PZ 12-14-2011PLANNING AND ZONING MINUTES December 14, 2011 The Schertz Planning and Zoning Commission convened on December 14, 2011 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. CALL TO ORDER/ROLL CALL Mr. Richmond called the meeting to order at 6:00 P.M. 2. RECOGNITION/OATH OF APPOINTED COMMISSIONERS The Chairman recognized appointed members Bert Crawford, Christian Glombik, Michael Dahle, Gordon Ray and himself. Ms. Wood administered the oath of office to each of the appointed members. 3. SEAT ALTERNATE TO ACT IF REQUIRED Mr. Rae was seated as a voting member. 4. HEARING OF RESIDENTS Steve Layton commented on the proposed Willow Grove Subdivision and suggested that consideration be given to traffic flow and drainage on FM 1518 during the review process. 5. CONSENT AGENDA: Item SC was pulled from the consent agenda for additional discussion and individual consideration at the request of City Staff. A. Minutes for November 9, 2011. PC2011-051 Kensington Ranch Estates, Unit 3B -Final Plat Consider and act upon a request for a final plat of Kensington Ranch Estates Subdivision, Unit 3B consisting of 6.111+ acres of land containing 13 buildable residential lots located west of Schertz Parkway. This property is currently zoned Planned Development (PDD). After the reading of the Consent Agenda items SA and SB, Mr. Jacobs moved to approve the items. Mr. Glombik seconded the motion. Vote was unanimous. Motion carried. C. PC2011-048 Willow Grove, Unit 1 -Final Plat Consider and act upon a request for a final plat of the Willow Grove Subdivision, Unit 1; a 18.45E acre tract out of the J. Leal D. Survey No. 79, Abstract 424, County Block 5058, Bexar County, Schertz Texas and is generally located 9001 feet west of the intersection of Schaefer Road and FM 1518. Ms. Sanchez, Director of Development Services, explained the proposed final plat requested. She stated that the master development plan was approved with two points of access; however, it is important that each unit developed also shall have two points of access during construction. She recommended that the plat be approved with the condition that a temporary access road will be constructed to provide two points of access for Unit 1. Mr. George Weron, 7400 Blanco Road, provided the Commission with an exhibit and explanation. He showed that the development meets the City requirements. A short discussion followed between the Commission, Staff and the applicant about the responsibility of the road, timeline of the project, connectivity with neighboring properties and ingress/egress approval from TxDot. Mr. Greenwald moved to approve the item with the condition that a temporary road be constructed as a secondary access. Mr. Glombik seconded the motion. Vote was 6/1 with Mr. Evans voting nay. Motion carried. 6. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. No requests. B. Requests by Commissioners to Staff for information. Mr. Evans asked why Wiederstein Road was closed. Mr. Larry Busch, City of Schertz Engineer in Training, explained that the new medical plaza was extending the City water line. Mr. Dahle asked about the UDC update process. Ms. Sanchez explained that the process usually starts in mid- January with the Commission public hearing being in March or April with the goal for City Council to hear and adopt the changes in May. NEW SITE PLAN APPLICATIONS: No site plan applications were submitted to the Planning and Zoning Division between November 3, 2011 and December 9, 2011. Ms. Sanchez thanked the Commissioners for their service over the past year! She reminded everyone that there were no more meetings scheduled for the balance of the year and wished everyone a Merry Christmas. 7. ADJOURNMENT OF THE REGULAR MEETING The meeting adjourned at 6:30 P.M.
