify some information he provided.
Mr. Layton clarified.
After consideration of Section 21.5.10 F set forth by the Unified Development Code, Mr. Jacobs moved to
forward a recommendation of approval to City Council. Mr. Braud seconded the motion. Vote was
unanimous. Motion carried.
6. ITEMS FOR INDIVIDUAL CONSIDERATION
A. PC2011-035 Kensington Ranch Estates Subdivision -Revised Master Plan
Consider and act upon a request of a revised subdivision master plan of Kensington Ranch Estates
Subdivision consisting of 76.588+ acres of land containing 201 residential lots located west of
Schertz Parkway. This property is currently zoned Planned Development (PDD).
Ms. Sanchez reviewed staff comments and advised the Commission that this original master plan was
approved in 2006, revised in 2010 and the purpose of the current amendment is to phase Unit 3 and add 17
additional buildable lots into Unit 1.
Mr. Jacobs moved to approve this item. Mr. Glombik seconded the motion. Vote was unanimous with Mr.
Greenwald unavailable for the vote. Motion carried.

B. PC2011-036 Kensington Ranch Estates Subdivision -Revised Preliminary Plat
Consider and act upon a request of a revised preliminary plat of Kensington Ranch Estates
Subdivision consisting of 76.588+ acres of land containing 201 residential lots located west of
Schertz Parkway. This property is currently zoned Planned Development (PDD).
Ms. Sanchez reviewed staff comments and advised the Commission that the purpose of the current
amendment is to phase Unit 3 and add 17 additional buildable lots into Unit 1.
Mr. Greenwald moved to approve this item. Mr. Glombik seconded the motion. Vote was unanimous.
Motion carried.
C. PC2011-041 Randolph Commercial Park -Master Plan
Consider and act upon a request for a master plan of the Randolph Commercial Park Subdivision, a
23.724E acre tract in the Richard Mockert Survey No. 316, Abstract No. 497, County Block 5064,
City of Schertz, Bexar County, Texas, generally located on Lower Seguin Road approximately
1246 feet east of Loop 1604.
This item was postponed to October 26, 2011 by a unanimous vote.
D. PC2011-008 Pride Rock Ranch -Master Plan
Consider and act upon a request for a master plan of the Pride Rock Ranch Subdivision, a 121.971
acre tract of land from Pre-Development District (PRE) to Planned Development District (PDD).
The property is generally located 2,800 linear feet east of intersection of F.M. 1518 & Lower
Seguin Road.
Ms. Sanchez reviewed staff comments. She commented that the site is currently undeveloped and the
developer is proposing 5471ots. The site has been reviewed with no objections by various utility agencies and
City Staff.
Mr. Glombik commented on drainage.
Mr. Murphy responded that a preliminary drainage plan was submitted with the master plan and additional
review will be done with each unit.
Mr. Crawford asked Mr. Layton if his drainage concerns have been addressed with City Staff and the City
Engineer.
Mr. Layton responded that he met with the City Manager and the City Attorney.
Mr. Greenwald commented that Engineering is only required to provide for the development and not solve the
problems for South Schertz.
Discussion followed between the Commission, staff and the applicant related to drainage and the
development.
Mr. Greenwald moved to approve this item with the condition that Engineering look at sheet flows as it
pertain to this project. Mr. Jacobs seconded the motion. Vote was 4/2 with Commissioners Crawford and
Glombik voting nay. Motion carried.
7. DISCUSSION ITEMS
A. Discussion related to parking and landscaping for large developments. (Murray)
Discussion item was moved to the next regularly scheduled meeting.

Planning and Zoning Division between July 20, 2011 and August 4, 2011.
Ms. Sanchez gave a brief update on the following:
• APA Conference update.
• Site plans reviewed by Mr. Richmond.
• City offices will be closed October 10, 2011 in observance of Columbus Day.
