The Schertz Planning and Zoning Commission convened on January 3, 2012 at 4:30 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Hold a public hearing and consider and act upon a request to rezone approximately 788.8577E acres
of land out of 852.2 acres of land which is zoned Planned Unit Development District (PUD) from
Planned Unit Development District (PUD) to Planned Development District (PDD) generally for
mixed use development. The 788.8577E acres of property is more specifically described as a portion
of the Julian Diaz Survey No. 66, Abstract No. 187 County Block 5059, and also a portion of the E.R.
Evans Survey No. 80, Abstract No. 216, County Block 5060, and also a portion of the Geronimo Leal
Survey No. 79, Abstract No. 424, County Block 5058, City of Schertz, Bexar County, Texas,
generally located west of FM 1518 at Lower Seguin Road.

Public Hearing opened at 4:37 pm.
Michelle Sanchez, Director of Development Services, made a presentation on the proposed Sedona rezoning
and explained the request to change approximately 790 acres of existing Planned Unit Development District
(PUD) to Planned Development District (PDD) generally for mixed used development. The original
approximately 850-acre Sedona Subdivision was established as a Planned Unit Development (PUD) on
August 16, 2005 and amended on May 24, 2006. In August 2011, a reformulated Sedona Subdivision
development team approached the City about the possibility of "upgrading" the remaining approximately 790
acres of the subdivision's standards and plans outlined in the Planned Unit Development (PUD) document in
an attempt to better respond to changing market conditions. Since August, staff has been working with the
developers to create a Master Planned development. She highlighted various major design elements including
"must build streets", open spaces, trails and other key elements. Sedona Trails will be divided into three
phases, the timing of which will be presented to the Planning and Zoning Commission and City Council over
the course of the next year. She concluded the presentation with a summary on how this project will allow for
a diversity of housing choices including more housing product types thus allowing for people to remain in the
community as their housing needs change throughout their lifetime and how the project advances the vision
of the South Schertz planning efforts.
Chris Price, Schertz 1518 Ltd, thanked the Commission for scheduling the special meeting. He explained that
due to market changes, the housing crisis, and problems with the current design of tract homes with few
amenities the development needed changes.
Roy Bechtol explained that the reformulated development of Sedona is shaped to create special places within
the development. He commented on how the Modules will be divided with Module I including residential
with focus on infrastructure including drainage, water, wastewater, roads, etc. Module II will include
residential with focus on architectural standards for a much more intensive development area and will expand
the subdivision include uses such as multi-family apartments, townhomes, garden/patio homes and a diverse
commercial service district. Module III will focus on the southern-most acreage of the development and on
single family residential, commercial, and office uses.
Mr. Richmond recognized the following:
• Steve Layton, 12311 Lost Meadows Drive, commented on the drainage and the impact on Woman
Hollering Creek watershed. He expressed concerns with 50 homes that appear to be threatened by
flooding and recommended that no new homes be placed in the floodway.
• Kent Palma, 9012 Gila Bend, asked if the park behind his property would remain a park. He
expressed concerns with the drainage problems that exist today.
• Ms. Sanchez responded that Heritage Park would remain a park.
• Tim Knotts, Lower Seguin and FM 1518, explained the history of his property and his neutral
position on the project.

Chris Price explained that the park has already been dedicated to the City and the new plan has more
amenities. The current land planning has allowed more open space with density in some areas that is
more aesthetically pleasing and all drainage will be addressed.
Jesse Malone, Project Engineer, explained that a master drainage plan has been submitted and the
development will obtain the appropriate permits through the City and FEMA during the development process.
He commented that there will be no increased flow to the drainage channel on FM 1518 and areas of the
development will have detention ponds.

Discussion followed between the Applicant, Staff and Commission related to drainage and the proposed
development.
Mr. Jacobs moved to forward a recommendation of approval to the City Council. Mr. Glombik seconded
the motion. Vote was unanimous. Motion carried.
5. ITEMS FOR INDIVIDUAL CONSIDERATION:
A. PC2011-058
Consider and act upon a request for a master plan of the Sedona Trails Subdivision, a 788.8577E acre
track of land out of 852.2E acres of land with a proposed zoning of Planned Development District
(PDD) generally for mixed use development. The 788.8577E acres of property is more specifically
described as a portion of the Julian Diaz Survey No. 66, Abstract No. 187 County Block 5059, and
also a portion of the E.R. Evans Survey No. 80, Abstract No. 216, County Block 5060, and also a
portion of the Geronimo Leal Survey No. 79, Abstract No. 424, County Block 5058, City of Schertz,
Bexar County, Texas, generally located west of FM 1518 at Lower Seguin Road.
Michelle Sanchez made a presentation on the Sedona Trails Master Development Plan (MDP). It will be
divided into three phases, the timing of which will be presented to the Planning and Zoning Commission
and City Council over the course of the next year. Module I sets the tone or theme for future modules
and includes infrastructure-major entry features, drainage, water/wastewater, amenity center, parks, and
road and trail systems. Initial development will be concentrated in the "middle" 182 acres of the
subdivision and will almost exclusively focus on single family residential. Module II is to be considered
by Commission and Council in approximately two months. This module will focus on architectural
standards for a much more intensive development area and will expand the subdivision by focusing on
the North 108 acres (approximately Lower Seguin Road and FM 1518). Anticipated uses include multi-
family apartments, townhomes, garden/patio homes and a diverse commercial/service district. Module III
will be considered by Commission and Council toward the end of 2012. It will focus on the southern-
most 499 acres and the emphasis will be on single family residential, commercial, and office uses. The
existing approximate 61 acre (171 lots) Sedona Subdivision (Lennar and DR Horton as builders), will
remain under the terms of the current PUD as last amended in May 2006. She offered staff
recommendation and the approval process.
Ernie Evans commented that the Commission will need to review the Letter of Map Revision before the
plats are presented.
Michael Dahle asked about the timeline of the project and the availability of the trail system to the
public. He expressed concern with the public use and maintenance of the trails.
Chris Price responded that there is tremendous interest by builders for this development. He explained
that the Home Owners Association (HOA) will own the trails and it is designed to complement the City's
existing Master Plan. He stated that all roads will be dedicated to the City.
After many compliments on the development plan, Mr. Jacobs moved to approve the item. Mr. Glombik
seconded the motion. Vote was unanimous. Motion carried.
