The Schertz Board of Adjustment convened on March 26, 2012 at 6:00 p.m. at the Municipal Complex,
Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. McElroy called the regular meeting to order at 6:02 pm and recognized members present.

4. MINUTES:
A. Minutes for February 27, 2012.
Mr. Hartzog moved to approve the minutes. Mr. Dziewit seconded the motion. Vote was unanimous.
Motion carried.
5. PUBLIC HEARINGS:
A. BOA 2012 - 002 75 Maske Road
Hold a public hearing, consider and act upon a variance to Article 9, Section 21.9.8 -Screening and
Fencing at 75 Maske Road to relieve the City of Schertz of the requirement to construct an eight foot
(8') masonry screening wall adjacent to residential zoned property.
Public hearing opened at 6:04 pm.
Ms. Sanchez explained the purpose of the hearing was to consider a variance to Article 9, Section 21.9.8.B.3
Fences Adjacent to Residential Property for Lot 1, Block 1 of the Maske Soccer Fields Subdivision which is
approximately 41.996E acres of land currently owned by the City of Schertz and used as a Soccer Complex.
The request is to relieve the City of Schertz of the requirement to construct the eight foot (8') masonry
screening wall adjacent to residentially zoned property. The subject property is zoned General Business (GB)
and the Future Land Use plan identifies this area as IndustriaUBusiness Park. The property is located within
the Air Installation Compatibility Use Zone (AICUZ) and specifically in the Accident Potential Zone II (APZ

II); where the study has determined that land use planning and controls are strongly encouraged for the
protection of the public. The property is currently developed with 12 soccer fields, no public facilities and no
designated parking spaces. In November of 2010, the Citizens of the City of Schertz passed a bond
proposition that approved the expansion of playing fields, provided funding for field renovations and other
developments at the Maske Road Soccer Complex. The plans are to redesign the field layout, adding one
additional field, concession and restroom facilities and provide paved parking. Ford Engineering was
commissioned to provide a drainage study and recommends several options for the control of runoff. The site
has a drainage easement across the property to the northeast of our site and a drainage Swale that would direct
runoff to a proposed detention pond on the northeast corner of the property adjacent to Maske Road as
designed. This Swale will have native trees, grasses and turf to mitigate the runoff as the water enters the
detention pond. The Engineer has determined that the masonry wall will impede proper flow across the
property to the detention pond. Ms. Sanchez explained the public hearing process and offered staff
recommendation.
Mr. McElroy recognized the following to speak:
• George Logan, Director of Parks and Community Services, explained the site and surrounding
properties. He commented on the drainage flow, landscaping to be provided and the irrigation.
• Gail Hyatt, 3116 FM 1518, asked "Why an interest in the facility now?"
• Mr. Logan responded that it is important for the youth.
• Robert Brockman, 1000 Elbel, commented that he did not think it was a good idea to grant a variance
to the screening fence. He explained that the UDC requires an eight foot masonry wall for a reason
and it deprives the residentially zoned property the right to develop their property.
There being no one else to speak, the public hearing closed at 6:22 pm.
Discussion followed between the Board, Staff and the Applicant.
Mr. Dziewit asked for an explanation of the field layout and where the trees would be planted.
Mr. Logan responded.
Mr. McElroy asked what triggered the screening wall since the property already exists.
Ms. Sanchez responded that construction facilities triggered the requirement.
Mr. McElroy commented that the trees are a good idea.
Mr. Hartzog moved to approve the variance request to eliminate the screening wall and install a natural
screening in lieu of the required masonry wall. Mr. Dziewit seconded the motion. Vote was unanimous.
Motion carried.
B. BOA 2012 - 003 75 Maske Road
Hold a public hearing, consider and act upon a variance to Article 10, Section 21.10.4 Schedule of
Off-Street Parking requirements to allow a reduction from the required parking of 1,808 to 533 spaces
at 75 Maske Road for the City of Schertz, Maske Soccer Fields.
Public hearing opened at 6:34 pm.
Ms. Sanchez explained the purpose of the hearing was to consider a variance to Article 10, Section 21.10.4
Schedule of Off-Street Parking requirements for Lot 1, Block 1 of the Maske Soccer Fields Subdivision;
which is approximately 41.996E acres of land currently owned by the City of Schertz and used as a Soccer
Complex. The request is to reduce the required total of 1,808 parking spaces to 533 parking spaces, which will
result in a total reduction of 1,275 parking spaces for the proposed thirteen (13) playing fields. The property
is zoned General Business (GB) and the Future Land Use plan identifies this area as IndustriaUBusiness Park.
The property is located within the Air Installation Compatibility Use Zone (AICUZ) and specifically in the
Accident Potential Zone II (APZ II); where the study has determined that land use planning and controls are
strongly encouraged for the protection of the public. The property is currently being used as a twelve field
soccer complex for the Schertz Youth Soccer Association (SYSA). The City wishes to expand, renovate and
develop additional facilities on the property with funds provided by the 2010 the bond proposition. The site
currently contains no paved or designated parking spaces. The community benefit is to provide aesthetically

pleasing and beautifully landscaped parking lots that do not provide an over-abundance of unnecessary
parking spaces and to provide safe and effectively functional parking lots catered to the type of operation or
development on the property. Ms. Sanchez explained the public hearing process and offered staff
recommendation.

Mr. McElroy recognized the following to speak:
• George Logan, Director of Parks and Community Services, explained he was available for questions.
• Robert Brockman, 1000 Elbel, commented that the site needed more spaces and did not agree with the
chart provided.
• Gail Hyatt, 3116 FM 1518, commented on the need for restroom at the back of the property.
There being no one else to speak, the public hearing closed at 6:48 pm.
Discussion followed between the Board, Staff and the Applicant related the details of the number of parking
spaces being provided. Many members expressed concerns with the existing parking and the fields and the
underestimate of the parking proposal.
Mr. Montgomery commented that there was not enough information to make a decision.
Mr. Hartzog moved to postpone the variance request to the next meeting to allow the Applicant to provide
more information. Mr. Dziewit seconded the motion. Vote was unanimous. Motion carried.
