A RESOLUTION
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS AUTHORIZING THE APPLICATION TO THE
CRIMINAL JUSTICE DIVISION, OFFICE OF THE
GOVERNOR OF THE STATE OF TEXAS, FOR GRANT
FUNDING TO THE ALAMO AREA NARCOTICS TASK
FORCE PROJECT TO BE USED TO PAY THE OPERATING
EXPENSES OF THIS PROJECT AND TO SUPPORT THE
COST OF PROVIDING ADDITIONAL PERSONNEL,
EQUIPMENT, FACILITIES, PERSONNEL TRAINING AND
SUPPLIES FOR MORE WIDESPREAD APPREHENSION OF
PERSONS WHO VIOLATE FEDERAL, STATE AND/OR
LOCAL LAWS RELATING TO THE PRODUCTION,
TRANSPORTATION AND DISTRIBUTION OF CONTROLLED
SUBSTANCES IN THE JURISDICTION OF THE ALAMO
AREA NARCOTICS TASK FORCE PROJECT.
WHEREAS, V.T.C.A., Local Government Code, Section 362.001 et. seq.
authorizes the creation of multi-jurisdictional, mutual
aid, law enforcement task forces to cooperate in criminal
investigations and law enforcement; and
WHEREAS,
the Alamo Area Narcotics Task Force has been created
aid in the detection, apprehension, and prosecution
cases arising out of violations of Federal, State,
local laws concerning the production, transportation
distribution of controlled substances; and

WHEREAS, the City of Schertz, Texas has participated for the last
3 years in the Alamo Area Narcotics Task Force project,
and in that connection, has approved expenditures of
grant funds and the participation of 1 police officer in
such Task Force operations; and
WHEREAS, the City of Schertz is currently a participating member
in the Alamo Area Narcotics Task Force and desires to
continue its participation therein; and
WHEREAS, the Governor's Office, Criminal Justice Division, State
of Texas, has indicated that Federal funds are available
for a Texas Narcotics Control Program under the Anti-Drug
Abuse Act of 1986 for the period of June 1, 1993 through
May 31, 1994; and
WHEREAS, Comal County will submit an application for a grant of
funds to the Alamo Area Narcotics Task Force Project, a
multi-jurisdictional, multi-agency, Narcotics Trafficking
Task Force of Comal County and other participating

entities of the Alamo Area Council of Governments area,
to include the City of Schertz; and
WHEREAS, the project will support the costs associated with the
detection, interdiction, apprehension and prosecution of
persons who violate Federal, State, and/or local laws
relating to the production, transportation and
distribution of controlled substances in the jurisdiction
of the Alamo Area Narcotics Task Force Project; and
WHEREAS, the City of Schertz believes it to be in the best
interest of the City of Schertz to join in the
application for a grant of funds from the Criminal
Justice Division, Governor's Office, State of Texas, to
the Alamo Area Narcotics Task Force; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
THAT the City of Schertz hereby authorizes the Comal
County Judge to submit an application on behalf of the City of
Schertz for the funding for personnel costs, direct operating
expenses, indirect costs, contract services, travel, equipment and
other miscellaneous expenses related to the operation of the Alamo
Area Narcotics Task Force.

BE IT FURTHER RESOLVED:
THAT any matching funds which may be required from the
City of Schertz for the 1993-1994 Grant to the Alamo Area Narcotics
Task Force will be paid from program income or forfeited funds from
the Alamo Area Narcotics Task Force, and to comply with new program
guidelines, guaranteed in the same amount as obligated funds by the
City of Schertz; provided further that the commitment for any
matching funds may be reduced and/or relieved by an equal amount of
increased asset forfeiture funds received by the beginning of this
project and including forfeitured property having been appraised as
to its value and available as program income.
THAT Comal County shall be the administering agency for
all of the grants under this fund.
