The Schertz Planning and Zoning Commission convened on October 12, 2011 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Evans called the meeting to order at 6:00 P.M.

4. CONSENT AGENDA:
A. Minutes for September 28, 2011.
After the reading of the Consent Agenda, Mr. Glombik moved to approve the item. Mr. Crawford seconded
the motion. Vote was unanimous. Motion carried.
5. ITEMS FOR INDIVIDUAL CONSIDERATION
A. PC2011-030 Willow Grove-Master Plan
Consider and act upon a request for a master plan of the Willow Grove Subdivision; a 67.77E acre
tract out of the J. Leal D. Survey No. 79, Abstract 424, County Block 5058, Bexar County, Schertz
Texas and is generally located 900E feet west of the intersection of Schaefer Road and FM 1518.
Ms. Sanchez reviewed staff comments and advised the Commission that the property was zoned R-6 in 2007.
The site is currently undeveloped and the applicant is proposing 220 residential lots to be developed in four
phases. The developer is requesting half credit for parkland dedication fees and to develop a 2.72 private
park/detention area in Unit 3.
Mr. Braud commented on decel lanes adjacent to FM 1518.

Ms. Sanchez responded that FM 1518 was a State Highway and under TxDot jurisdiction.
Mr. Evans commented on the open space zoned General Business.
Ms. Sanchez clarified.
Mr. Greenwald moved to approve this item with the condition that the plan be approved by the Parks and
Recreation Commission. Mr. Crawford seconded the motion. Vote was unanimous. Motion carried.
B. PC2011-031 Willow Grove Unit 1, Preliminary Plat
Consider and act upon a request for a preliminary plat of the Willow Grove Subdivision, Unit 1; a
18.451 acre tract out of the J. Leal D. Survey No. 79, Abstract 424, County Block 5058, Bexar
County, Schertz Texas and is generally located 900E feet west of the intersection of Schaefer Road
and FM 1518.
Ms. Sanchez reviewed staff comments and advised the Commission that the preliminary plat consists of sixty
undeveloped residential lots and the plat complies with all requirements.
Mr. Evans commented on the 20' dedication of ROW along FM 1518 and requested clarification on plan.
Mr. Weron responded that he would clarify the dedication at the entrance of the subdivision on the final plat.
Mr. Glombik moved to approve this item. Mr. Murray seconded the motion. Vote was unanimous. Motion
carried.
C. PC2011-038 Bindseil Farms-Master Plan
Consider and act upon a request for a master plan of the Bindseil Farms Subdivision; a 21.93E acre
tract out of the T. Herrera Survey No. 68, Abstract No.153, City of Schertz, Guadalupe County,
Texas and is generally located at the northwest corner of Live Oak Road and Schertz Parkway.
Ms. Sanchez reviewed staff comments and advised the Commission that the property was zoned R-7 in 2007.
The site is currently undeveloped and the applicant is proposing seventy-two residential lots to be developed
in two phases. The site has been reviewed with no objections by various utility agencies and City
departments.
Mr. Braud commented on the street name Stallion Loop and requested the name be changed.
Ms. Nichols commented that Stallion Bend or Pass has been approved by the approval agencies.
Mr. McCrary stated he would change the street name to Stallion Pass.
Mr. Evans commented on his appreciation of the 1' non access easements in the subdivision.
Mr. Greenwald moved to approve this item with the condition that Stallion Loop be change to Stallion Pass.
Mr. Crawford seconded the motion. Vote was unanimous. Motion carried.
D. PC2011-039 Bindseil Farms Unit 1, Preliminary Plat
Consider and act upon a request for a preliminary plat of the Bindseil Farms Subdivision, Unit l; a
12.071 acre tract out of the T. Herrera Survey No. 68, Abstract No.153, City of Schertz, Guadalupe
County, Texas and is generally located at the northwest corner of Live Oak Road and Schertz
Parkway.
Ms. Sanchez reviewed staff comments and advised the Commission that the preliminary plat consists seventy-
two residential lots to be developed in 2 phases and the plat complies with all requirements.
Mr. Jacobs moved to approve this item with the condition that Stallion Loop be change to Stallion Pass. Mr.
Greenwald seconded the motion. Vote was unanimous. Motion carried.
6. DISCUSSION ITEMS
A. Discussion related to parking and landscaping for large developments. (Murray)
Discussion item was moved to the next regularly scheduled meeting.

REQUESTS AND ANNOUNCEMENTS
A. Requests by Commissioners to place items on a future Planning and Zoning Agenda.

Mr. Braud asked about sidewalk maintenance on FM 78.
Mr. Sanchez responded that TxDot maintains sidewalks along FM 78.
Mr. Evans expressed concerns with parking in the Kramer Farms Subdivision and requested that TSAC look
at the area for safety.
Ms. Sanchez asked Mr. Evans to stop by the office to show staff the location on the map and staff will
forward the information.
Mr. Jacobs requested that the quarterly report be emailed.

Mr. Jacobs thanked staff for their planning and coordination of the APA conference.

• NEW SITE PLAN APPLICATIONS: No site plan applications were submitted to the
Planning and Zoning Division between September 28, 2011 and October 4, 2011.
Ms. Sanchez gave a brief update on the following:
• The 2012 APA Conference will be held in Ft. Worth.
• Reminded Commissioners to turn in receipts and hotel folio from the APA Conference.
• Thanked all that attended the APA Conference.
