The Schertz Planning and Zoning Commission convened on November 9, 2011 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Richmond called the meeting to order at 6:23 P.M. following a special meeting of the Capital
Improvements Advisory Committee (P&Z members) to consider the 2011 Capital Improvements Program
and Impact Fee Analysis for the Water and Sanitary Sewer System.

4. CONSENT AGENDA:
A. Minutes for October 26, 2011.
B. PC2011-046 Kensington Ranch Estates Subdivision, Unit 3A -Final Plat
Consider and act upon a request of a final plat of Kensington Ranch Estates Subdivision, Unit 3A
consisting of 9.614+ acres of land containing 35 buildable residential lots located west of Schertz
Parkway. This property is currently zoned Planned Development (PDD).
After the reading of the Consent Agenda, Mr. Jacobs moved to approve the consent agenda. Mr. Crawford
seconded the motion. Vote was unanimous. Motion carried.

A. ZC2011-011 Schertz Parkway Apartments -Zoning
Hold a public hearing, consider and act upon a request to rezone approximately 9.99E acres of land
from General Business District (GB) to Apartment/Multi-Family Residential District (R-4). 'The
property is more specifically described as a portion of the Toribio Herrera Survey No. 68, Abstract
No. 153, City of Schertz, Guadalupe County, Texas, generally located on Schertz Parkway
approximately .08 miles South of Legacy Oaks Parkway.
Public Hearing opened at 6:24 pm.
Ms. Sanchez reviewed staff comments and advised the Commission that owner and applicant was present.
She commented on the notification process, parkland dedication, current zoning and the future land use map.
Mr. Richmond recognized the following:
• Tony Eugenio gave a short briefing on the proposed complex elevations for the developer, Mr. White.
• Jesse Hellums commented that he lives on the property, the developer builds a good product and he
strongly recommends the project.
• Steve Boswell, Schertz property owner, commented that he owns a lot in Live Oak Hills and has no
objections but is concerned with the utilities and how they relate to his property.
The public hearing closed at 6:40 pm.
Discussion followed between Commission, Staff and the Applicant related to traffic safety, ingress/egress,
road improvements and cross connectivity.
Mr. Jacobs commented on the traffic and his vision on the area.
Mr. Greenwald commented on the traffic flow and ingress/egress from the property.
Mr. Richmond commented on cross connectivity with Legacy Oaks Apartments.
Mr. Eugenio responded that there would be no cross connectivity with Legacy Oaks because it has a different
owner and commented on the construction of two points of access for the property.
Mr. Braud expressed concern with the entrance on Schertz Parkway.
Mr. Murray reminded the Commission that this was a zoning request and that traffic safety would be
addressed at the appropriate time in the process. He commented that the apartment zoning district would be a
buffer between the high commercial areas located on IH 35 and the residential and recommended that the
natural landscaping on Schertz Parkway be utilized.
Mr. Richmond stated that he feels that the proposal has merit and reminded the Commission of the broad list
of permissible uses approved in the existing General Business zoning district.
Mr. Crawford requested that the developer work closely with the City staff on the traffic concerns.
Mr. Murray moved to forward a recommendation of approval to City Council. Mr. Crawford seconded the
motion. Vote was 6/1 with Mr. Evans voting nay. Motion carried.
6. REQUESTS AND ANNOUNCEMENTS
A. Requests by Commissioners to place items on a future Planning and Zoning Agenda.
• Update from Public Works on the proposed timeline for Weiderstein Road. (C. Glombik)
• Update from the School District on locations for potential new schools. (D. Richmond)
B. Requests by Commissioners to Staff for information.
Mr. Braud asked for information on the timeline of the proposed Convenience Store located at Schertz
Parkway and Live Oak Road.
Ms. Sanchez responded that the site plan has been approved and will expire in two years. At this time there
are no applications submitted.

• Mr. Braud commented on the recent school district meeting related to potential new school locations.
• Mr. Richmond commented on the Sedona public meeting held on Tuesday, November 8, 2011.

NEW SITE PLAN APPLICATIONS: No site plan applications were submitted to the
Planning and Zoning Division between October 20, 2011 and November 3, 2011.

Ms. Sanchez gave a brief update on the following:
• Sedona workshop held on Tuesday, November 8, 2011.
• City Master calendar provided.
• November 23, 2011 Planning and Zoning Meeting cancelled.
• City offices are closed on November 11, 2011 in observance of Veterans Day.
• Wished all a Happy Thanksgiving.
