TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES THURSDAY, OCTOBER OG 2011 5:30 P.M. The Transportation Safety Advisory Commission (TSAC} convened an October 06, 2011 at 5:30 p.rn. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Scher•tz, Texas 78154. Call to order at 5:30 p.m, by Steve Bish, chairperson. Members present: Stephen Bish Joey Bishop Bill Boa~~ejs Larry Busch Jr, Engineer in Training Michael Gaas Michael Harris, Assist Police Chief Max. Minutes -- Consideration and/or action regarding the approval of the minutes for September 01, 2011, Motion to accept September O1, 2011 minutes by John Ostrawski and second by Bill Bowers. -All Ayes- Motion passed 2. Chelsea Drive and Cherry Tree Drive - No Over Night Parking on the corner of Chelsea Drive and Cherry Tree Drive. (PWs/Engineering} -The county installed no parking sign when Northcliffe subdivision was under county jurisdiction since then the subdivision was been annexed by the City of Schertz and there is rro ordinance in place to cover' this street as a no parking zone. After a short discussion, the commission decided that there is no reason to make this street a no parking zone. Staff stated that the street it is wide enough and there does not seem to be a problem with parking on the street and agrees with the eornmission. Motion made by Michael Goos to close this item second by Jolln Ostrowski to close item. All Ayes- Motion passed 3. Coi~Rat~y Club Bh-ti. - Na Parking on south and north bound (PWs/Engirreer•ing}. After a short discussion, the conunissiorr agreed that there was no need to make this street no parking. Staff stated that this street is wide enough for traffrc and parking and agreed with the commission. Motion made by Michael Goos to close this item second by John Oshawski to close item. All Ayes- Motion passed ~1. Morning D~•. -Petition for speed hump on Morning Dr and Cherry Tree. Submitted to TSAC by Melvin Carter and residences of Northcliffe subdivision. Staff conducted a traffic study and the report shows a high volume of speeding between the hours of 2 p,rn. and 8 p.m. an Morning Drive. 10-Qb-2©11 A4inures Page 7 Staff recommended added one speed hump on Morning Drive location will be determined by staff. After a short discussion and reviewing the traffic study, the Commission agreed that one speed hump is in ordered. Motion to forward the item on to City Council for consideration made by William Rumfelt ~ and second by Max Hernandez to foi~vard the item on to City Council for consideration -All Ayes -Motion passed 4. City Engineer Report: (Larry Bt-sclt Jr., City Engineer In Training) Northcliffe construction should be Finishing approximately ~l weeks. Larry Dublin has retired and will be on staff as a contract const~lta~rt. His title will be Deputy City Engineer. Mark Hill, P.E. with Ford Engineering is also a contract consultant. Ware Seguin Road and FM 1518 conshl~ction should be under way shortly. 5. ~teuts fot• Next Agenda: Consideration and or action on questions and possible items to be placed on the next agenda (Commission Members) Berl North Drive --- Increase speed limit. -Commission School bus stops located at busy intersections in subdi~lisio~t -Steve Bish. Petition submitted for Lone Oak speed hump -Max Hernandez. 6. Staff Co~iunents: City annual Fall clean eip drill begin October S and run through October 23 please pass the word to your friends and neighbors.
