SPECIAL JOINT MEETING
September 13, 2011
A Special Joint meeting was held by the Schertz City Council of the City of Schertz,
Texas, on September 13, 2011, at 4:00 p.m., in the Schertz Civic Center, 1400 Schertz
Parkway, Building 5, Schertz, Texas. The following members present to -wit:

CALL TO ORDER SPECIAL MEETING
Cali to Order by each Governing Body:
Mayor Baldwin called the Special Joint Council meeting to order at 4:10 p.m.
Chair David Richmond called the Special Joint Planning & Zoning meeting to
order at 4 :11 p.m.
Chair Michael Carpenter called the Special Joint Reinvestment Zone Number
Two Board of Directors (TMZ) meeting to order at 4:12 p.m.
2. Presentation/discussion and possible action by one or more of the Governing
Bodies regarding the Sedona Project. (J. Kessel/M. Spain).
Mayor Baldwin welcomed everyone in attendance and recognized those present
from CCMA, SCUCISD, and Gateway Planning.

City Council, the Planning and Zoning Commission, and TIR.Z Board members
were briefed by Manager Mr. Chris Price, Schertz 1518 Limited Partnership, and
Landscape Architect Mr. Roy Bechtel, regarding a proposed new vision
development called the "Sedona Trails A Master Plan Community." Mr. Price
started out by providing information regarding the original approved PDD plan.
He reiterated this is a prime location and a high quality subdivision development
opportunity. He provided information regarding the development that has already
taken place.
Mr. Price stated that in 2007 headwinds started stressing developers, partnerships,
and finances. All the builders of the original project were lost. During the years
that followed they began new research and formed new partnerships to look at the
market today. They went out and met with new developers. They have been
having on -going meetings with the City and with Gateway Planning for the idea
to transform Sedona into a Master Plan Community. Gateway provided
information as to how this would fit in the City's Master Plan.
Mr. Price introduced Mr. Roy Bechtel who provided more detailed information on
the plan in regards to the architectural design possibilities within the development
and answered questions. .
City Manager John Kessel stated that the presentation this evening provides a new
vision moving forward with the Sedona Trails concept. He reiterated that this fits
in with the 1 -10 Charrett meetings previously held. That it will provide great
variety and add value to the area and the City as a whole. He stated what the new
concept provides is only changing the design of the development.
It was the general consensus of the Council, Planning and Zoning Commission,
and the TIRZ Board to move forward with the new concept.
Mayor Baldwin stated that the plan is exactly what the City is looking for.
3. Adjournment.
As there was no further action, Mayor Baldwin adjourned the Council joint meeting at
5:29 p.m.
Chair Dave Richmond adjourned the Planning and Zoning Special Joint meeting at 5:30
p.m.
Chair Michael Carpenter adjourned the TI Special Joint meeting at 5:31 p.m.
