SPECIAL JOINT MEETING

A Special Joint meeting was held by the Schertz City Council of the City of Schertz,
Texas, on November 8, 2011, at 4:30 p.m., in the Schertz Civic Center, 1400 Schertz
Parkway, Building 5, Schertz, Texas. The following members present to-wit:

1. Call to Order by each Governing Body:
Mayox Pro-Tem Fowler called the Special Joint Council meeting to order at 4:40
p.m.
Chair David Richmond called the Special Joint Planning & Zoning meeting to
order at 4:40 p.m.
Chair Michael Carpenter called the Special Joint Reinvestment Zone Number
Two Board of Directors {T1RZ) meeting to order at 4:40 p.m.

2. Presentation discussion and possible action by one or more of the Governing
Bodies regarding the Sedona Project. (J. Kessel/M. Spain).
Mayor Pro-Tem Fowler welcomed everyone in attendance. Mayor Pro-Tem
Fowler introduced City Manager Jahn Kessel who provided opening comments
regarding the recent work staff has been working on regarding the Sedona Project.
City Council, the Planning and Zoning Commission, and TIR.Z Board members
were briefed by Manager Mr. Chris Price, Schertz 1518 Limited Partnership, and
Landscape Architect Mr. Roy Bechtel, regarding a proposed new vision
development called the "Sedona Trails: A Master Plan Community."
Mr. Price started out by providing information regarding the original approved
PDD plan. He reiterated this is a prime location and a high quality subdivision
development opportunity. He provided information regarding the development
that has already taken place.
Mr. Price stated that they have been having on-going meetings with the City staff
for the idea to transform Sedona into a Master Plan Community. He stated that
the project has been broken up into three phases in order to successfully meet the
deadlines. Mr. Price stated that he has enjoyed working with the Ieadership on the
process; the City of Schertz has a positive workforce and an amazing team. He
also stated that with the citizen input they have received, they have brought great
input into the success of the project as well,
Mr. Price introduced Mr. Roy Bechtol, President and CEO of Peibg who provided
more detailed information on the plan in regards to the architectural design
possibilities within the development and answered questions. Mr. Bechtel stated
this is a total community with mired uses. Tt will be a successful community with
strong ties. He stated that some of the areas were flat and they are working with
engineering to assure that the movement of water will flow correctly through the
creeks. He stated that there will be some packet parks within the development to
conserve green space. Flood plan engineers have been hired to correctly identify
any areas of concern.
Mr. Price and Mr. Bechtel address questions from citizens who were present.
City Manager John Kessel stated that the presentation this evening provides more
information on the new vision moving forward with the Sedona Trails concept.
He reiterated that this fits in with the I-10 Charrett meetings previously held, That
it will provide a great variety and add value to the area and the City as a whole.
Mayor Pro-Tem Fowler recognized Councilmember Scagliola who stated that he
like the townhouse concept. He would like to see a reflection of the Air Force
community. He spoke about a possibility of an Assisted .Living Facility. He
stated that in the south area there is a need for a substation and that the City needs
to be proactive.

Mr. Price pointed out an area where the development has a proposed Fire/EMS
station addressing Councilmember Scagliola comment.
Mayor Pro-Tem Fowler asked a question regarding if the power for the project
will be over or underground? He stated that the project is the ultimate concept
and meets all requirements. He also is concerned with the roads in the residential
areas and the width of the roads, particularly FM 151$.
Mayor Pro-Tem Fowler recognized Councilmember Carpenter stated he would
entertain conversations regarding the power being underground. He also stated
the project is creative and it is what the City has envisioned.
Mayor Pro-Tem Fowlex recognized TIItZ Board Member Steve White who stated
his concerns in developing around the Woman Hollering Cxeek area regarding
flooding, be aware of the water.
Mayor Pro-Tem Fowler recognized Parks Board Member Mustapha Debboun
who asked if the plan had enough space far a possible Sports Complex. City
Manager John Kessel addressed Mr. Debboun's concern stating that discussions
have been on-going and they are looking in the AICUZ areas for this type of
facility, He reiterated that this type of facility will require visibility and easy
access. In regards to the development this evening, he wants to preserve open
space and retain the beauty of the area. He asked that Mr. Debboun get with
George Logan regarding the Parks Master Plan. Mr. Debboun requested staff to
seriously look into a Sports Complex.
Mayor Pro-Tem Fowler recognized Ms. Layton who asked questions regarding
the trails and would there be hike and bike trails? Mr. Price indicated that some
of the trails throughout the development will vary in size, but to answer her
questions, yes.
Mayor Pro-Tem Fowler recognized Mr. Michael Dahle who commented on the
lane size on FM 151$ across from phase 1. He stated he is excited with the new
plan and it is what the people want to see. He reiterated that there needs to be a
FireIEMS station in the area, but would also like .staff to consider this a place
where citizens can go to pay utilities.
City Manger John Kessel stated that the plan is to try and have FM 1 S 1$ look like
Schertz Parkway, keep it rural in nature and make it where it has nice site lines.
Mayor Pro-Tem Fowler recognized Planning and Zoning Member Jake Jacobs
who asked consideration be given to a possible dog park and water way within the
AICUZ area. Mr. Price addressed his question stating that this has come up in
discussions as well as in the pocket parks.
Mayor Pro-Tem Fowler recognized Mr. Layton who also addressed his concerns
on the width of FM 1518. He also addressed concerns for traffic.
Mayor Pro-Tem Fowler recognized Planning and Zoning Member Ken
Greenwald who addressed his concerns regarding the trees in the area and would
they have to conform to the UDC. Mr. Price indicated that the development will

have a series of different landscapes throughout the area and should some trees
have to come down, they will be replaced with the proper landscape and other
trees.
3. Adjournment.
As there was no fi~rther action, Mayor Pro-Tem Fowler adjourned the Council joint
meeting at 5:44 p.m.
Chair Dave Richmond adjourned the Planning and Zoning Special Joint meeting at 5:40
p.m.
Chair Michael Carpenter adjourned the TIRZ Special Joint meeting at 5:40 p.m.
