The Schertz Planning and Zoning Commission convened on January 25, 2012 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Richmond called the meeting to order at 6:00 P.M.

4. CONSENT AGENDA:
A. Minutes for January 3, 2012 and January 11, 2012.
After the reading of the Consent Agenda, Mr. Richmond requested a change to the January 11, 2012
minutes. Mr. Jacobs moved to approve the consent agenda with a change to the January 11, 2012 minutes as
follows: change "wide street" to "right-of--way" in the motion for Item 6A, Hunter Estates. Mr. Crawford
seconded the motion. Vote was 6 ayes with Mr. Greenwald abstaining for the January 3, 2012 minutes.
Vote was unanimous for the January 11, 2012 minutes. Motion carried.
5. PUBLIC HEARING ITEMS:
A. PC2011-056 Tri-County Veterinarian Subdivision - Replat
Hold a public hearing, consider and act upon a request of a subdivision replat Tri-County
Veterinarian Subdivision, consisting of 2.67+ acres of land out of the Toribio Herrera Survey No.
68, Abstract No. 205, and the Gearge M. Dolson Survey No. 96, City of Schertz, Comal County,
also known as 6995 Tri-County Parkway. This property is currently zoned General Business-2 (GB-
2).

Public Hearing opened at 6:04 pm.
Ms. Sanchez explained that this item considers replatting Tri County Veterinarian Clinic, 2.67+ acres of land
into two buildable lots owned by Dr. Lee Ward, generally located at the corner of Tri-County Parkway and
FM 3009; also known as 6995 Tri-County Parkway. The property is zoned General Business-2 (GB-2) and
contains one existing building, a veterinary clinic. The subject properties lack sufficient frontage to meet the
driveway spacing requirements on FM 3009; therefore, access for the properties will remain off of Tri-County
Parkway. The proposed lots meet the minimum size required by the governing zoning district. The future land
use plan identified this area as an Industrial Business Park.
The being no one to speak, the public hearing closed at 6:08 pm.
After a short discussion between Commission, Staff and the Applicant related to access, Mr. Braud moved to
approve this item. Mr. Crawford seconded the motion. Vote was unanimous. Motion carried.
6. ITEMS FOR INDIVIDUAL CONSIDERATION:
A. PC2011-049 Willow Grove Estates-Master Plan
Consider and act upon a request for a master plan of the Willow Grove Estates Subdivision, a
30.061 acre tract of land generally located at the southwest corner of Schaefer Road and FM 1518,
in the J. Leal D. Survey No. 79, Abstract 424, County Block 5058, Bexar County, Schertz, Texas.
This property is currently zoned Single-Family Residential (R-6) and General Business (GB).
Ms. Sanchez explained that this item considers a master plan for Willow Grove Estates consisting of 30.06E
acres of land owned by Fred Development, LLC creating 79 residential lots in 2 phases with a minimum lot
size of 7,200 square feet (overa112.80 dwelling units per acre). The Future Land Use Plan designates this
property for Mixed Uses; this site is zoned R-6 and GB. The property is generally located at the southwest
corner of Schaefer Road and FM 1518 in Bexar County, Schertz, Texas. Development of this area will be
adjacent to Willow Grove Subdivision to the south and west. The Planning and Zoning Commission approved
the Master Plan of Willow Grove Subdivision on October 12, 2011. Staff suggests that a condition should be
placed on the plat to ensure that the subject property has two (2) points of access at all times.
Mr. Evans commented on a discrepancy in the acreage of the parkland.
Mr. Weron responded that the application will be updated to reflect the correct parkland acreage.
Mr. Jacobs expressed concern with the park located on FM 1518, and asked if an alternate location has been
considered.
Mr. Weron explained that the park located on FM1518 will be fenced but it is more for beautification of the
entrance, and there is a park located further into the subdivision to accommodate the residents.
Mr. Kesel explained that staff had the same concerns with children playing so close to a busy street. Staff
met with the Engineer and they have changed their development plans to an interior more centrally located
facility. He encouraged the Commission to continue looking for those kind of quality of life improvements.
Mr. Crawford expressed concern with the visibility at the entrance when FM 1518 is widened.
Mr. Kesel explained that the City has standards related to the visibility triangle.
Mr. Jacobs moved to approve this item with the condition that two (2) points of access be maintained at all
times. Mr. Greenwald seconded the motion. Vote was unanimous. Motion carried.
B PC2011-050 Willow Grove Estates, Unit 1-Preliminary Plat
Consider and act upon a request for a preliminary plat for Unit 1 of the Willow Grove Estates
Subdivision, a 16.25E acre tract of land containing 38 residential lots generally located at the
southwest corner of Schaefer Road and FM 1518, in the J. Leal D. Survey No. 79, Abstract 424,
County Block 5058, Bexar County, Schertz, Texas. This property is currently zoned Single-Family
Residential (R-6) and General Business (GB).

Ms. Sanchez explained that this item considers platting Willow Grove Estates, Unit 1, 16.251 acres of land
owned by Fred Development, LLC creating 39 residential lots with a minimum lot size of 7,200 square feet
(2.55 dwelling units per acre). The Future Land Use Plan designates this property for Mixed Uses; this site is
zoned R-6 and GB. The property is generally located at the southwest corner of Schaefer Road and FM 1518
in Bexar County, Schertz, Texas. Development of this area will be adjacent to Willow Grove Subdivision to
the south and west. The Planning and Zoning Commission approved Willow Grove Subdivision Unit 1 on
December 14, 2011. Staff suggests that a condition should be placed on the plat to ensure that the subject
property has two (2) points of access at all times.
Mr. Richmond requested that the location map be updated to include the new City boundaries. He expressed
concern with the inner-connectivity between Willow Grove Subdivision and Willow Grove Estates.
Ms. Sanchez explained that, based on a discussion between staff, Public Works will require the two (2) points
before final construction acceptance.
Mr. Richmond pointed out that the median appears to encroach the 20' right-of--way dedication and could be a
problem in the future.
Mr. Weron responded that the median would be moved out of the 20' right-of--way dedication.
Mr. Evans commented on his concern for the lot size of Block 4, Lot 8.
Mr. Weron responded that the lots are designed oversize for the zoning district.
Mr. Kesel explained that each lot came in twenty feet (20') wider that the minimum required within the
zoning district. Staff was happy with the larger lots and would like more developers to create larger lots.
Mr. Braud asked if both Willow Grove Estates and Willow Grove Subdivision have the same owner.
Ms. Sanchez confirmed that both subdivisions have the same owner.
Mr. Greenwald moved to approve this item with the condition that two (2) points of access be maintained at
all times. Mr. Jacobs seconded the motion. Vote was unanimous. Motion carried.
7. EXECUTIVE SESSION:
A. Called under Section 551.071 Texas Government Code Litigation, pending or contemplated
litigation; Section 551.072 Texas Government Code -Deliberation regarding the purchase,
exchange, sale, lease, or value of real property, or real estate.
Chairman Richmond adjourned into Executive session at 6:50 pm.

Mr. Richmond commented that the SCUCISD report provided during the January 11`i' meeting was good
information, and he would like more information on future locations of schools.

NEW SITE PLAN APPLICATIONS: No site plan applications were submitted to the
Planning and Zoning Division between January 4, 2012 and January 19, 2012.

Ms. Sanchez gave a brief update on the following:

• No site plans were submitted between January 4th and January 19`t'.
