A RESOLUTION
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, URGING THE FEDERAL COMMUNICATIONS
COMMISSION TO AMEND ITS RULES REGARDING CABLE
TELEVISION RATE REGULATION TO PROVIDE FOR
LOCAL PARTICIPATION IN THE RATE-MAKING
PROCESS
WHEREAS, fOllowing passage by the Congress in 1984 of
the Cable Communications Policy Act, most cities, including
Schertz, lost all control over rates set by the cable television
firms, even though the cities grant the franchises under which
the cable companies operate; and
WHEREAS, basic cable television rates have increased 93
percent since the cable industry was deregulated in 1984; and
WHEREAS, Paragon Cable (the local company) is now again
ra~s~ng their rates on cable service in the area, which actions
have exhibited a callous disregard for consumer concerns and lack
of responsible monopoly operations; and
WHEREAS, current rates imposed by Paragon Cable have
become excessive, unjustifiably burdensome and raised to the
level of all the traffic will bear; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
THAT the Federal Communication Commission is urged to
amend its rules and regulations regarding cable television rate-
making authority to provide for local participation in the rate
making process; and
In conjunction therewith, or in the alternative, Congress is
urged to amend the Cable Communication Act to accomplish local
regulation of, and local participation in, the cable television
rate-making process.
